ADJOURN   POLICE DEPARTMENT Memo To: Public Safety, Utilities and Public Works Committee From: Eric Rose, Commander Date: June 6, 2013 RE: Amendment to the Model Traffic Code – Parking & Speeding Background: Recently a parking issue was brought to staff’s attention where a single vehicle was parking in multiple parking spaces and observed doing so by Estes Park Police Officers and Community Service Officer’s. In researching the Model Traffic Code and Appendix (revised June 12, 2012, effective July 15, 2012) this parking problem was not addressed within the code. Information received from other municipalities within Colorado indicated amendments were made to their respective Municipal codes to enforce parking violations of similar occurrence (City of Ft. Collins Traffic Code 1205.5, Obedience to angle parking sign or markings, Ord. 016, 2003 §1; Ord. 119, 2011, §11, and City of Grand Junction Municipal Code 10.4.370, Parking where spaces are designated, Ord. 4188, 3-5-08. Code 1994 § 36-38). Also within the Town limits, it was discovered there are areas where no speed limit signs are displayed. This occurs in both commercial and residential locations. The Model Traffic Code allows for a maximum of Twenty-five miles per hour in any business district, and Thirty miles per hour in any residential district when no speed limit signs are posted. Budget: No budgetary impact. Recommendation: In an effort to better manage our parking resources a recommendation by staff is to amend the Appendix to the Model Traffic Code to reflect the violation of multi spaced parking where parking spaces are designated. It is also recommended to amend the Appendix to the Model Traffic Code to reflect a lower speed limit of 25 mph within all areas zoned residential within the Town of Estes Park where no speed limit signs are posted. Staff respectively recommends this item be forwarded to the Town Board meeting on June 25th as an action item. Town Clerk   ORDINANCE NO. -13 AN ORDINANCE AMENDING THE APPENDIX TO THE MODEL TRAFFIC CODE, 2010 EDITION WHEREAS, the Town of Estes Park adopted the Model Traffic Code for Colorado Municipalities, Revised 2010, hereinafter referred to as the Model Traffic Code, by Ordinance 06-12 in 2012; and WHEREAS, it is necessary to amend the Appendix of the Model Traffic Code in order to clarify parking where spaces are designated within Municipal Parking Lots and define speed limits in any business district and residential areas where the speed limit is not posted within the Town of Estes Park; and WHEREAS, Section 31-16-207 C.R.S. provides that the Board of Trustees of the Town may adopt this new Appendix to the Model Traffic Code by this Ordinance so long as the entire text of said Appendix is set forth in this Ordinance; and WHEREAS, the Board of Trustees of the Town of Estes Park has determined that it is necessary to amend the Appendix of the Model Traffic Code, in its entirety, as more fully set forth herein. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK, COLORADO, as follows: Section 1: The Appendix attached hereto as Exhibit A and incorporated herein by reference is hereby adopted as the Appendix to the Model Traffic Code. The following quotes were received for the skid steer loader: Wagner Equipment: Caterpillar Model 246CQ Skid Steer Loader $35,085.30 Titan Machinery: Case SR220 Skidwheel with Cab $40,380.00 Bobcat of the Rockies: Bobcat S630 Skid-Steer Loader $36,314.37 Colorado Machinery, LLC: John Deere 326E Skid Steer Loader $38,867.12 Several different trailers were considered; however, the “Maxey” trailer was chosen based on experience and quality. The cost of these three items totals less than the escrowed amount for the backhoe. Budget: Vehicle Replacement Fund Escrowed Amount $131,717.00 Cat 308 ECRSB Mini-Excavator $ 79,056.00 Cat 246CQ Skid Steer $ 35,085.30 Maxey Trailer $ 15,448.23 Total replacement cost from Vehicle Replacement Fund $129,589.53 Recommendation: Staff recommends the purchase of the 246CQ skid steer loader from Wagner Equipment for $35,085.30 and the Maxey trailer for $15,448.23, to be included on the Consent Agenda at the June 25, 2013 Town Board meeting. If approved, they will be added to the annual Supplemental Budget Appropriation Resolution brought forward each December.     Report UTILITIES DEPARTMENT To: Public Safety, Utilities & Public Works (PUP) Committee Town Administrator Lancaster From: Utilities Director Bergsten and Interim Superintendent Lockhart Date: June 13, 2013 RE: Bucket Truck Purchase Background: The 2012 Vehicle Replacement budget included $230,000 for the replacement of the Light & Power bucket truck. The funds were not rolled over into the 2013 budget. With a six-to-twelve- month lead time, the expenditure will happen in 2014; however, the funds must be reallocated this year to place the order. The funds were escrowed solely for this equipment so the purchase will not impact other Town operations or purchases. In 2012, the Town lost over 40 years of institutional knowledge with the unexpected departure of two