19.DILUTED EMULSIFIED ASPHALT FOR TACK COAT SHALL CONSIST OF 1 PART EMULSIFIED
ASPHALT AND 1 PART WATER. RATES OF APPLICATION SHALL BE AS DETERMINED BY THE
ENGINEER AT THE TIME OF APPLICATION.
20.A TACK COAT IS REQUIRED PRIOR TO THE PLACEMENT OF SUBSEQUENT LIFTS OF HBP.
THE COST OF THE TACK COAT SHALL BE INCLUDED IN THE COST OF H.B.P. (GR. S).
21.BEFORE PLACEMENT OF THE TACK COAT, THE CONTRACTOR SHALL CLEAN THE PRESENT
ROADWAY AS DIRECTED. CLEANING WILL NOT BE PAID FOR SEPARATELY BUT SHALL BE
INCIDENTAL TO THE HBP.
22.A SKI TYPE DEVICE AT LEAST 50 FEET IN LENGTH WILL BE REQUIRED WITH EACH
BITUMINOUS PAVER. THIS DEVICE SHALL BE USED ON EACH PASS AND LIFT OF
BITUMINOUS PAVEMENT PLACED.
23.ANY LAYER OF BITUMINOUS PAVEMENT THAT IS TO HAVE A SUCCEEDING LAYER PLACED
THEREON SHALL BE COMPLETED FULL WIDTH BEFORE SUCCEEDING LAYER IS PLACED.
24.ALL MATERIALS, WORKMANSHIP, AND CONSTRUCTION OF PUBLIC IMPROVEMENTS SHALL
MEET OR EXCEED THE STANDARDS AND SPECIFICATIONS SET FORTH IN THE TOWN OF
ESTES PARK STANDARDS INCLUDING BUT NOT LIMITED TO - THE TOWN OF ESTES PARK
RIGHT-OF-WAY PERMIT APPLICATION AND CONSTRUCTION GUIDELINES AND THE TOWN OF
ESTES PARK LIGHT AND POWER OPERATIONAL MANUAL RULES AND REGULATIONS AND
APPLICABLE STATE AND FEDERAL REGULATIONS. WHERE THERE IS CONFLICT BETWEEN
THESE PLANS AND THE SPECIFICATIONS, OR ANY APPLICABLE STANDARDS, THE MOST
RESTRICTIVE STANDARD SHALL APPLY, ALL WORK SHALL BE INSPECTED AND APPROVED
BY THE LOCAL ENTITY.
25.NO WORK MAY COMMENCE WITHIN ANY IMPROVED PUBLIC RIGHT-OF-WAY UNTIL A
RIGHT-OF-WAY PERMIT OR DEVELOPMENT CONSTRUCTION PERMIT IS OBTAINED. THE
CONTRACTOR SHALL SUBMIT A CONSTRUCTION TRAFFIC CONTROL PLAN, IN ACCORDANCE
WITH M.U.T.C.D., TO THE TOWN OF ESTES PARK, FOR APPROVAL, PRIOR TO ANY
CONSTRUCTION ACTIVITIES WITHIN, OR AFFECTING, THE RIGHT-OF WAY. THE
CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING ANY AND ALL TRAFFIC CONTROL
DEVICES AS MAY BE REQUIRED BY THE CONSTRUCTION ACTIVITIES.
26.THE CONTRACTOR SHALL HAVE, ON-SITE AT ALL TIMES, ONE (1) SIGNED COPY OF THE
APPROVED PLANS, ONE (1) COPY OF THE APPROPRIATE STANDARDS AND SPECIFICATIONS,
A COPY OF ANY PERMITS AND EXTENSION AGREEMENTS NEEDED FOR THE JOB, AND
EASEMENTS.
27.ALL REFERENCES TO ANY PUBLISHED STANDARDS SHALL REFER TO THE LATEST REVISION
OF SAID STANDARD, UNLESS SPECIFICALLY STATED OTHERWISE.
