RE: Town sponsored public forums
Objective: For the Board to give staff guidance on when and under what
circumstances it is appropriate for the Town to conduct public meetings or forums on an
issue.
Present Situation: Public meetings, forums, and open houses are often conducted
by staff to provide public input into issues, to disseminate information, and to discuss
potential actions. Sometimes these forums are initiated by the Board, and sometimes
they are initiated by the staff to aid in the preparation of actions or proposals that will
later come to the board for approval, or in reaction to direction previously given to staff
by the Board.
Proposal:
Discussion item only to give staff direction as to when the staff may initiate public
meetings and/or when these meetings require previous board approval.

RE: Town’s Role in Housing issues
Objective: To discuss what role, if any, the Town of Estes Park should play in housing
issues in the community. This is a preliminary discussion. If the Board determines the
Town does have a role to play in this arena, exactly what the role is and how it will be
implemented would be developed over several meetings and discussions.
Present Situation: Housing is a major issue in the Estes Valley that affects our
economy, our workforce, our schools and the overall demographics of the community.
Prices for single family homes are higher than the average in Colorado. Prices are
competitive with other mountain destination communities, but considerably higher than
those in the valley or metro area. Availability of long term rentals is extremely limited.
This is a problem in two areas. First, there is little rental opportunity for full time working
residents. Secondly, there is a shortage of available and affordable rental housing for
seasonal workers.
The profitability of short term vacation rentals provides a strong disincentive for owners
and developers to provide long term rentals. This market continues to grow and does
not appear to be reaching a saturation point.
The Town’s involvement to date in housing issues has been limited to density bonuses
for qualifying developments and fee waivers in some cases, particularly for projects of
the Estes Park Housing Authority.
Proposal:
Since this is a study session, the board should discuss and give guidance to staff, what
role, if any, the Town should play in housing issues. Suggested topics for discussion:
Housing availability for working families and full time professionals.
Entry level housing for families
Low income housing.
Seasonal housing
Long term rentals
Seasonal rentals
What tools are available to the Town to address these issues
