Mayor Dannels called the special meeting to order at 1 :02 P .M .
Mayor Dannels reported that this special meeting was called becaus e
the second regular meeting in June had been canceled .
Public Hearing - Final Plat, Lot 3, Stanley Historic District, FH K
Co . Partnership/Applicant (continued from June 14, 1994).Mayo r
Dannels opened the public hearing . Director Stamey reported tha t
this site is included in the Stanley Historic District Master Pla n
and Development Agreement, the proposal has evolved from 50 multi -
family units to 20 single-family lots, sites have been arranged t o
minimize earth movement, a note has been placed on the pla t
limiting each lot to one single-family dwelling, proposed privat e
access and cul-de-sac have been approved by the Fire Chief, an d
legal status of the horse trail and the single-family residenc e
requirement has been noted on the plat . Approval of this plat i s
for this site only and is non-precedent setting . A gate may b e
installed at the entrance of the private cul-de-sac, built to Tow n
standards and access made readily available to utility companie s
and public safety/medical vehicles . The Technical Review Committe e
and the Architectural Review Committee will review all developmen t
and landscaping on each lot as it occurs . Director Stamey adde d
that at the Planning Commission meeting Karen Zipser, President o f
the Stanley Hills Homeowners° Association, expressed appreciatio n
to the staff for the final proposal .
Two compromises were identified as follows and considere d
reasonable modifications to the Stanley Historic District Plan :
1.Open space :The Master Plan states that 30% open space i s
required exclusive of lotted area . This subdivision proposa l
provides for 30% open space, however, it is included withi n
the lots, and protected with an open space conservatio n
easement . This easement prohibits disturbance, fences ,
patios, etc . Property markers to delineate the setback an d
open space areas will be designed by members of the Technica l
and Architectural Review Committees and installed by th e
applicant .
The current horse trail will be relocated along the east sid e
of the subdivision, and it will be expanded to include a
pedestrian access easement .

Cul-de-sac :The Municipal Code provides that no more than 1 2
residences may be served by a cul-de-sac ; however ,

reconfiguration and negotiations will allow 20 residences .
The neighborhood supports this design as opposed to connectin g
the street to Steamer Drive, at the northeast corner of th e
development .
Bill Van Horn, Applicant's Representative, reported that propert y
corners are staked but not monumented, and an open space area wil l
be outlined to establish construction limits .
As there were no comments from the audience, Mayor Dannels close d
the public hearing . Stating that the compromises reached for th e
development of the Stanley Views Subdivision demonstrate positiv e
results for all parties involved, it was moved and seconde d
(Dekker, Doylen) the Final Plat of Stanley Views Subdivision b e
approved, contingent upon the following,and it passed unanimously :
1.
Improvement Guarantee submitted by July 5, 1994 .
2.
Final homeowners' association documents submitte d
by July 5, 1994 .
3.
Plat
recorded only after the
above-mentione d
documents are received and approved .
Trustee Doylen commended the applicant for considering th e
sensitivity concerns of the neighborhood .
There being no further business, Mayor Dannels adjourned th e
meeting at 1 :17 P .M .
