ADJOURN AGENDA Cultural Services Memo To: Community Development / Community Services Committee From: Lori Mitchell, Senior Services Manager Date: June 16, 2016 RE: Senior Services Quarterly Report Quarterly report: Strategic Planning, Mission and Vision Assistant Town Administrator Machalek guided Senior Services staff through a planning process resulting in revised Vision and Mission statements. • Senior Services Vision: Senior Services fosters a culture of positive aging that promotes the physical, social and emotional well-being of older adults. • Senior Services Mission: We engage older adults by providing a comprehensive range of opportunities to age well. Attendance: Overall, how do 2016 numbers look year-to-date? January through May – all visits to the Senior Center and Senior Services programs: • 16,430 as compared to 15,300 in the same period in 2015, a 7% increase. January through May – attendance at drop-in and planned programs: • Planned programs operating at 92% capacity; • 7,966 planned program visits as compared to 8,141 in the same period in 2015, a 2% decrease; • 5,288 drop-in program visits as compared to 5,540 in the same period in 2015, a 5% decrease. January through May meal programs: • Meals on Wheels: 2,920 meals as compared to 2,375 for the same period in 2015, a 23% increase; • Dining room: 2,635 meals as compared to 2,746 for the same period in 2015, a 4% decrease. 2 Senior Center Meal Program Data In 2011, Senior Services staff completed a complete analysis of the Town’s meal programs offered through the Senior Center. As part of that analysis and to understand the meal program usage over time, we continue to track the number of unduplicated or unique clients using Meals on Wheels (MOW) and dining room services as well as other use data. The March report featured planned programs for April. This report features planned programs for May through July. Special luncheons In addition to weekday noon lunches at the Senior Center and home-delivered Meals on Wheels, Senior Services offers approximately 16 themed noon luncheons annually. These are social events with great food, a lively atmosphere and a chance to celebrate events. Staff utilizes volunteers from area service clubs or agencies as table servers. Catering for All Occasions, the Town’s independent food service contractor sets the menu and pricing for the special luncheons and Town of Estes Park volunteers sell tickets for the events. • May 5: Cinco de Mayo luncheon (28 attending) • May 6: Mother’s Day luncheon (72 attending) • June 17: Father’s Day luncheon • July 5: EPMC sponsored free Rodeo luncheon 4 N’ Balance Fall Prevention Classes Budget: N/A Recommendation: N/A 2016 marks the third year for Larimer County Office on Aging (LCOA) grant-funded N’ Balance classes at the Senior Center. This evidence- based, eight-week series is taught by Program Coordinator Kelly Claypool and our fitness contractor, Diana Laughlin. Since inception in 2014, our program has participated in a national fall-prevention study through the University of Illinois and the Colorado Consortium for Older Adult Wellness (COAW). Program Coordinator Beth Headley will also become a certified N’ Balance Course Instructor in the fall, allowing us greater depth and support for the curriculum. The LCOA is funding all the training and course expenses – allowing adults age 60 and over to attend the class for no charge. Since 2014, the Senior Center has received approximately $11,307 in grant funding for N’ Balance classes from the Larimer County Office on Aging as part of their fall-prevention initiative. As part of the program, staff also recruits, trains and utilizes peer mentor volunteers for each class. Peer mentors are trained to maintain a keen eye on the safety of each participant. Following a recent site visit to the Senior Center, Larimer County Office on Aging Program Manager Lynda Meyer and Program Quality Assurance Coordinator Stephanie Morris provided this feedback: “We want to express how impressed we are with how well-structured and organized your N’ Balance classes are! Kelly and Diana have done a wonderful job with this program. Their enthusiasm and dedication to the goals and purpose of the program is evident. Participants are treated as individuals and the program is personalized for them. We are so pleased that you have had no trouble filling the classes, and that the inclusion of the N’ Balance classes has helped contribute to a 33% increase in fitness class participation at the Center.” Additionally, if Senior Services staff finds that a person doesn’t meet the physical requirement for N’ Balance classes, they refer them to the Estes Park Medical Center’s Steppin’ On classroom-based balance classes. The "Staking Her Claim" presenter's work was of such high interest that the Estes Park Museum Friends & Foundation, Inc. are working with her on a potential book that features the history of Estes Park female homesteaders. A program series titled "Legendary Locals" was enjoyed by a fair sized crowd through the winter months. The programs provided a venue for people to remember and reflect on the contributions of more contemporary Estes Park citizens and is aligned with a new publication of the same title. It was purposefully held in winter to appeal to year-round residents. Collection Highlights In the first quarter of 2016, staff responded to nineteen research requests (via phone, email, or in-person) totaling 21.25 hours researching inquiries. Refining the Collection through the Deaccessioning P roject: Two-thirds of the proposed deaccession list (contains 3,400 items – roughly 1% of collection) has been worked on and marked for disposal, transfer, sale, or to keep. Donation highlights: 52 diaries dated between 1892 and 1950 written by Alberta Sprague (donated by a family relative), as well as smaller donations that include postcards, pamphlets, and mint condition copies of Eleanor Hondius’ memoirs. Curator of Collections Gerakios Mucci continued gathering oral histories (funded by the Estes Park Museum Friends & Foundation, Inc.) including long-time residents Bob Cheney and Dave Schutz. Exhibits Ongoing