Our experience includes a wide range of multi -family and mixed-use projects ranging from 12 to 400 units, parking solutions both slab and structured, and retail from small tenant finish to large box stores. No matter the size, each project receives detailed attention from our talented staff from start to finish. Our passion is to provide our clients with the professional product o f a large firm and the personal service of a small firm, and most importantly; the community with beautiful, functional, and well -built spaces. SECTION 1. Cover Letter The Town of Estes Park: The Mulhern Group, LTD. (TMG) thanks you for the opportunity to demonstrate our abilities to the Town of Estes Park. With ove r forty years of experience in all market sectors of the construction industry we stand above our competition by delivering the services of a smaller firm on the scale of large firms’ capabilities. We work with municipalities such as City of Glendale, Denver and Superior as Executive Architect. Currently, TMG as Executive Architect of the 4-Mile District is working closely with the City of Glendale and their stakeholders on all aspects of their new entertainment district. TMG’s projects are a collaborative process, we are accustomed to working with municipalities, developers, contracto rs and consultants in all project phases. TMG works tirelessly with all stakeholders from Town Officials to Property Owners and Neighborhood Groups. We have extensive expe rience working with municipalities meeting their needs from master planning, code review and analysis, creating buildings, and parking solutions to name a few. Our collaborative approach and attention to detail has fostered highly successful projects. Recently, in collaboration with various stakeholders, we completed a Target boutique store in Lowery Boulevard One, Denver, C olorado, stepping in to execute an anchor corner with limited time. For this Target store we successfully executed a specific and unique architectural style. The Mulhern Group approaches all projects in a unified team manner. We work with the team to solve issues from unique site conditions and constraints and entitlement. The Mulhern Group understands that successful projects are the ones whose team has experience working together previously and , maintain the configuration of the selected team throughout the length of the project. We are excited to work with the City of Estes Park, and will make team co llaboration, experience and consistency our primary strategy for the Big Horn Parking Structure Design. Project Approach The Mulhern Group, LTD (TMG) is responding to the Town of Estes Park (TOEP) request for proposals for the Big Horn Parking St ructure (BHPS) design dated 6/11/2024. This response is based upon our understanding of those documents in addition to the Addendum No. 1 dated 6/18/202 4. TMG understands that this is not “just a parking structure,” Rather, this structure sits in the heart of the community within the Historic Downtown Area on a “Priority Edge” and we understand that superior design quality regarding building aesthetics, materials, and construction is one of the Town ’s major objectives for this project. We will design and facilitate the community-informed process while the TOEP staff will identify key stakeholders a nd assist in creating the approval process. While parking is understood to be the primary programing need TMG will make recommendations to the TOEP additional p rogramming options to allow stakeholders to have a well-rounded and informed discussion on the BHPS programming. Upon reaching consensus on programming TMG will prepare three unique conceptual designs that maximize the number of parking spaces on the sites as well as blend into the TOEP historic mou ntain aesthetic. After presenting the different conceptual designs TMG will relay on the TOEP to give direction on which the best path forward understanding that it may be necessary to blend elements of the concepts presented. At this stage we will also work with the TOEP on setting a final sched ule for the remaining phases which we understand consist of: Phase Two: Schematic Design (30% Design) Phase Five: Final Construction Bid Packet & Specifications Phase Three: Schematic Design (60% Design) Phase Six: Final Design / Construction Document (100% Plans and Specifi cations) Phase Four: Schematic Design (90% Design) Phase Seven: Construction Management Assistance Services While mitigating the loss of on-street parking associated with the Cleave Street Improvement Project and maximizing the number o f parking spaces is the TOEP’s primary goal we want to work strategically to achieve other goals. Among other elements this includes: Preserving the Historic nature of the historic downtown area. Address Cleave as a known “Priority Edge.” Work with adjacent property owners. Maintain the access of sun and mountain views of adjacent properties. Work within the mountain design aesthetic Create articulation appropriate to the size and scale of the BHPS. Sustainability and sensitivity to the environment in both design and material selections. Key Personnel and Firm Qualifications The Mulhern Group has extensive experience in all building types from Retail and Tenant Finishes to Town Center Planning and Mid to High-Rise Mixed Use structures—all requiring an extensive understanding of parking. As a small firm working on large-scale projects, we are well equipped to work on aspects of projects from Design, Entitlements, Construction Documentation, and Contract Administration. To date we have successfully completed over 7,500,000 SF of construction and entitlement. Many of our projects include structured parking under, over, and within our projects including post-tensioned, poured-in-place, and precast construction methods. The Mulhern Group brings value to our projects and partners. Recently we completed the design and permitting of a phased parking structure integrating the infrastructure required for 12 units with administrative offices to be built in a future phase. This is not new to us, we understand what is required and we have the team to do it. We can assist in the creation of a process working with both your stakeholders and