Minutes of a Regular meeting of the COMMUNITY DEVELOPMENT /
COMMUNITY SERVICES COMMITTEE of the Town of Estes Park, Larimer
County, Colorado. Meeting held in Town Hall in said Town of Estes Park on the
23rd day of July, 2015.
Committee: Chair Ericson, Trustees Holcomb and Phipps
Absent: Trustee Phipps
Also Attending: Town Administrator Lancaster, Directors Chilcott, Winslow
and Fortini, Manager Salerno, Coordinators Jacobson and
Wells, and Recording Secretary Limmiatis
Trustee Ericson called the meeting to order at 8:00 a.m.
PUBLIC COMMENT.
Bob Beers of the Model A Ford Club of Colorado informed the Committee the National
Convention of Model A Fords would be traveling through Estes Park on June 23, 2016.
COMMUNITY DEVELOPMENT DEPARTMENT.
REPORTS.
Reports provided for informational purposes and made a part of the proceedings.
Community Development Quarterly Report – Director Chilcott updated the
Committee on building activity, the progress on the adoption of the International
Building Codes, flood plain management, the Moraine Avenue bridge grant
application status, the Downtown Neighborhood Plan consultant selection process,
the sign code, fee schedules, and vacation rental activity.

Reports provided for informational purposes and made a part of the proceedings.
Museum Quarterly Report – Director Fortini informed the Committee of the success
of the Pioneer of the Peaks program, the completion of the 2013 Flood oral history
collection and the status of the Museum Master Plan.
Visitor Services Quarterly Report – Manager Salerno described the increases seen
in attendance through the second quarter, the need for more information about the
National Forests that surround Estes Park and the increase in ambassadors on staff
through the summer.
Shuttle Update – Shuttle Coordinator Wells stated record ridership was achieved on
the Fourth of July holiday. Concerns have been received regarding the #10 stop of
the Brown route and would be monitored closely to determine if changes need to be
made. The trolleys have experienced major mechanical issues. Replacement buses
are running in their place until a solution can be identified.
Event Report – Coordinator Jacobson informed the Committee of the sold out
performances at the Rooftop Rodeo, the upcoming Wine Festival and the increase in
participants at the Hunter Jumper Horse Shows.
Verbal Updates and Committee Questions – Manager Lynch updated the Committee
on the Events Center bookings. Administrator Lancaster stated staff continues to
investigate solutions for the placement of multiple banners, examine the best
location for a second sign and the need for an electronic variable message sign.
There being no further business, Trustee Ericson adjourned the meeting at 9:55 a.m.

