To: Honorable Mayor Pinkham Town Board of Trustees Town Administrator Lancaster From: Bo Winslow, Events and Fairgrounds Manager Date: July 24, 2012 RE: Report from staff and design team Report: The process this evening will be to take a look at what the Stakeholder Committee recommended to the design team in regards to both needs and uses of the 100 stall barn as well as a detailed plan of the northwest quadrant. This detail of the northwest quadrant is actually taking a look at traffic flow on the property, safety concerns for animals, participants and guests, maximizing the use of the property with a goal of 500 stalls, and flexibility in the phasing and implementation of the improvements. The Stakeholder Committee consists of users of the property and other community members that have a stake in the project. Included in your packet is the design teams resume’s and four concepts developed for review and discussion this evening. This team will take you through the project and show you designs for the stall barn with projected prices and also show you several options for the layout of the NW quadrant. • We will look at the design process that addresses objectives of the project and timelines. • Vision will also be a part of the discussion to better understand the scope of work and provide clarity regarding next steps. Community Services Memo • Master Plan program is the next piece as we start to look at the space and locate the stall barn in a way that allows the remainder of the site to flow together. Concepts A-D will be presented • The stall barn program will identify minimum requirements, the cost of minimal upgrades and add-ons, and will take a look at the appearance of the building and how it relates to other future buildings and the adjacent property. • Identify the needs for the building and how it can be used. • A budget for the stall barn will be discussed that includes a basis for cost estimates and how to keep the project within budget. • Address Neighborhood concerns. Report on meeting from 7-23-12. Noise, fly control and landscaping will be addressed. • Traffic Flow and Circulation for vehicles, animals and pedestrians on the property will be presented. She believes that the success of a project is intimately tied to the planning process and the framework that is created and followed throughout the course of design. In Elena’s eight years at Norris Design, she has worked in many realms as a project manager, site planner, public facilitator and landscape architect. Elena has a broad range of experience in urban and rural communities and with both public and private sector clients. Her ability to communicate makes her an effective project manager able to resolve challenges from a technical perspective as well as community related issues, evaluation of alternatives and creating solutions for all projects. In 2008, Elena moved to Summit County, Colorado to direct Norris Design’s mountain region office. Her involvement in mountain and river valley projects has broadened her expertise and experience in planning projects, especially integrating development into sensitive natural environments, affordable housing initiatives and the incorporation of sustainable design practices. John has a passion for art, the environment and landscape heritage, and possesses dexterity in drawing, painting and photography. He serves as a photographer, creating images of designed and built projects for the firm as well as for clients’ use in sales and marketing. He has extensive knowledge of native plant material and has completed several tree inventories of large sites. He believes that environmental protection and economic development are complimentary rather than antagonistic processes. He aims for sustainability in his work and his landscape architectural designs express sense of place and regionalism. His dedication to the profession and love for the environment is evident through his volunteer work as a Past President with the Colorado Chapter of the American Society of Landscape Architects and as a Technical Advisor for Volunteers for Outdoor Colorado. Bryan’s background in ranching made Priefert a natural fit. He has worked in several capacities while at Priefert Manufacturing, giving him an excellent working knowledge of all levels of the business. Over the years, Bryan has traveled coast to coast, as well as internationally, to consult and aid in design and set up of various types of equestrian and rodeo arenas. These travels have taken him to Tamworth, Australia, where he assisted in the design and layout of the Australian Equine and Livestock center, and to Las Vegas, NV, where he annually aids in the design and set up of the Wrangler National Finals Rodeo arena.
