CCRESOLUTION#27-17WHEREAS,Coloradovotersprovidedforastatewidelottery,andinasubsequentelectionadoptedtheGreatOutdoorsColorado(GOCO)amendmenttothestateconstitution,whichdirectsthatlotteryprofitsbeusedforparks,openspace,wildlife,andoutdoorrecreationpurposes,andWHEREAS,followingthevoters’approvalofalottery,theGeneralAssemblycreatedaLotteryDivisionintheStateDepartmentofRevenuetoadministerthelottery,andWHEREAS,asprovidedintheGOCOamendment,lotteryprofitsareallocatedtotheGreatOutdoorsColoradoTrustFund(GOCOTrustFund),theConservationTrustFund,andtotheColoradoDivisionofParksandWildlife,andWHEREAS,since1992,theGOCOTrustFundhasdistributedapproximately$1billioningrantsforprojectstoimprovecommunitiesinallofColorado’s64counties.Fundshavehelpedconnectfamiliestotheoutdoors,improvedlocaltrailsandparks,builtoutdoorrecreationfacilities,preservedranchlands,waterresources,andviewcorridors,improvedriveraccessandqualityandconservedwildlifehabitat,andWHEREAS,theGOCOTrustFundhasdistributedover$26,088directlytotheTownofEstesParkforthesepurposes,andadditionalfundingsupportforprojectsintheareabyLarimerCountyandtheEstesValleyRecreationandParksDistrict,andWHEREAS,since1983theConservationTrustFundhasdistributedapproximately$1billioningrantstocounties,municipalities,andspecialdistrictsforacquisition,development,andmaintenanceofnewconservationsites,capitalimprovements,andmaintenanceforrecreationalpurposesonpublicsites,andWHEREAS,theConservationTrustFundhasdistributedoverS679,932directlytotheTownofEstesParkforthesepurposes,andWHEREAS,since1992theGOCOTrustFundhasdistributedapproximately$215millionoflotteryproceedsinsupportofColorado’s42stateparks,fundingparklandacquisition,parkdevelopmentandoperations,trailconstructionandmaintenance,environmentaleducation,youthandvolunteerprogramsandstewardshipandnaturalresourcemanagement,andWHEREAS,theColoradoLotteryDivisioniscriticaltotheadministrationoftheentireGOCOprogramandtheDivisionissettoexpireunlessextendedbytheGeneralAssembly,whichduringits2018sessionwillconsiderlegislationtoextendtheDivision: 0CNOWTHEREFORE,BASEDUPONTHERECITALSSETFORTHABOVEWHICHAREINCORPORATEDHEREINBYREFERENCE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADOASFOLLOWS:1.TheTownofEstesParkstronglyurgestheGeneralAssemblytoapprovelegislationduringits2018sessiontoreauthorizetheColoradolotterydivision.DatedthisATTEST:14o’J€k—a,te,2017.ToClerkayor