RE: Surprise Sidewalk Sale Resolution
Background:
The Surprise Sidewalk Sale has become a much-anticipated shoulder season event in
Estes Park. The Fall Surprise Sidewalk Sale is October 10-11, 2015. The sale is open to
all Estes Park businesses. Businesses that are located out of the downtown area may
reserve a space Bond Park.
Due to Ordinance 15-91 pertaining to “containment” within the CD District, and
subsequent adoption of the Estes Valley Development Code (Chapter 4, Zoning Districts,
Section 4, specifically Paragraph D.1.a. Outdoor Sales, Use, Storage and Activity in the
CD Zoning District, Number (3) Exceptions), it is necessary for the Town Board to approve
a variance to allow this sale to occur. (Please see attached Estes Valley Development
Code citation - Attachment A.) The proposed resolution is attached. Also attached is the
Estes Valley Development Code Zoning District Citation referred to as Attachment (A).
Staff will insure that business owners are educated on the regulations.
Sandwich boards are prohibited in the Estes Park Municipal Code (17.66.170 Community
special events signs and Stanley Park special events signs). Staff recommends allowing
these signs as long as they don’t encroach in the required four-foot clearance.
Budget:
It is expected to cost approximately $100 in staff time and printing fees for posters. This
is a budgeted expense for the Events Division in account 101-5500-455.26-03.
Recommendation:
I recommend this be placed on the consent agenda at the Town Board meeting on
September 8, 2015.
RESOLUTION NO. -15
WHEREAS, on July 23, 1991, the Board of Trustees adopted Ordinance 15-91
pertaining to “containment” within the C-D District, and subsequent adoption of the Estes
Valley Development Code (Chapter 4, Zoning Districts, Section 4.4, specifically
Paragraph D.1.a.:Outdoor Sales, Use, Storage and Activity in the C-D Zoning District,
Number (3) Exceptions)
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
THE TOWN OF ESTES PARK, COLORADO:
That the following guidelines shall be adopted for the “Surprise Sidewalk Sale
Days” being sponsored by the Events Department that is scheduled October 10-11, 2015:
1. Hours of operation shall be from 9 a.m. – 5:30 p.m.
2. The Sale Weekend is available to all Estes Park businesses.
3. The Sale Weekend will be held rain or shine.
4. Businesses will be allowed to sell merchandise in front of their stores only
during the hours specified above.
5. Sidewalk displays, including signage, shall provide a minimum clearance of
four feet for pedestrian ways and handicapped accessibility. Displays
and/or merchandise will not be allowed in any street.
6. Those merchants without sidewalk frontage may contact the Events
Division at 586-6104 to reserve a space in Bond Park (10x10 spaces only).
7. Advertising posters will be provided.
8. All participating businesses must possess a current Town Business
License.
BE IT FURTHER RESOLVED, that every business is urged to participate in this
Surprise Sidewalk Sale Days annual event.

Special Service Opportunities:
The trial period for a Downtown Employee shuttle scheduled in July resulted in one
passenger (non-worker) riding over the five week period. Subsequent trial service on
Thursday mornings for the remainder of the season was cancelled.
We will offer post-Tattoo (Scot Fest) shuttle service from the Manford Ave. bus
shelter on Thur., Fri. and Sat. nights.

Visit Estes Park is adding the 2016 Free Shuttle map and schedule to their 2016
visitor guide.

RE: Fairgrounds and Events Division- August and September Event Update
Report:
Highlight of Past Events:
The Movie in the Mountains series continues to see
success after hosting the 2nd movie showing on July
28th. Families for Estes was able to fundraise for than
in month one and our pizza vendor again sold out after
doubling her product. This showing of “Hook” saw
upwards of 120 people enjoying the FREE event! We
look forward to working with the Estes Valley Library in
August to help support their adult summer reading
program.
The Estes Park Wine Festival took place for the first
time in Estes Park on August 15th and 16th. The
feedback from the event overall has been positive and
we hope to see this event continue. Participants
enjoyed tastings, commercial vendors, live
entertainment and gourmet foods! The promoter of the
event, Tim Bowers, is reporting 1,100 guests on
Saturday, 800 on Sunday and 100 designated driver
tickets throughout the weekend; what a successful
event.

Bond Park 9/23 Meet and Greet
The Estes Park Car Club is introducing a new event for
the fall; a Meet and Greet to socialize with vintage and
classic car enthusiasts. Their organization has seen
great success with their monthly Cruz-In’s that they
would like to expand and offer more of an opportunity
to learn more about their vehicles. The event will occur
twice in September, 9/9 and 9/23, and will look at offer
more dates in 2016.
The Handmade in CO Expo joins us this weekend,
9/28-9/30, at the Event Center. Staff had an
opportunity to meet with the promoter, Steve Wallis,
and we are confident that the event will have
something for everyone! Featuring over 50 vendors,
guests can enjoy hand crafted, unique CO items, enjoy
live entertainment and more. Again, the event is
in partnership with non-profit organization,
Imagine, and 10% of all exhibitor fees will be
donated back to support their cause!

Celebrate the 23rd Annual Autumn Gold festival
on September 26th and 27th in Bond Park. The
festival will feature over 5 bands, brats and beer
and fun for the whole family. One of the highlights
of the festival is the popular raffle with the winner
taking home the grand prize of $5,000. All raffles
tickets that are sold go to benefit vocational
scholarships and various local and international
projects.
