The Planning Commission felt that the drive-in property and the tract west of it would be eligible for annexation and that such a request would be looked favorably upon should the property owners decide to pursue it. If the land is to be zoned by the County, it was recommended that E-1 Estate zoning be considered. The Kob setbabk variance request was recommended for denial. The ad- jacent property to the east has recently been platted as multi-family dwellings with 10 foot setbacks and it was felt that allowing the garage to within one to four feet of the property line with no more extenuating circumstances than were shown would be a mistake. Also attached is a copy of a letter I wrote to the County on the zoning prior to their Planning Commission meeting on May 9, 1979. The request was tabled at the meeting on May 9th to allow the staff more time to research the proper zoning. The Bureau of Reclamation requested that their property be withdrawn from zoning which would leave two parcels, one of about 3.5 acres west of the drive-in theatre and the drive-in property itself. The County staff has requested that the Town consider two possibilities. One that both parcels be annexed; and two, if annexation is not considered feasible or desireable a suggestion as to the proper county zoning be made. It appears that the property would be eligible for annexation with about 45% contiguity (based on estimates only). Access, utilities and zoning would have to be worked out, but appear feasible. As indicated in my letter to the County, the Comprehensive Plan shows the property as open space which, of course, could only come about if the property were purchased by the Town or donated to it. If the land remains unannexed, the most compatible zoning with the R-1 to the west would be E-1 -Estate requiring one acre minimum lots.