28.THE CONTRACTOR IS RESPONSIBLE FOR PROVIDING ALL LABOR AND MATERIAL
NECESSARY FOR THE COMPLETION OF THE INTENDED IMPROVEMENTS, SHOWN ON THESE
DRAWINGS, OR DESIGNATED TO BE PROVIDED, INSTALLED, OR CONSTRUCTED, UNLESS
SPECIFICALLY NOTED OTHERWISE.
29.THE CONTRACTOR SHALL BE RESPONSIBLE FOR ENSURING THAT NO MUD OR DEBRIS
SHALL BE TRACKED ONTO THE EXISTING PUBLIC STREET SYSTEM. MUD AND DEBRIS MUST
BE REMOVED WITHIN 24 HOURS BY AN APPROPRIATE MECHANICAL METHOD (I.E. MACHINE
BROOM SWEEP, LIGHT DUTY FRONT-END LOADER, ETC.) OR AS APPROVED BY THE LOCAL
ENTITY STREET INSPECTOR.
30.THE CONTRACTOR SHALL BE RESPONSIBLE FOR RECORDING AS-BUILT INFORMATION ON A
SET OR RECORD DRAWINGS KEPT ON THE CONSTRUCTION SITE AND AVAILABLE TO THE
LOCAL ENTITY'S INSPECTOR AT ALL TIMES. THIS INFORMATION SHALL BE PROVIDED TO
PROJECT MANAGER UPON COMPLETION OF THE PROJECT.
31.ALL EROSION CONTROL MEASURES SHALL BE INSTALLED, AT THE LIMITS OF THE
CONSTRUCTION AND AT THE AREAS WITH DISTURBED SOIL, ON OR OFF-SITE, PRIOR TO
ANY OTHER GROUND-DISTURBING ACTIVITY. ALL EROSION CONTROL MEASURES SHALL BE
MAINTAINED IN GOOD REPAIR BY THE CONTRACTOR, UNTIL SUCH TIME AS THE ENTIRE
DISTURBED AREA IS STABILIZED WITH HARD SURFACE OR LANDSCAPING. TO MITIGATE
EROSION, THE CONTRACTOR SHALL USE STANDARD EROSION CONTROL TECHNIQUES
DESCRIBED IN "A GUIDE FOR EROSION AND SEDIMENT CONTROL IN URBANIZED AREAS OF
COLORADO" AS PUBLISHED BY THE NATURAL RESOURCES CONSERVATION SERVICE, U.S.
DEPT. OF AGRICULTURE, OR PER THE PROJECT MANAGERS DIRECTION.
32.TO THE MAXIMUM EXTENT FEASIBLE, TOPSOIL THAT IS REMOVED DURING CONSTRUCTION
SHALL BE STOCKPILED AND CONSERVED FOR LATER USE ON AREAS REQUIRING
REVEGETATION OR LANDSCAPING, SUCH AS CUT-AND-FILL SLOPES.
33.ALL DISTURBED AREAS SHALL BE RESTORED AS NATURAL-APPEARING LAND FORMS, WITH
CURVES THAT BLEND IN WITH THE ADJACENT UNDISTURBED SLOPES. ABRUPT ANGULAR
TRANSITIONS AND LINEAR SLOPES SHALL BE AVOIDED.
34.AREAS DISTURBED BY GRADING SHALL BE CONTOURED SO THEY CAN BE REVEGETATED
AND SHALL BE REVEGETATED WITHIN ONE (1) GROWING SEASON AFTER CONSTRUCTION,
USING NATIVE SPECIES SIMILAR TO THOSE GROWING ON THE SITE WHEN SUCH
REVEGETATION DOES NOT CONTRIBUTE HAZARDS. REVEGETATION SHALL BE SUFFICIENT
TO PROVIDE EROSION CONTROL AND TO PREVENT THE INVASION OF WEEDS.