Temporary Exhibit Drawn to Black Canyon: The Beauty and History of MacGregor Ranch opened on April 8 and had 85 people in attendance. This is a collaboration with MacGregor Ranch exploring art inspired by the rugged and enchanting environment of the Ranch, while interpreted through the inspirational history of this local landmark. The exhibit will be on display through October 30, 2016 . Permanent Exhibit: Tacks in Time The Museum received a $2,000 individual donation to go towards remodeling Tracks in Time. A number of areas are being reworked, revised, and repainted. A more detailed report will be included upon completion. Before renovation. After renovation: new paint, addition of oral histories discussing changes to downtown in last 50 years, and a “Then and Now” photographic flip book. Upcoming Programs In the museum profession, May is known as “Preservation Month.” In light of this, the Museum will be claiming May as “Museum Month.” Not only will the Museum be switching to summer hours (May 1) and opening the Hydroplant (May 31), but there will be a variety of programming offered throughout the month. Other Highlights: In the first quarter of 2016, the following professional development was completed:  Museum staff completed a training through CIRSA titled “Defensive Driving – Safe Driving Strategies”  Museum staff completed ALICE training  Director Fortini coordinated and participated in a webinar with the Estes Park Museum Friends & Foundation, Inc. Membership committee offered by the American Alliance of State and Local History  Director Fortini participated in the Alliance of American Museum’s Attracting the Tourist Audience: Local, Regional, Global webinar In early March, the Museum received a $1,000 grant to place its database and catalog online for the public to access through the Statewide Internet Portal Authority. The Museum will release its catalog online in three phases and anticipates the database going live this summer. The Museum started its own Face Book page. This is a great way for staff to convey different types of information in a number of ways and has been popular. Curator of Education Alicia Rochambeau has been working diligently heading up the Centennial Committee making plans for the 2017 celebration. Quarter Visitor Center Traffic:  Visitor counts for January, February and March were all significantly lower than the same months in 2015, with an overall decrease of 33.55% or 12,291 less people in the first quarter of 2016.  March showed the largest decrease of 51% or 9,176 less people when compared to March of 2015.  The decrease in visitation can be attributed to the public restroom construction and expansion that occurred during m ost of the first quarter, from mid-January through the end of March.  The public restrooms were closed for most of the time during construction.  A significant number of people who come to the Visitor Center stop to use the public restroom facilities. The decrease in visitation during the first quarter while the public restrooms were closed helps to illustrate the need for the expansion. Community Services Memo  Since the opening of the Visitor Center in 2006, Visitor Services staff has observed and estimates that 40 – 50% of the people who stop at the center use the public facilities.  It is interesting to note that Rocky Mountain National Park’s visitation was up 11.6% (+ 37,029 people) over first quarter 2015. This first quarter increase comes on the heels of RMNP’s busiest year ever.  Estes Park felt the increase in RMNP visitors: Both the Beaver Meadows and Fall River entrances experienced a combined increase of 22.8%, while the Grand Lake entrance saw a decrease of 15.6% in visitation during the overall first quarter 2016 increase. Background: N/A Shuttle Committee Recommendation: N/A Recommended Motion: N/A 1 2016 Town of Estes Park Transit Needs Survey Results June 11, 2016 Introduction The Town of Estes Park Transportation Division conducted a transit need survey from March 18 through April 3, 2016. Respondents could complete the survey on-line or using paper copies of the survey questions. All completed surveys are included in the following results. A total of 406 surveys were completed (373 on-line and 33 paper surveys). The Town’s Shuttle Committee and Town staff members utilized the information to formulate a plan for year-round transit in hopes of obtaining a 2017 Federal Transit Administration Transportation Grant available through the Colorado Department of Transportation. Summary  67.6% respondents currently use existing summer service (406 surveys completed). 91.4% of respondents completing the survey live in the Estes valley.  45.2% stated they have unmet transit needs.  76.2% said they would utilize year-round service.  38.6% would ride multiple days a week.  13.9% would ride once a week and 36.9% would ride a few times a month.  Friday, Saturday, and Sunday have the largest demand for service, 51.6% of responses named these days. We have an average of 300+ guests on the property daily throughout the summer. It is unreasonable to expect them to walk 1.5 miles to the YMCA to access the nearest shuttle stop. Removing the service to the campground will also now force these visitors to drive their personal vehicles to town and the RMNP trailheads and that will make parking in even more short supply and they will be contributing to our ever increasing traffic nightmare. If low usage in the past season was part of the reason the shuttle stop was removed, I would train my staff to aggressively encourage our guests to make the choice to utilize the service and not drive their vehicles into town/RMNP... better for the parking situation as well as the environment. The shuttle also provides a SAFE option for guests to return to the campground if they have had a few too many beverages in town. Now this is not an option, and they are forced to make the choice to either pay for a taxi or drive under the influence (which isn't safe for anyone). I am kindly requesting that the shuttle stop at East Portal be reinstated for the 2017 season and would be happy to give input during the planning process.
