Below is a list of scheduled events for June. By the second quarter staff has most of the event calendar put together for the 2013 season. There are always a few late events that come in and they are addressed on an individual basis. Through May, staff spends most of their time working on Wool Market, Rodeo, and preparing the facilities for use. With Wool Market, staff is processing animal and workshop registrations, finalizing contracts with teachers, judges, vendors, and superintendents. Wool Market is one of the top 3 fiber shows in the nation and continues to meet a main goal; bring people to Town in early June. Cowboy Mounted Shooting will be back again for its third year. This is a great group to work with and is very appreciative of what the Town has to offer. Cowboy Mounted shooting is one of the fastest growing equestrian sports and demonstrates that in their increase in numbers from year to year. In addition, we will also be seeing a Ranch Horse Versatility show which is a new event for 2013. Planning with USPC bike race continues with staff attending multiple meetings every week. Staff has also formed a group of people in Estes to discuss specific needs in the community. Maps are being put together to start to identify viewing areas, parking areas and staging. Public meetings will be set up soon to start to educate the community on the plan for this event. Staff plans to update this committee monthly on event details as well. Events: DATES EVENT June 15th KIDS FUN RUN! and festival June 16th Estes Park Marathon Page 1 of 3 To: Community Development/Community Services Committee Town Administrator Lancaster From: Alison Chilcott, Community Development Director Date: April 25, 2013 RE: Community Development Monthly Report Background: BUILDING SAFETY: Promote a safe built environment to (1) minimize loss of life and injury to the general public and emergency responders; and (2) reduce property damage and destruction.  Building permit reports are attached.  May is Building Safety month. Will Birchfield, Chief Building Official and Marc Robinson, Fire Marshal are working together to jointly promote building safety.  Will Birchfield and Marc Robinson met with Steve Carlyle, Courtyard Shops property owner. The owner is progressing with property improvements, including installing an NFPA 13 sprinkler system. On May 7, 2013 the Estes Valley Board of Adjustment approved a variance to install a riser room in the front yard setback, which is required for the sprinkler system. Restaurant remodel is also underway and the owner has also submitted two applications to legally convert two units to residential with a kitchen addition. ADDRESSING: Enhance public safety through the easy and rapid location of properties by law enforcement, fire, rescue, and emergency medical personnel within the Town of Estes Park.  Jill Fischer, InVision GIS, has updated the Town street map for the first time in five + years. The new map is more accurate, contains more information, including topographic relief, and is more readable. Based on feedback from the Realtors, staff will work with Jill Fischer to create a two-sided map; a street map and updated zoning map. FLOODPLAIN MANAGEMENT: Minimize death, injury, and losses to public and private property due to flooding.  To stay in compliance with the Federal Emergency Management Agency (FEMA) National Flood Insurance Program revisions are required to the Estes Park Municipal Code prior to December 31, 2013. Revision will ensure the town remains in compliance with state requirements. The Colorado Water Conservation Board (CWCB) has recently adopted new Community Development Memo Page 2 of 3 Rules and Regulations and the town must revise its floodplain ordinance to at a minimum comply with these new state regulations. Staff will use the Systematic Development of Informed Consent (SDIC) model for the revision process, as, an opportunity to encourage and facilitate public participation. The process will also include discussion of the town's possible participation in the Community Rating System (CRS) program. The CRS program is offered by the National Flood Insurance Program (NFIP) as a higher standard than minimum NFIP requirements. Communities which voluntarily participate in the CRS program enable their property owners and tenants to obtain discounted premiums for flood insurance. SIGNAGE: Protect the health, safety, and welfare of the public by (1) ensuring the signage is safe and (2) is compatible with adjacent land uses and the total visual environment of the Estes Valley.  Over the past couple years, staff has become increasingly aware of issues related to the 2010 revised sign code. Staff will be providing an analysis within a month. Concerns relate to LED signs and lights, coordination of community special signs, temporary signs, holiday displays, and political signs . . . Staff has contacted Don Elliot with Clarion Associates, an expert in sign codes, and requested a quick analysis of our sign code (1/2 hour or time or less).  Phil Kleisler, Code Compliance Officer/Planner, is working with Lake Estes Resorts on a Estes Valley Development Code violation related to string lights installed a month or so ago.  Based on feedback from Realtors at a May 16, 2013 meeting, staff will create a brochure clearly and concisely describing real estate sign rules in the Estes Valley.  Staff will also contact real estate businesses that have high visibility off-premise signs and request removal. If signs are not removed, staff will remove them and retain for pick up by the real estate agent at a later date. If we have repeat problems, our last resort is to cite the real estate agent into court. ESTES VALLEY LONG RANGE MASTER PLANNING: Create more convenient, equitable, healthy, efficient, and attractive places for present and future generations. Articulate a desired future to inform decision-making today.  Our geographic information system is now up to date, in terms of accurate flood plain boundaries, town boundary, existing land use, etc. This information will be incorporated into the modernized comprehensive plan.  Dave Shirk, Senior Planner, attended an all day Regional Elk Management meeting on May 8th. The meeting included staff from the National Park Service, US Geological Service, State Parks & Wildlife, Larimer County, Boulder County, Estes Park, and Loveland staff. Dave gave a short presentation regarding challenges from the Town (Estes Valley) perspective regarding elk management: development pressures and human/elk habitat use conflicts. Page 3 of 3 PLANNING FOR THE PRESENT: Provide for the coordinated and harmonious development of the Estes Valley, which will, in accordance with present and future needs, best promote health, safety, order, convenience, prosperity and general welfare, as well as efficiency and economy.  Development applications under review can be viewed at www.estes.org/CurrentApplications.  The Public Participation in Development Review forum will be held from on May 21, 2013 from 12:00 – 1:00. Planning Commissioners will be in attendance. NUISANCES: Eliminate nuisances detrimental to the health, safety, convenience, and general welfare of the citizens, on private property within the Estes Valley, such as waste accumulation, unsanitary conditions, and noxious weeds.  Community Development is responsible for noxious weed code compliance in the Estes Valley. We are partnering with ELSA representatives, ARD representatives, Larimer County Weed District, the Town Parks Department and McGregor Ranch manager to organize a weed pull. This is tentatively scheduled for June 15, 2013. This will help raise awareness of problems created by noxious weeds and help reduce weeds in high priority areas.  The Estes Valley has a dark sky lighting ordinance. However we also have a sign code that allows string lights to outline architectural features (with some limitations). More and more businesses are taking advantage of string lights for advertising. Staff are exploring options to raise awareness of dark skies and dark sky lighting.  Outreach is ongoing, over the past month Phil Kleisler has meet with the Association for Responsible Development and the Realtors. We have consistently heard that education, cooperation, and enforcement is needed. Specific areas of concern are vacation home rentals, dark sky, animal-human interactions, property maintenance, and community aesthetics (litter, signage). ADDITIONAL UPDATES Board and Commissions  Nancy Hills has reapplied to serve on the Estes Valley Planning Commission. Her term expires June 30, 2013.  Pete Smith has reapplied to serve on the Estes Valley Board of Adjustment. His term expires May 31, 2013. Woodlands Heights Fire  On May 21st, Planning Commission will consider a Woodland Heights Rebuilding Program. Owners of legal nonconforming buildings or structures destroyed by the Fire have one year to obtain a building permit to rebuild the same nonconforming structure. Staff are recommending that this one-year period, which expires in June 2013, be extended to July 30, 2015; this extension concludes on the same date as the Larimer County High Park Fire Rebuilding Program. Finances  Year to date revenue exceeds projections and expenses are below budget for both Building Safety (2300) and Planning (1600).