35.ON MAN-MADE SLOPES OF TWENTY-FIVE PERCENT (25%) OR GREATER, PLANT MATERIALS
WITH DEEP ROOTING CHARACTERISTICS SHALL BE SELECTED THAT WILL MINIMIZE
EROSION AND REDUCE SURFACE RUN-OFF.
36.ON MAN-MADE SLOPES GREATER THAN FIFTY PERCENT (50%), THE STAFF SHALL REQUIRE
ADDITIONAL STABILIZATION MEASURES SUCH AS EROSION NETTING OR HYDRO-MULCH TO
ENSURE ADEQUATE STABILIZATION AND REVEGETATION.
37.ALL PARKING LOT STRIPING TO BE WHITE.
38.4-FEET MINIMUM COVER OVER PROPOSED SEWER SERVICE.
39.CONTRACTOR TO POTHOLE EXISTING SEWER LINE TO VERIFY SLOPE AND CLEARANCE FOR
SEWER SERVICE TO THE PROPOSED GREASE TRAP.
1.DEPTH OF MOISTURE-DENSITY CONTROL FOR THIS PROJECT SHALL BE AS FOLLOWS:
FULL DEPTH OF ALL EMBANKMENTS
BASES OF CUTS AND FILLS 0.5 FEET
2.EXCAVATION REQUIRED FOR COMPACTION OF BASES OF CUTS AND FILLS WILL BE CONSIDERED
SUBSIDIARY TO THAT OPERATION AND WILL NOT BE PAID SEPARATELY.
3.THE CONTRACTOR SHALL CUT THE EDGE OF THE EXISTING ASPHALT MAT TO PROVIDE A CLEAN
JOINT BETWEEN EXISTING ROADWAY AND A CONCRETE CURB AND GUTTER. A CUTTING WHEEL
SHALL BE REQUIRED TO OBTAIN A VERTICAL CUT APPROXIMATELY 8" FROM THE EDGE OF
EXISTING PAVEMENT OR AS DIRECTED BY THE ENGINEER. THE CUTTING SHALL BE DONE TO A
NEAT VERTICAL WORK LINE WITH A CUTTING WHEEL ATTACHED TO A BLADE OR OTHER METHOD
AS APPROVED BY THE ENGINEER. THE CONTRACTOR WILL BE REQUIRED TO PAINT THE EDGE
OF CUT PAVEMENT WITH DILUTED EMULSIFIED ASPHALT (SLOW SETTING) PRIOR TO PAVEMENT
OPERATION. THE CONTRACTOR WILL NOT BE ALLOWED TO LEAVE THE CUT VERTICAL EDGES
OVERNIGHT.
4.WATER SHALL BE USED AS A DUST PALLIATIVE WHERE REQUIRED. LOCATIONS SHALL BE AS
ORDERED. COST FOR DUST PALLIATIVE WILL NOT BE MEASURED OR PAID FOR SEPARATELY
BUT SHALL BE INCLUDED IN THE WORK.
5.IT IS ESTIMATED THAT 8 HOURS OF POT HOLING WILL BE REQUIRED ON THIS PROJECT.
6.THE CONTRACTOR SHALL PROTECT ALL WORK AREAS AND FACILITIES FROM WATER AT ALL
TIMES. AREAS AND FACILITIES SUBJECT TO FLOODING, REGARDLESS OF THE SOURCE OF
WATER SHALL BE PROMPTLY DEWATERED AND RESTORED AT NO COST TO THE TOWN.
7.EMBANKMENT MATERIAL SHALL HAVE A RESISTANCE VALUE OF AT LEAST 40 WHEN TESTED BY
THE HVEEM STABILOMETER.