key, long-term employees (L&P and Fleet). This disruption forced a process change in spec’ing vehicle purchases and contributed to our missing the rollover. The new process involves the vehicle user, L&P, to participate in creating the vehicle specifications with Fleet. Despite this being an improved process, many technical problems were encountered. This effort became the primary focus for twelve months. During this time we missed the opportunity to roll the funds over from the 2012 budget to the 2013 budget. Three vendors were contacted for quotes: Altec: 2014 Altec Freightliner: $239,955 Trade in: $ 20,000 Total Cost: $219,955 Hi-Ranger: No bid Versalift: No bid Budget: Vehicle Replacement budget: $230,000 2014 Altec Freightliner: $239,955 Trade in: $ 20,000 Total Cost: $219,955 Recommendation: Staff recommends the purchase of the 2014 Altec Freightliner for the purchase price of $219,955, to be placed on the Consent Agenda of the June 25, 2013 Town Board meeting. As encouraged by the PUP committee, Mr. Klaphake has worked with Town Staff and the Hix family has agreed to the following: The Hix family would like to offer for consideration the renaming of Riverside Plaza to George Hix Park at the Confluence. In conjunction with the renaming, the Hix family would contribute a minimum of $25,000 toward the commission of a bronze sculpture or other artwork to associate the area with its new identity. The Hix family would like to reserve the right to approve the scope of this artwork. Budget: Private funding and donations. Recommendation: Staff recommends renaming Riverside Plaza to George Hix Park at the Confluence. In addition, staff also recommends the commission of artwork to commemorate George Hix’s contributions to art, sculpture, and the Estes Park community to the Town Board, to be included on the Consent Agenda at the June 25, 2013, Town Board meeting.   PUBLIC WORKS Report To: Public Safety, Utilities & Public Works Committee Town Administrator Lancaster From: Scott Zurn, PE, Public Works Director Date: June 13, 2013 RE: Visitor Center Transit (Parking) Structure RFP Update Background: Request for Proposals for design of the Estes Park Transit Facility Parking Structure (EPTFP) is currently being advertised, with proposals due June 17, 2013. This project will be financed with a portion of $3 million in Federal Transit Administration funds, $738,000 in Colorado State CMAQ and Faster funds and $865,000 dollars from the Town’s Community Reinvestment Fund, which establishes a total budget of $4,603,000 for the project. Proposals will be reviewed and selected based on qualifications and not on price, as dictated by federal regulations. After the most qualified firm has been selected, the detailed scope and price of the services will be negotiated, also as dictated by federal regulation. Staff intends to bring forward a recommendation to the Town Board of the most qualified firm and an agreement for services at the July 9, 2013, Town Board meeting. Staff has cultivated a new method of project development and approval intended to be a fast-track, inclusive process to allow for quick decisions and approvals by including entities with approval authority and community involvement throughout the entire project progression. The consultant will be required to facilitate the project development through the following phases: 1. Program Development Phase/Site Master Plan Phase 2. Schematic Design Phase 3. Design Development Phase 4. Final Design/Construction Document Phase 5. Bidding Phase 6. Construction management /Services Phase Numerous work sessions are outlined in the RFP to take place during the first three phases of work. The successful consultant or team of consultants shall be responsible for coordinating and documenting a new community process of design and approval of this project as follows: The Town intends for the Town Board, Planning Commission, staff, and the public to attend all workshops. The Board of Adjustments will also be in attendance if decisions and variances are required during the design development. These workshops are intended not only to direct the design, but also to establish a joint approval from Town staff, Planning Commission and Town Board as the design develops through various phases. All workshops will be open to the public in order to satisfy the public hearing requirements. The public will also be encouraged to influence the design and decisions. This new process for the Town will serve as the Planning Commission review and ultimately Town Board approval. The consultant shall present a structure to facilitate these meetings for approval by the stakeholders in order to have productive meetings and ultimately gain community support and approval from the Town Board for the proposed project. These meetings will be held frequently, likely as much as every week or every other week in order to facilitate the schedule and ultimately include everyone in the development of the design. Its intent is to achieve the best solution to the needs and goals of the community.
