This review pertains to signage for Discovery Lodge located in the site access from the public right-of-way (ROW)
of Big Thompson Ave. As State Highway 36, the Colorado Department of Transportation (CDOT) exercises
authority over the ROW. The Town’s paved multi-use trail is also in this ROW.
The sign reads “Lodge Entrance” on two adjacent faces. It is understood that the sign has probably been in this
location for many years; however, the non-compliant conditions associated with this sign must now be addressed as
part of the building permit approval process.
If available, provide documentation that proves an established right to locate the signage in the public ROW.
Otherwise, please respond as appropriate to the following requirements:
1) Coordinate with Public Works for obtaining permission to locate signage in the ROW. A Revocable
Encroachment Permit (REC) from Public Works and/or a CDOT Access Permit may be required.
For location of the sign adjacent to the public trail, CDOT Standards for Bicycle and Pedestrian Facilities
(Chapter 14 of the Roadway Design Guide) are applicable. Specifically, a minimum clear space of 2 feet
should be provided to vertical obstructions (14.2.6 Clearances).
The exterior lighting fixtures currently installed at ground level are not compliant with the Town’s code.
Even if an existing right allows the signage to remain in its current location, the lighting shall meet the Estes
Park Development Code Chapter 7.9 – Exterior Lighting as a condition of approval of 23-EP-00116.
2) Alternatively, remove the signage and lighting from the ROW. Signage is allowed on the Discovery Lodge
property through the building permit process. Exterior lighting standards are applicable.
