ADJOURN AGENDA Town of Estes Park, Larimer County, Colorado, October 23, 2014 Minutes of a Regular meeting of the COMMUNITY DEVELOPMENT / COMMUNITY SERVICES COMMITTEE of the Town of Estes Park, Larimer County, Colorado. Meeting held in Town Hall in said Town of Estes Park on the 23rd day of October, 2014. Committee: Chair Ericson, Trustees Holcomb and Phipps Absent: None Also Attending: Town Clerk Williamson, Directors Winslow, Chilcott and Fortini, Manager Salerno, Coordinator Jacobson, Senior Planner Shirk, and Recording Secretary Limmiatis Trustee Ericson called the meeting to order at 8:00 a.m. PUBLIC COMMENT. None. COMMUNITY SERVICES DEPARTMENT. REPORTS. Reports provided for informational purposes and made a part of the proceedings.  Museum Quarterly Report – Director Fortini discussed the decrease in the third quarter attendance due to a change of venue for the Coolest Car Show in Colorado, the receipt of the Estes Park Trail-Gazette’s archive which would be supplemented with the Estes Valley Library’s Trail-Gazette archive to create a complete collection, and the receipt of a Lyman Byxbe painting.  Visitor Center Quarterly Report – Manager Salerno stated the Visitor Center saw an increase in visitation and retail sales in the third quarter, yet phone calls were down by 12.36%. Staff struggled with fewer volunteers over the past season, and continues to recruit new volunteers through current ambassadors to bring the numbers back to previous levels.  October – November Event Report – Coordinator Jacobson informed the Committee of the success of the Pumpkins and Pilsners event and the expansion of activities the weekend of the Catch the Glow Parade. Santa’s Workshop at the Event Center would be featured on the following Saturday and Sunday in an attempt to keep guests in Town.  Verbal Updates and Committee Questions – Director Winslow provided an updated Event Benefit Report per the request of the Committee which more accurately represented the sales tax income collected in 2013. COMMUNITY DEVELOPMENT DEPARTMENT. REPORTS. Reports provided for informational purposes and made a part of the proceedings.  Community Development Quarterly Report – Director Chilcott discussed the increase in building permit and inspection activity, the approval of the Addressing Policy, the dissolution of the Creative Sign Program and Review Board, the consultant to be hired in 2015 for sign code revisions, the progress of the Falcon Ridge Development, the Mountain Center to be built at the YMCA, the upgrades and expansion of cell phone service, the opening of the Saint Vrain Brewery in 2015, completion of the Code Compliance Policy, and the open position on the Estes Valley Planning Commission. Community Development / Community Services – October 23, 2014 – Page 2  Verbal Updates and Committee Questions – The Committee inquired about affordable housing development, requested an update on potential changes to the zoning code which would allow for affordable housing, and expressed staffing concerns should the department’s work load continue to increase in 2015. There being no further business, Trustee Ericson adjourned the meeting at 9:41 a.m. Barbara Jo Limmiatis, Recording Secretary Community Services Memo To: Community Development / Community Services Committee From: Lori Mitchell, Senior Services Manager Date: December 18, 2014 RE: Senior Services Quarterly Report Quarterly report: Grant funded N’ Balance classes off to a great start As reported in May, Senior Services and the Larimer County Office on Aging (LCOA) are collaborating on a nationwide fall prevention initiative. As part of the grant, Senior Services is offering four grant-funded N’ Balance courses at the Senior Center throughout 2014 - 2015. The fall session was deemed successful with participants reporting greater confidence and strength after completing the eight-week course. Grant funds provide support for Meals on Wheels For the third year in a row, Senior Services’ Meals on Wheels program received a grant award from the Colorado Senior Pro Rodeo Charity Association. The 2014 award totaled $1,325 with funds going to directly support the operation of the program. Since 2012, the organization and its members have donated $5,450 to Meals on Wheels as well as a large number of canned goods and non-perishables to the Senior Center. 2 Senior Services’ special events create sense of community November 11 – Veteran’s Day Town staff from several Divisions served nearly 90 attendees at standing-room only Veteran’s Day luncheon at the Senior Center. The Town’s independent food service contractor, Catering for All Occasions, provided free meals for Veteran’s at the event. Preschool age students from Lifelong Learning of the Estes Valley sang the theme songs from all branches of the military. October 31 - Halloween Party It’s never a dull moment at the annual Halloween party with attendees that included Moses and his “Tablet”, Where’s Waldo, penguins, skeletons, clowns and more. Prizes and crazy food items were a hit. November 25 - Thanksgiving Feast A crew of six AmeriCorps members provided set up assistance for the annual Thanksgiving Feast. A team of 11 Estes Park Middle School Student Council members and teachers provided table service for the 96 attendees. 3 December 5 - Walt Richards 100th Birthday Party Local resident, long-time Senior Center supporter and former EPSCC, Inc. board member Walt Richards was recognized at a community birthday party at the Senior Center. Mayor Bill Pinkham and Colorado Commission on Aging Chair Ruth Long honored Walt along with 72 other attendees. December 16 – Annual Holiday Feast Members of Estes Valley Sunrise Rotary provided volunteers for event set up, table service and clean up for the annual event which served 90 attendees with ham, prime rib and all the trimmings. Attendance: Overall, how do 2014 numbers look year-to-date? January through November – all visits to the Senior Center and Senior Services programs: Overall number of visits was 31,762 as compared to 28,080 in the same period in 2013, a 13% increase. January through November – attendance at drop-in and planned programs: Year-to-date, planned programs are operating at 97% capacity. Overall, there have been 16,279 program visits in the first 11 months as compared to 13,687 in the same period in 2013, a 19% increase. January through November meal programs: Meals on Wheels: year-to-date, we’ve provided 4,714 Meals on Wheels as compared to 4,864 for the same period in 2013. Dining room: year-to-date, we’ve provided 6,042 dining room meals as compared to 5,981 for the same period in 2013. 