ADJOURN Page 1 WATER DEPARTMENT Memo To: Public Safety/Utilities/Public Works Committee From: Jeff Boles, Water Superintendent Date: February 10, 2011 RE: Water Conservation Plan In 2009, the Northern Water Conservancy District indicated that as part of an Environmental Impact Statement (EIS) to the US Department of Interior, Bureau of Reclamation, they would be required to submit water conservation plans from the municipalities they supply and that these plans needed to be approved by the State of Colorado. In 2010, the Water Department budgeted to update the existing Water Conservation Plan and have it submitted to the state for approval. In April of 2010, HDR Engineering was asked to provide a quote for this work. HDR stated the Colorado Water Conservation Board (CWCB) is the agency where the conservation plans would be submitted for approval and that there may be available grants through the CWCB as a funding option. HDR confirmed that grant funding was available and assisted the Town in submitting a project proposal and funding request to the CWCB. In December of 2010, CWCB notified the Town of Estes Park it was awarded a grant in the amount of $34,075 to upgrade the Water Conservation Plan. The grant proposal includes contributions from the Town – 148 hours of In-kind service and matching funds in the amount of $1,374. A purchase order in the amount of $35,449 will be issued to HDR Engineering for the Conservation Plan Update and the project is scheduled to start in February and continue through December, 2011. Zurn, PE, CFPM, Public Works Director Date: February 10, 2010 RE: Resolution for GOCO Grant for Wildlife Walk Background: The Town of Estes Park Tree Board wishes to pursue a grant from Great Outdoors Colorado (GOCO) for the planning of a “Wildlife Walk” (working title), which is due at 5 pm on March 5, 2011. The grant application requires a resolution of support from the Town of Estes Park Board of Trustees, including a commitment to budget matching funds in the amount of $8,000, contingent upon receiving a $32,000 grant from GOCO for this purpose. The objective of the Wildlife Walk project is to educate visitors to and residents of Estes Park about the area’s native plants and animals. The proposed location is in proximity to the local schools and it is the Tree Board’s hope the area would also be used to educate the local youth about the natural areas surrounding them. The Wildlife Walk will use brochures, interpretive displays, and plantings of native trees and other plants along a route that utilizes the grounds of the Estes Park Convention and Visitors Center (CVB), the existing paved Lake Estes Trail, and unpaved paths into areas alongside the Trail. The interpretive information will be tailored to engage children while being interesting to adults. In 2009, the CVB hosted 301,839 people who stopped on their way into town or Rocky Mountain National Park. By placing promotional signage and educational displays near the entrance to the CVB, the intent is to entice road-weary travelers to stretch their legs (for about 1 mile, round trip) and learn about Estes Park’s unique ecology along the Wildlife Walk. The Tree Board recognized a lack of this type of educational nature walk in Estes Park proper. The area proposed for the Wildlife Walk is unique in that it contains native trees at the existing arboretum, the Matthews-Reeser Bird Sanctuary and Lake Estes where 287 species of birds have been reported, and is a popular spot for viewing elk. If received, the GOCO grant will fund design and planning for the Wildlife Walk including irrigation planning, native planting recommendations, public facilities such as picnic tables and benches, and interpretive signage content and sign locations. Grant awards will be announced in mid-June, 2011. Attached is a sample resolution, which must be included with the grant materials. This resolution offers the support of the Town of Estes Park Board of Trustees and Mayor, and commits $8,000 in matching funds which reflects approximately 25% of the total budget of $40,000. The Tree Board proposed that the matching funds be dedicated from the annual Tree City Funds for 2011, which is $2 per capita (currently $13,110). Budget: Tree City Funds/Conservation Trust 211-5900-459.26-36 $8,000 Recommendation: I recommend adopting a resolution to support the Town of Estes Park’s Tree Board GOCO grant application and matching funds commitment to the Town Board, to be included on the Consent Agenda at the February 22, 2011, Town Board meeting. Resolution Supporting the Grant Application for a Local Parks and Outdoor Recreation Planning Grant from the State Board of the Great Outdoors Colorado for the Estes Park Wildlife Walk. WHEREAS, the Town of Estes Park is requesting $32,000 from Great Outdoors Colorado to plan an interpretive wildlife walk beginning at the Convention and Visitors Center and extending along a portion of the Lake Estes Trail. WHEREAS, Great Outdoors Colorado requires that the Board of Trustees and the Mayor of the Town of Estes Park state their support for the Great Outdoors Colorado grant application for the Estes Park Wildlife Walk. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE BOARD OF TRUSTESS AND MAYOR OF THE TOWN OF ESTES PARK THAT: Section 1: The Board of Trustees and the Mayor of the Town of Estes Park strongly support the application to Great Outdoors Colorado for the Wildlife Walk. Section 2: The Board of Trustees and the Mayor of the Town of Estes Park acknowledge that the grant application includes matching funds which Town of Estes Park is solely responsible to provide if a grant is awarded. Section 3: The Board of Trustees and the Mayor of the Town of Estes Park will appropriate those matching funds and authorizes the expenditure of funds necessary to meet the terms and obligations of any Grant awarded. Section 4: This resolution to be in full force and effect from and after its passage and approval. Zurn, PE, CFPM, Public Works Director & Jeff Boles, Water Superintendent Date: February 10, 2011 RE: Overlay and water main replacement for MacGregor Avenue, Park Lane and Virginia Drive Background: In 2011, Estes Park Sanitation District (EPSD) plans to perform approximately 400 feet of sanitary sewer replacement and relocation on Virginia Drive north of Park Lane. Currently, the sanitary and water mains are adjacent to each other, in violation of current EPA standards which requires these mains to be at least 10 feet apart. In order to achieve this separation, a new location for the water line will need to be engineered at the same time as the sewer main replacement. This section of roadway is also in need of an overlay. The Town’s Water and Public Works staff recommends coordinating a joint project with the sanitation district to complete sewer and water main replacements and road rehabilitation with one project. This project would also include overlaying upper MacGregor Avenue and Park Lane, in addition to overlaying Virginia Drive, which is staff’s proposal for using the 2011 STIP funding.  In order to completely fund the water main design and replacement, the replacement of the Prospect Mountain pressure-reducing valve (PRV), which is budgeted for 2011, will be rescheduled for 2012. The Water Department suggests replacing the existing 753 feet of four-inch steel water line, which is undersized and 36 years old, with a six-inch ductile iron pipe to meet current and long-term distribution needs. This project would complete the six-inch loop from Elkhorn Avenue to the six-inch line on Boyd Lane and improve fire flow. Combining efforts will eliminate the need to cut into Virginia Drive to make these improvements in the future and will result in the most affordable approach for the Town and EPSD.
