00RESOLUTION#02-16WHEREAS,theColoradoDepartmentofTransportation(CDOT)ownsandmaintainsUSHighway34knownasElkhornAvenueintheTownofEstesPark;andWHEREAS,priorto2010thetrafficsignalsattheintersectionsofElkhornAveatRiversideDrandMoraineAvewereprogrammedbyCDOTtoincludeanall-walkphase(knownastheBarnesDance)thatstopsthevehiclesonalllegsoftheintersectionforabriefperiodoftimeandallowsthepedestrianstocrosstheintersectingstreetsinanydirection;andWHEREAS,in2010thetrafficsignaltimingwaschangedtotheconventionalpatternallowingpedestrianstocrosstheintersectionside-streetsbytravelingparalleltothethrough-trafficduringthegreenlightphaseofthetrafficsignalprogram;andWHEREAS,in2015CDOT’sconsultantengineerperformedacomparativeevaluationofBarnesDanceandconventionalsignaltimingwhichdocumentedtheBarnesDancetimingincreasespeakhourtrafficdelayby22%,diminishedintersectionvehicularcapacityby9%,andincreasedintersectionpedestriancapacityby7%;andWHEREAS,theEstesParkPoliceDepartmentandthecitizenTransportationAdvisoryBoardrequestedCDOTofficialsconsidercommunitybenefitsbeyondimpactstomotorizedvehiclesandreinstatetheBarnesDancesignaltimingasmorefullydescribedintheattachedPublicWorksMemodatedJanuary26,2016.NOW,THEREFORE,BASEDUPONTHERECITALSSETFORTHABOVEWHICHAREINCORPORATEDHEREINBYREFERENCE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADOASFOLLOWS:TheTownofEstesParkherebyrequeststheCDOTRegion4DirectorauthorizepreparationofupdatedandoptimizedsignaltimingplanstorestoretheBarnesDanceall-walkphaseattheElkhornAveintersectionswithRiversideDrandMoraineAvenolaterthanMay27,2016,anddirectCDOTTrafficOperationsstafftoperformperiodicevaluationsandadjustmentstothesignaltimingplantooptimizeservicedeliverytoautomobileandpedestrianusersofthesetwointersections.Datedthis___________________________ATTEST:C.--C,0_-TownClerk201ayor 0RESOLUTIONNO.01-160WHEREAS,Section26-6-402(2)(c)ofthe“ColoradoSunshineActof1972”asamended,requiresamunicipalitytodesignateapublicplacetopostnoticesofitsmeetings.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO:ThatthelobbyareaimmediatelyadjacenttotheAdministrativeOfficesintheEstesParkTownHall,locatedat170MacGregorAvenue,EstesPark,Colorado,isherebydesignatedasthePublicPlaceforPostingNoticesofTownMeetings.DATEDthisl”dayofATTEST:Nt.ClerkI2016.