4 Programs, events and trips The March report featured programs for January through May; the June report featured programs for June through August; the September report featured programs for September through December. In the February 2015 annual report, staff will provide a comprehensive summary of program attendance for calendar year 2014. Planned programs and events for January 2015 include:  January 2: Annual UN-decorating party  January 7: Ensight Skills Center presentation  January 8 and 15: iPad and iPhone one-on-one tutoring  January 13 through February 17: The Music of Johannes Brahms study series  January 13: Estes Park Senior Citizens Center, Inc. annual membership meeting  January 13: iPad – an Introduction Class  January 20: iPhone – an Introduction Class  January 22: AARP Smart Driver Course  January 22: Day trip – Stock Show Rodeo and Behind the Scenes Tour  January 26 through May 18: The Great Courses: 30 Masterpieces of the Ancient World  January 28: Medicare counseling  January 29 through March 12: Shakespeare’s The Henriad, Part 1: I Know You All  January 31: F.A.S.T. - Families and Seniors Together - Valentine Fun with Friends Making connections through drop-in opportunities The Senior Center continues to serve as a community hub with over 11,000 visits year-to- date for drop-in activities such as Religion & Philosophy study group, Supreme Court discussion, Rocky Rollers Wii bowling, crafters group, mah-jongg, art studio, bridge lessons, pool, games, puzzles, blood pressure clinics, coffee and Wi-Fi, six fitness classes weekly including Tri Fit, Chair Yoga, Tai Chi and ZUMBA, as well as coffee and the opportunity for social connections. Estes Park Senior Citizens Center, Inc. EPSCC, Inc. would like to invite the community to their 2015 annual meeting on Tuesday, January 13, 2015 – 1:00 p.m. at the Senior Center. Current membership stands at 570 people. EPSCC, Inc key highlights from 2014:  EPSCC, Inc. participated in the community effort to support the passage of the 2014 ballot issue 1A, the local sales tax initiative which will provide funding for community improvements including expansion of the Senior Center within the proposed Community Center. This funding will provide an estimated $5 million over 10 years for capital construction costs of the new Center.  EPSCC, Inc. expanded its board roster to 18 members so as to be able to fully participate in the future planning efforts of the proposed Estes Valley Community Recreation Center, including continued assistance to the Estes Valley Recreation and Park District as they focus on additional funding sources for the Community Center. 5  EPSCC, Inc. formed a new exciting partnership called, F.A.S.T. – Families and Seniors Together, with local organization Families for Estes. Our first intergenerational event, a Grandparent’s Day ice cream social, had over 100 participants. Three new events are planned for 2015.  EPSCC Inc. joined with 11 other key nonprofits in the community through the Estes Park Nonprofit Resource Center to become a member of the newly formed Estes Valley Legacy: A Planned Giving Collaborative.  EPSCC, Inc. conducted a successful fundraising year with over $46,500 in revenue from special events, memberships, donations and investment returns. Her position is an Event Coordinator I, and she will be assisting with our current events and the creation of new events. She will be a great addition to our team, the Town and community. We would like to extend our congratulations to the event organizer, Graham Kopp, on a job well done! His efforts were obvious through the overall organization and success of the event. There was great representation from Colorado microbreweries that highlighted the educational aspects of both tasting and brewing. Staff believes there was a 70:30 ratio for attendees; 70% being out of town guests and 30% from our local community. Based on our ticketing reports the event saw about 1,000 guests throughout the day! Santa’s Workshop was a new event this year, with the intension that it would keep people in Town after the Catch the Glow Parade. And it worked! The Event Center was transformed into a winter wonderland complete with arts and crafts, holiday figures, Christmas Trees and Santa. The event was a last minute addition to the holiday calendar and was funded 80% through sponsorship! We would like to thank Lowes, Home Depot, Poppys, Estes Park Lumber and Chris Moody and his team for their support. This allowed for the event to be free to all participants and walk away with 3 holiday gifts. Throughout the weekend we saw roughly 800 people. Where we are…. November Downtown Dec. 19th-21st Holiday Shop-a-Thon & Scavenger Hunt The Town of Estes Park and Visit Estes Park have teamed up to feature the Holiday Shop-a-Thon and Scavenger Hunt. We have recruited 12 downtown businesses that will participate this upcoming weekend. Guests will have an opportunity to travel throughout the shops and search for holiday inspired items. Participation maps will be availabe at the Visitiors Center and participating buisnesses. Where we’re going…. December Event Center/Downtown Jan. 16th-19th Estes Park Winter Festival The Estes Park Winter Festival is returning in January 2015! The Town of Estes Park is now the producers of the event and are excited to have it back on the calendar. We have teamed up with our local partners including the Kiwanis Club, Rotary Club, the EVPRD, Rocky Mountain Irish Gathering and Families for Estes to produce a well- rounded festival. Our staff has been operating in high gear to capture all the elements of the existing festival while adding new attractions.