desired mountain aesthetic with materials of your choosing. We have learned, due to market conditions, products and materials readily available in Colorado and efficient construction techniques to deliver cost-effective sustainable designs. The following two pages outline our team for The Mulhern Group as well as the consultants we have organized to achieve your goals. “With experience comes improvement.” - Wayne Gerald Trotman Andy Baldyga serves as Managing Director for The Mulhern Group and uses his experience to manage projects, oversee client development, and increase strategic growth for the firm. He received his Master of Architecture Degree from UC Denver. With o ver 20 years with the firm, he has successfully managed projects ranging from tenant finish to multi-million dollar mixed use developments including multi-use, residential, and retail projects. In addition to being a registered architect with NCARB certification, Andy is a former member of the Mayor appointed Denver Planning Board and is currently President of the Colfax Business Improvement District Board. His community involvement has given him a deep understanding of the entitlement process and is well known and respected by ma ny municipalities. Currently Andy is the Principal in Charge of the 4-Mile Entertainment District spearheading the master planning of the 10 acre site and overseeing the Phase One Parking Structure. I don’t think you can go wrong.” - Ella Fitzgerald Brian Lessard oversees Construction Documents and Construction Administration, for various projects including the Phased Stru ctured Garage at The Academy on Mapleton Hill and the Multi-Story Garage in the 4-Mile Entertainment District. Brian’s architectural experience with The Mulhern Group encompasses all areas of architecture. His experience is especially valuable in the Mapleto n Phased Garage which will have two levels of structured parking as Phase One with Phase Two utilizing the second level for housing wi th a third level of administrative offices. Phase One is permitted with construction anticipated to start by the end of the year. In add ition to Brian’s architectural experience, his degree in Mechanical Engineering from the University of New Hampshire and experience in electri cal contracting ensures the highest level of quality in Construction Documentation and coordination with consultants. Anne Davis is a Senior Project Manager and registered architect in multiple states with NCARB certification. She received her terminal Master of Architecture Degree from Iowa State University. During her 20-year’s experience her work has spanned the globe including Mexico, Costa Rica, The Philippines, and Canada. Most recently she served as Senior Project Manager for all multi-use and multi-family buildings for the Academy on Mapleton Hill and as Project Architect for the four buildings with structured parking including the “Mothership” Mapleton Building. She is a co-author on a study in accessibility and commonly speaks with stakeholders on construction projects impacting them. Her expertise in working with municipalities has been instrumental in achieving our clients’ goals. ANNE DAVIS SENIOR PROJECT MANAGER Paul Wickert JOB CAPTAIN Paul Wickert is an experienced Job Captain with over nine years’ experience in retail, mixed-use developments, and parking garages. His knowledge of code and building systems along with attention to detail is an asset to any team. His current work includes the multi- story parking garage at the 4-Mile Entertainment District as Job Captain. He has also become a valuable member of our mission critical team. Victor Montemayor is an award-winning designer with a passion for creating sharp, professional, and unique designs that attract attention and drive responses. A graduate of the Illinois Institute of Technology School of Architecture with over 20 years experience, Victor is involved in all design phases of architecture from conceptual design to construction. His ability to develop high-impact graphics, accurate construction documentation, and marketing materials enables him to create cost-effective and solutions that bring buildings to life. Victor excels at all types of design and has experience working within the Colorado Mountain Communities. Alternative Option Proposal As noted earlier, The Mulhern Group recently completed the design and permitting of a phased parking structure integrating th e infrastructure required for future residential on the top level of the parking structure with an additional level for administrative offices. We have the experience, capacity and expertise to assist the TOEP with a phased approach. The approach TMG proposes with is multi-faceted. While we understand this process we also understand it’s uniqueness and the confusion a phased project can create. How do you ensure there is enough power, how do you plan for a future elevator with it ’s unique power requirements, how do you calculate head height for a garage that is not too tall yet not too short for housing? These are questions we’ve asked and answered for ourselves and others, and we can help you navigate this process. In developing the process we would involve stakeholders and come to a consensus on the housing needs of Estes Park. In review ing the report “Estes Valley Housing Needs Assessment & Strategic Plan” from January of 2023 we recognize the housing shortage. Reports like this should be reviewed to assist in determining the hou sing type for the potential fourth floor. For example, noting that 42% of applicants in the TOEP having households include those under 18 we ma y consider two bedroom apartments a good place to start planning. On the other hand, by working with TOEP and stakeholders we will learn if targeting other types of units are better suited to assist in delivering some of the 198 housing units needed, as noted, in the assessment from 2023. Once the type of unit is determined we can then attack plumbing needs and how to set up the infrastructure to take the potential plumbing count into consideration. The same exists for power needs, planning on the type of elevator and locati on, and considerations for future conditioned air while being sensitive to the height between parking decks. The team assembled for the BHPS is well equipped to work on phased projects and multifamily, multi-use structures as well. We have worked together on a variety of projects and have an established reputation for bringing excellence to our projects. TMG alone has created over 4,200 apartment units in our history and we understand how to create well designed apartments giving the TOEP workforce housing above and beyond the expected. As an advocate for communities we have find that only through collaboration will the true answers be found. We have worked wi th many entities to create a plan and set goals. Experience and References The Mulhern Group is please to share with you a list of projects references of similar scope completed or begun within the past three years. 