As requested, during the period October 24 through November 19, 2016, Earth Engineering
Consultants, LLC (EEC) personnel provided construction observation and testing services for the
proposed Estes Valley Community Center project planned for construction at 690 Big Thompson
Avenue in Estes Park, Colorado. The services provided during the referenced period were on a part-
time/as-needed basis and included field density testing and laboratory testing of roadway improvement
subgrade, aggregate base course (HMA) and hot mix asphalt (HMA) pavement materials, proof roll
observations of prepared subgrade and ABC sections, as well as testing of cast-in-place concrete for
the referenced project. The results of the site observations and testing services completed by EEC
personnel during the referenced period are included with this report.
Observation, Field Density, and Laboratory Testing Services
During the referenced period, EEC personnel performed field density tests on roadway improvement
subgrade and ABC materials which were prepared/placed and compacted as described herein, prior to
and/or during our site visits. The field density tests were completed at random locations and elevations
within the areas tested and were performed in general accordance with ASTM Specification D6938.
The field density test results and approximate locations of each test completed during the referenced
period are shown on the attached summary sheet and associated site diagrams. The field density test
results conformed to the project specific compaction requirement of at least 95% of standard Proctor
maximum dry density (ASTM D698).
During the referenced period, EEC personnel obtained a representative sample of the imported ABC
pavement materials (EEC Sample ID “C”) for laboratory evaluation of the moisture-density
relationship and classification of the materials. Laboratory testing performed included standard

Proof roll observations of the prepared subgrade and ABC materials were also performed on October
28, 2016, and November 1, and 2, 2016 along the interior roadway alignments with minimal
deflections and/or rutting/pumping conditions observed. The subgrade and ABC sections appeared
suitable for placement of the subsequent hot mix asphalt (HMA) pavement materials, which was
placed on November 2, and 3, 2016, results of which are provided herein.
Hot Mix Asphalt (HMA) Paving Observations and Testing
During the referenced period, EEC personnel observed paving operations and obtained a sample of the of
the approved Grading S pavement materials from the site during paving operations of the on-site pavement
improvements as described herein. Laboratory testing for the collected HMA samples included
determination of the binder content (by means of the ignition oven ASTM Specification D6307) and
washed sieve analysis of the extracted aggregates (ASTM Specifications C117 and C136). The percent
asphaltic cement (AC) content and extracted aggregate gradation, as presented herein, were performed
without an ignition oven calibration of the aggregate and AC materials used to produce the Grading S
HMA materials. The uncorrected HMA laboratory test results were within the acceptable oil content range
for each mix (i.e., within (+/-) 0.3% of optimum AC content). For the extracted aggregate portion, the
results generally were within the approved job mix formula tolerances for the Martin Marietta (MM)
Grading S Mix ID Nos. 5493. Results of the laboratory tests completed by EEC personnel are indicated on
the attached summary sheets.
After compaction of the HMA pavement materials, EEC personnel performed density tests on the in-place
pavement materials using a nuclear moisture-density gauge. The density tests were completed at random
locations as shown on the enclosed summary sheet within the pavement improvement areas, and were
performed in general accordance with ASTM Specification D2950. Results of the field density tests
completed during the referenced period are indicated on the attached summary sheet. Those test results
were within the project compaction requirements of 92% to 96% of the material’s maximum theoretical
specific gravity (Rice Value) as provided by MM.
