Elkhorn Ave Date: 3/18/2022 This memo shall serve as a supplement for the Floodplain Development Permit (FDP) to be issued in accordance with the requirements in Estes Park Municipal Code Chapter 18.04 – Floodplain Regulations. The proposed FDP application (stamped 3/12/22) was prepared by the applicant, Matthew Khachaturian, P.E. The decorative structural steel work on the site in the floodway has been approved under building permit 22-EP-00075. Floodplain Analysis 1) All of the applicant’s proposed site improvements occur within the Big Thompson River Special Flood Hazard Area (SFHA) established using 2D hydraulic modeling. The CHAMP boundary, more restrictive than the effective 2006 FEMA boundary, triggers the Town’s floodplain permit requirement. 2) The proposed exterior improvements meet the definition of “development” in Section 18.04.020 of the floodplain regulations. 3) The proposed work does not meet the definition of “substantial improvement.” Therefore, the applicant is not required to elevate or floodproof the building. If substantial improvements are proposed in the future, floodproofing or elevation may be required. 4) The proposed work consists of a new decorative structural steel arcade along the front entrance to the building. Calculations provided by the applicant indicate that steel material added to the floodway up to a depth of 2’ is approximately 3640 cubic inches (approximately 2.12 CF). This volume is the equivalent of a sphere with a diameter of about 1.6 feet. 5) The proposed site work in the SFHA is comparable to landscape improvements which do not trigger further regulatory compliance other than approval of a Floodplain Development Permit.