4-Mile Entertainment District is a ten acre development spearheaded by Glendale Development Partners, and The City of Glendale. TMG serves as the Executive Architect for the site which includes an Alamo Theater, a grouping of other buildings housing restaurants and shops , all organized along a private main street and adjacent to the Cherry Creek. A multi-story garage provides parking for the district allowing the main street to be activated primarily by pedestrians. The entire project is anticipated to break ground this month. The same design team will be available to participate in the Bi g Horn Parking Structure project. The design of the garage features a design aesthetic the city and ownership is truly excited about. The precast concrete panels c ontain decorative reveals to highlight the vertical height of the building. The entire composition of this garage is easily mistaken for artwork. The Academy on Mapleton Hill is a sixteen acre campus congregate care facility with twenty -one buildings. TMG serves as the Executive Architect for the entire facility and is the Architect of Record for all but three of the structures. The project is expected completed and con struction is anticipated to be late 2025. There are a few garages throughout the site to serve the various residential properties, while allowing pedestrian connection s to the main plaza or community spaces. The location of the project in the foothills of Boulder allows for impressive views from a variety of directions. The architectural styles throughout the project are unique to each building but, complementary between them to enhance the sense of arrival and place of The Academy. The Armory in Boulder Colorado features 23 buildings and a hidden parking structure. This two level structured deck is easily confused a s a simple on-grade parking lot, as it is surrounded by residential and retail buildings. The main gathering space of the community is a historic building that was originally an military Armory which was renovated and repurposed to house the amenities for the project residential units. The parking garage is str ategically adjacent to this property to allow vehicles to be accommodated on site while preserving the pedestrian atmosphere throughout the development. The major ity of this project was completed in late 2023 and is leasing up quickly. Architectural styles throughout the Armory project vary to create a diverse neighborhood feel, that has evolved overtime and appeals to a wide variety of residents. 999 South Logan features an unique lot condition creating a triangular shaped building, and is located adjacent to Interstate 25 in Denver. T he unique site had limited access was challenging to provide parking or ramps for a garage. The solution was to push the office and residential spaces up over the parking crating a podium for the other uses. A portion of the retail remains on the ground level to provide easy access for the neighborhood. A bove a small office space and 24 residential units share a common elevator, and building services. This sharing of building uses and services was necessitated by the limited site, but also facilitated the budget as the common area expenses are shared by all users. This project is complete and fully leased. The su rrounding neighborhood has embraced this addition to the community open heartedly. All 93 Independent Living units can be converted to Assisted Living units. In addition, the project offers 42 Short-term Rehab units and a Memory Care facility, all located at the base of Mount Sanitas. LOCATION: Boulder, Colorado CLIENT: Mapleton Hill Investment Group STATS: 16 Acres 300,000 sqft of sub-acute rehab, memory care, residential and in- dependent living cottages THE ACADEMY ON MAPLETON HILL MIXED-USE A challenging triangular site now houses apartments, the developer’s office, and retail. Located next to I-25, the site has maximum exposure for retail and a large impact on the surrounding aesthetics. Combining modern design into the neighborhood’s transforming environment, the site provides community retail and living. This condominium/ hotel design is a conceptual design for Winter Park Resort. The project includes 5-story buildings with a total of 360 units and is a 100 key hotel with an amenity pool deck, and first level retail. STATS: 360 Units Retail Space Outdoor Pool Parking WINTER PARK RESORT CONDOMINIUMS CENTRE COURT RETAIL Masterplanning, placemaking, conceptual design, approval, processing, documentation, and construction phase services were provided for this retail redevelopment of a 5-acre former grocer, retail, 111 apartments and pedestrian plazas. The project focal point is the Village, a two block pedestrian plaza featuring a major water feature and a green wrapped by 50,000 SF of restaurants and retail shops with great views to the twin peaks. The center is anchored by a new Sam’s club, Regal The Gold’s Gym, and 46,000 SF Whole Foods. LOCATION: Longmont, Colorado CLIENT: NewMark Merrill STATS: 58 Acre Site 490,500 SF of Powercenter VILLAGE AT THE PEAKS Retail A 30,000 square foot retail space for a small urban Target located at Lowry Boulevard and Quebec Street, providing much needed small retail space in the Lowry Neighborhood of Denver, as an alternative to much larger big-box retail centers. The complex is adjacent to a 45,000 SF 24 Hour Fitness facility previously designed by the firm.
