Mr. Jordan:
We are pleased to submit this statement of qualifications (SOQ) to provide the required
special/periodic structural observation services during various construction phases associated
with the above referenced project in Estes Park, Colorado. Our construction materials testing
(CMT) / quality control (QC) services will include but not limited to observation and testing of
the foundation system (i.e. continuous spread footing and isolated pads), cast-in-place concrete
foundation reinforcement and concrete testing, interior floor slab reinforcement and concrete
testing, concrete masonry unit periodic observations and testing services, backfill placement for
foundation wall backfill, subgrade preparation for interior and exterior flatwork and pavement
areas, (i.e., subgrade, aggregate base course and hot mix asphalt sections), foundation
reinforcement observations for grade beams/foundation walls and columns prior to placement of
concrete, and visual observations and testing services of steel erection, weld and bolt connections
and fireproofing observations.
We understand as part of the on-site improvements and CMT/QC services performed by EEC
personnel, the Town of Estes Park is requiring certifications, resumes and qualifications of our
services. It should also be noted that EEC has worked directly with and/or in association with
the Town of Estes Park primarily with Mr. Greg Muhonen, P.E., and Mr. Kevin Ash, P.E. on
various roadway improvements projects, most recently the Dry Gulch Roadway improvements as
well as the recently completed Aspire Wellness Center adjacent the Stanley Hotel.
We provide the following as a brief introduction of EEC to the Town of Estes Park, RLH
Engineering, Inc. (the owner’s representative), Adolfson & Peterson Construction, (the general
contractor), and to the design team. EEC, established in 1993, is a full service geotechnical

PROFESSIONAL EXPERIENCE
Mr. Richer currently serves as a senior geotechnical engineer for Earth Engineering
Consultants, LLC in the Windsor, Colorado office. In that position, his responsibilities
include management of daily administrative tasks, and technical oversight of
geotechnical explorations, material testing services, and construction quality control
programs. Earth Engineering provides consulting services on 200 to 300 projects per
year involving predominately development and/or commercial construction in the
Colorado Front Range region as well as southern and eastern Colorado. Typical projects
involve construction of pavements throughout Northern, Eastern and Southern Colorado,
Colorado Department of Transportation (CDOT) roadway projects, raw water storage
ponds, mixed use developments, commercial/retail, municipalities and school district
projects, along with office and warehouse projects with several projects developed on or
within in expansive soil/bedrock conditions.

PROFESSIONAL EXPERIENCE
Mr. Wiechert currently serves as the office manager and senior project engineer for Earth
Engineering Consultants, LLC. Responsibilities include management of the office, including
daily operations, supervision of office personnel, as well as administrative tasks. As a senior
project engineer, responsibilities include supervision of the company’s material division,
subsurface exploration and quality control projects. Mr. Wiechert specializes in soil mechanics
and commonly is involved in foundation design, roadway design, asphalt and concrete mix
designs, slope stability, dam and embankment design, retaining wall design, and the use of
alternative materials for soil stabilization. Mr. Wiechert also is routinely involved with
construction observation and testing of airport pavements and state highway construction.

Mr. Gee is currently the CMT Manager at Earth Engineering Consultants, LLC. His responsibly is
to oversee the Lab and field operations. He has extensive experience with construction
materials testing of asphalt, concrete and soils.
Mr. Gee has provided observation and materials testing on numerous large FAA projects
including The Denver International Airport, Centennial Airport, Front Range Airport, and
Metropolitan Airport. Army Core of Engineering projects at Buckley Air force base and Twenty-
nine Palms Marine Base. Numerous CDOT projects such as US 85 Overlay, I-25 Overlay and

PROFESSIONAL EXPERIENCE
Mr. Klapproth currently serves as a senior field technician and the field testing manager
for the Quality Control Division of Earth Engineering Consultants, LLC. His
responsibilities include management of field technicians and field testing procedures. In
addition Mr. Klapproth is an ICC certified Special Inspector of Soils, Structural Masonry,
Structural Steel and Bolting and Structural Welding. Mr. Klapproth previously served as
a laboratory manager/field technician with Foundation & Soils Engineering, Inc./Scott,
Cox & Associates/Kiva Engineering Inc. Duties included managing all aspects of the
soils and materials lab operations, performing extensive testing of soils, concrete, and
asphalt as well as performing various field inspections including caisson and footing
inspections, reinforcing steel inspections, drain inspections, open excavation inspections,
masonry inspections, welding inspections, fireproofing inspections and testing, and
limited framing inspections. He also has experience in field drilling operations including
drilling, sampling, and logging of soil strata as well as field experience with concrete and
asphalt sampling and testing.
