We have no problem fixing the Manual J design from Denver to Estes Park. Regarding the insulation. The insulation
values proposed on EnergyLogic’s report are inconsistent with the insulation values shown on the typical wall section
view of the architectural plans. The values proposed on the report are a large up grade from what is shown on the
architectural plans. Knowing that information would it be possible to approve the section?

has a few options per State. We’ll see what we can do but just wanted to let you know the loads are correct for Estes.

Thank you for the opportunity to review the above noted project for conformance with the
adopted 2018 International Fire Code (IFC), District-specific amendments, and applicable
reference standards. The Estes Valley Fire Protection District (EVFPD) is dedicated to ensuring
the safety of residents, guests, and the volunteers who respond to assist you.
Based upon the information submitted, ADDITIONAL INFORMATION shall be required by
this office. The following Fire Code requirements apply:
1. IFC 106.2 Schedule of permit fees- Fire District plan review and impact fees apply for
this project in the amount of $884.00. A resubmittal fee of $100.00 shall apply for
review of the information not included in this application.
Payment will be collected by the Town of Estes Park on behalf of the Estes Valley Fire
Protection District.
2. IFC 505.1 Premises identification- Approved addressing shall be provided for all
buildings, units, and monument signs.
Review Commentary & Requirements: A fire code-compliant address shall be
required for this property. Addressing shall be a minimum of 4 inches in height, shall
be white text of a plain font on a blue background, shall have a reflective quality, and
shall be posted in locations approved by this office to be readily distinguishable for
first responders on both the main building and at the entry point of driveways where
the address is not readily visible from the street. Please coordinate with this office
directly for specific addressing/signage requirements.

3. Applicable Fire Code Sections for Fire Apparatus Access & Fire Protection Water
Supply:
a. IFC 102.5 Application of residential code- Where structures are designed and
constructed in accordance with the International Residential Code, the provisions of
this code shall apply as follows: Construction and design provisions of this code
pertaining to the exterior of the structure shall apply including, but not limited to,
premises identification, fire apparatus access and water supplies. Where interior or
exterior systems or devices are installed, construction permits shall apply.
b. IFC Section 503, Fire apparatus access roads- Approved fire apparatus access
roads shall be provided for every facility, building or portion of a building hereafter
constructed or moved into or within the jurisdiction. Fire apparatus access roads
shall comply with the requirements of this section and shall extend to within 150 feet
of all portions of the facility and all portions of the exterior walls of the first story of
the building as measured by an approved route around the exterior of the building or
facility. Fire apparatus access roads shall be in accordance with IFC Section 503 &
Appendix D [Including driveways for single-family dwellings].
Exceptions: Where fire apparatus access roads cannot be installed because of
location on property, topography, waterways, nonnegotiable grades or other
similar conditions, and an approved alternative means of fire protection is
provided.
c. IFC B105.1 One- and two-family dwellings, Group R-3 and R-4 buildings and
townhouses- The minimum fire-flow and flow duration requirements for one- and
two-family dwellings, Group R-3 and R-4 buildings and townhouses shall be as
specified in Tables B105.1(1) and B105.1(2): Single family-dwellings with no
automatic fire sprinkler systems, and between 0-3,600 square feet in size, a 1,000
gallons per minute fire-flow for a duration of 1-hour shall be required. For single
family-dwellings greater than 3,600 square feet in size, the required fire-flow shall be
as per Table B105.1(2).
Review Commentary & Requirements:
Driveways providing access to residential lots and/or single family-dwellings,
whether public or private, shall meet the following criteria.
Properties which have inadequate fire apparatus access because of length, width,
turning radius, percentage of grade, and/or do not have adequate fire protection water
supply, may be required to install automatic fire sprinklers in accordance with the
adopted Fire Code.
Emergency Access-
1. Driveways for both residential lots and/or single family-dwellings shall extend to
within 150 feet of all portions of any building or home, measured at the exterior
walls of the first story.
2. Driveways which exceed 150 feet in length shall be provided with an approved
fire apparatus turn around in accordance with IFC Appendix D, or as approved by
the Fire Marshal.
3. Shall have a minimum load-bearing width of 16 feet (shoulder-to-shoulder) and
shall have a minimum permanent all-weather surface width of 12 feet, which
includes electric gates or similar openings.
Submit additional information which indicates driveway dimensions.
4. All-weather surfaces- driveways where the grade is 10 percent or greater for any
portion of the required access shall have an asphalt surface or an equivalent
permanent all-weather surface as approved by the Fire Marshal.

material.
5. Driveways shall be engineered to support the imposed loads of double axle fire
apparatus weighing 75,000 pounds. Proof shall be furnished from an engineer
which indicates how driveways meet this design criteria.
Submit additional information which indicates load-bearing capacity.
6. Driveways shall have minimum overhead clearance of 13’-6” and shall be free
from overhead obstructions, including but not limited to, tree limbs, overhead
utility lines, etc. Vertical clearance shall be maintained for the full driveway
width.
7. Gates or similar entry obstructions shall have an approved means of emergency
operations. Electric gate operators shall be listed in accordance with UL 325, and
gates with automatic operation shall meet ASTM F2200. Electric gates shall be
provided with a District-specific Knox gate key switch for emergency access.

Adequate Fire Protection Water Supply-
1. Residential lots and/or single family-dwellings- Adequate fire protection water
supply shall mean an operational fire hydrant (without a white top), located within
950 feet (as a fire hose will lay) along a road and driveway to the point where fire
apparatus would park within 150 feet of all portions of the building. Where the
distance of the nearest fire hydrant is greater than 950 feet in length, fire
protection water supply shall be considered inadequate, and a residential fire
sprinkler system shall be required in accordance with NFPA 13D, 2016 edition.

4. Applicable Fire Code Sections for Wildfire Resistant Landscaping:
a. IFC 102.9 Matters not provided for- Requirements that are essential for the
public safety of an existing or proposed activity, building or structure, or for the
safety of the occupant thereof, that are not specifically provided for by this code,
shall be determined by the fire code official.
b. IFC 102.8 Subjects not regulated by this code- Where applicable standards or
requirements are not set forth in this code, or are contained within other laws,
codes, regulations, ordinances or bylaws adopted by the jurisdiction, compliance
with applicable standards of the National Fire Protection Association or other
nationally recognized fire safety standards, as approved, shall be determined a
prima facie evidence of compliance with the intent of this code. Nothing herein
shall derogate from the authority of the fire code official to determine compliance
with codes or standards for those activities or installations within the fire code
official’s jurisdiction or responsibility.