8.RELOCATION OF EXISTING UTILITIES IS NOT PART OF THIS CONTRACT EXCEPT AS SHOWN ON
THESE DRAWINGS. THE CONTRACTOR IS RESPONSIBLE FOR COORDINATION OF UTILITY
RELOCATIONS BY UTILITY COMPANIES IN HOW IT IMPACTS HIS WORK SCHEDULE AND WORK
PROGRESS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROTECTING UTILITIES DURING
CONSTRUCTION AND SHALL HOLD THE DEVELOPER AND IT'S ENGINEER HARMLESS FOR
DAMAGES ARISING FROM THE CONTRACTOR'S FAILURE TO ADEQUATELY PROTECT EXISTING
UTILITIES. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO SCHEDULE UTILITY
ADJUSTMENTS TO ELIMINATE CONFLICT WITH PROGRESS OF THE WORK.

10.TRENCHES OVER FIVE FEET IN DEPTH SHALL BE EITHER SHORED OR TRENCH WALLS SHALL BE
SLOPED TO THE APPLICABLE OSHA REGULATIONS.
11.THE CONTRACTOR IS RESPONSIBLE FOR COMPLIANCE WITH ALL APPROPRIATE OSHA
REGULATIONS AND STANDARDS INCLUDING, BUT NOT LIMITED TO, 29 CFR PART 1926, OSHA
STANDARDS-EXCAVATIONS. THE CONTRACTOR IS RESPONSIBLE FOR THE DESIGN OF SLOPING
AND BENCHING FOR PROTECTION OF EMPLOYEES IN EXCAVATIONS PLUS METHODS FOR
PHYSICAL PROTECTION FOR FALL PROTECTION.
12.CONTRACTOR SHALL NOTIFY OWNERS OF PRIVATE PROPERTY 48 HOURS IN ADVANCE OF ANY
POSSIBLE UTILITY DISTURBANCE. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO
COORDINATE ANY INTERFERENCE AT THE DISCRETION OF THE AFFECTED PROPERTY OWNER.
13.THE CONTRACTOR SHALL MAINTAIN ACCESS TO PRIVATE PROPERTIES AT ALL TIMES DURING
CONSTRUCTION.
14.THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPLACING, AT HIS EXPENSE, ANY PROPERTY
PINS OR SURVEY MONUMENTS DESTROYED DURING CONSTRUCTION.
15.OVERHEAD POWER AND TELEPHONE LINES ARE SHOWN ON THE DRAWINGS. THE CONTRACTOR
SHALL BE RESPONSIBLE FOR NOTING OVERHEAD UTILITIES LOCATIONS AND TAKING
NECESSARY PRECAUTIONS TO PREVENT INTERFERENCE WITH OVERHEAD LINES PRIOR TO AND
DURING CONSTRUCTION.
16.THE CONTRACTOR SHALL COORDINATE WITH EMERGENCY ASSISTANCE AGENCIES TO INSURE
THAT EMERGENCY VEHICLES ARE NOT HINDERED DURING CONSTRUCTION.
17.THE PHYSICAL FEATURES WITHIN THE LIMITS OF THE PROJECT HAVE BEEN SHOWN BASED ON
THE BEST AVAILABLE INFORMATION.
18.EXISTING UTILITIES: KNOWN SEWER, WATER MAINS, GAS MAINS, TELEPHONE CONDUITS,
ELECTRIC CABLES, AND OTHER UNDERGROUND STRUCTURES ARE SHOWN ON THE DRAWINGS
ONLY TO THE EXTENT SUCH INFORMATION HAS BEEN MADE AVAILABLE TO OR DISCOVERED BY
THE ENGINEER. THERE IS EXPECTED TO BE DISCREPANCIES AND OMISSIONS IN THE LOCATION
AND QUANTITY OF UTILITIES AND STRUCTURES SHOWN. THIS INFORMATION IS SHOWN FOR THE
CONVENIENCE OF THE CONTRACTOR BUT IS NOT GUARANTEED TO BE EITHER CORRECT OR
COMPLETE. THE CONTRACTOR WILL MAKE THE INVESTIGATION DEEMED NECESSARY TO
