PLANS AND SPECIFICATIONS: With each application for a Building Permit and when required by the Building Official for enforcement of any provisions of Town Ordinances, two sets of plans and specifications shall be submitted. All plans shall show the name, address and business telephone number of the person who prepared them. An architect, registered in the State ofColorado, shall prepare the plans and specifications for and shall supervise the construction, alteration, addition, remodeling or repairs of all structures when required by the Building Official. One set of plans will remain on file. One set is returned to be kept on the job for contractors and inspectors use. Plans for alterations, repairs or resubmittals need pertain only to work to be done or involved, but must be complete enough to demonstrate that they comply with Zoning Ordinances as well as the Building Code. Plans prepared by an architect or engineer shall have the stamp or seal of the architect or engineer responsible for preparation of the plans, applied directly to: 1) each sheet of the reproduced drawings, 2) addenda and revisions, 3) the cover, title page, and table of contents of specifications, and 4) the title page of engineering reports. Through the seal shall appear the signature of the architect or engineer and the date of signature. PLANS WILL NOT BE ACCEPTED THAT HAVE BEEN MARKED WITH A RED MARKER OR RED PEN. Before Submitting Plan, Applicant should contact: • Light & Power Department to determine the service hook up point and meter locations. • Water Department for availability of water to the site, tap location and meter/read out location. Applicants who suspect they may be building in a Flood Plain, should contact John Allman Building Official 586- 5331, extension 3402. • Floor Plan - Floor plans shall be provided for each individual floor (including basements, lofts or mezzanines, decks and porches, etc.). The plans shall be dimensioned so as to clearly show the following. A. Scale 'A" =1" B. Floor plan of each floor and basement or crawl space. C. Plan of all attached terraces and decks; also of garage or carport. D. If dwelling is of crawl space type, provide separate foundation plan. • Location, size, and depth of footings, foundation walls and piers. • Location, size, grade and spacing of all reinforcing steel. • Material and fasteners specifications for wood foundation systems. • Framing anchors and correctors to be embedded in concrete or masonry. • Concrete and masonry beam pocket locations and sizes. • Concrete slab thickness and reinforcement. E. Direction size and spacing of all floor and ceiling framing members, girders, columns and piers. Engineering when required by Building Official. Location of all partitions and indications of door and window sizes and location and direction of door swing. Location of stairs and landings. Location and size of all permanently installed construction equipment such as kitchen cabinets, closets, plumbing fixtures, water heaters, finance, etc. Indicate if Gas or Electric heating. -/ F. • • III. INSULATION STANDARDS AND ENERGY CONSERVING ALTERNATIVES I. Minimum insulation standards for residential buildings: A. Insulation having a minimum R-value of eleven shall be used in all exterior walls contiguous to unheated areas above grade. B. Insulation having a minimum R-value of nineteen shall be used in all exterior ceilings of heated areas above grade. C. All windows above grade shall be double -glazed. D. All exterior doors or doors leading to heated areas above grade shall be weather-stripped and sliding glass doors shall be double -glazed. 11 All commercial buildings over 5,000 square feet must have complete thermal analysis by registered architect or engineer licensed in the State of Colorado. RESUBMITTALS: A resubmittal must be done when making changes to your plans that change the structure, such as moving beams or changing beam size or header size, enlarging windows or doors, changing floor joist type size or direction. Two sets of plans are required. Minor changes, such as moving a same size door or window a few feet on the same wall or moving a non -bearing wall usually do not require a resubmittal. The Building Official will help determine if you need to resubmit plans. Lf square footage is added or if the structure is relocated on the property, three additional plot plans are also required with the resubmittal. To avoid these additional costs and possible delay of your project, it is best to have your structural issues and building placement resolved before submitting for a building permit. ADMINISTRATIVE APPROVALS: Prior to Building Department review, the permit application and the plans and specifications are required to be reviewed and approved by local governmental departments responsible for zoning, water and sanitation, fire protection, access roads and other improvements on public property. The Building Department reviews plans and specifications for conformance with adopted model codes and standards. The length of time required for plan review depends on the level of construction activity in the Town of Estes Park at the time of submittal. Upon completion or review the governmental department must sign and date the routing slip and each set of the submitted plans. Local Governmental Departments responsible for review: Community Development Department - Planning Department or other individuals responsible will review the plans for zoning compliance within the applicable land use zone (use, building height and setbacks to property lines, etc.). The Planning Depai tiuent should be consulted for zoning requirements and restrictions prior to design work. Engineering Department - Engineering Departments will review the plans for compliance with requirements for access driveways (less than 12% slope for erosion control), culverts, easements and site drainage facilities. Water Department - Water Department will review the plans and verity the location and size of the proposed water service lines. Light and Power Department - The electric utility will review plans to verify the availability and location of electric service lines in your area, and to verify requirements for the installation of electric service to your property. They will also verify and approve an acceptable location for electric meters. SECTION 306 — ELECTRICAL CONNECTIONS 306.1 General. Electrical connections to equipment regulated by this code shall be in accordance with the Electrical Code. 306.2 Means of Disconnect. An approved, independent means of disconnect for the electrical supply to each piece of equipment shall be provided in sight of the equipment served when the: supply voltage exceeds 50 volts. 306.3 Service Receptacle. A 1.20-volt service receptacle shall be located within 25 feet (7620 mm), of, and on the same level as, the equipment for maintenance. The service receptacle shall not be connected on the }oad side of the required means of disconnect. 306.4 illumination. Permanent switch controlled lighting shall he installed for maintenance of equipment required by this code to be accessible or readily accessible. Such lighting shall provide sufficient illuminationto safely approach the equipment and per- form the tasks for which access is provided. Control of the lighting shall be provided at the access entrance. EXCEP1IONS: 1 When fixed lighting of the building will provide the required illumination, separate illumination is 1101 required. 2. Equipment located on the roof or exterior wail ,of a building need not he provided, with permanent lighting. SECTION 307 — ACCESS AND SERVICE SPACE 307.1. General. Equipment requiring routine inspection or maintenance shall he provided with sufficient access to allow. inspection, maintenance and replacement without removing per- manent construction or other equipment or disabling the function of required fire-resistant constniction, 307.2. Equipment in Rooms. Rooms containing equipment requiring access shall be provided with a door and an unobstructed passageway measuring not less than 36 inches (914 mm) wide and 80 inches (2032 mm) high. EXCEPTION: Residential -type appliances installed in a compart- ment, alcove, basement or similar space may be accessed by an open- ing or door and an unobstructed passageway measuring not less Ihan 24 inches (610 mm) wide and large enough to permit removal of the largest appliance in the space, provided that a service space of not less than 30 inches (762 nun) deep and the height of the appliance, but not less, than 30 inches (762 mm) is present at the front or service side of the appliance with the door open, 307.3 Equipment in Attics. Attics containing equipment requiring access shall be provided with the following: 1. An access opening large enough to remove, the largest piece of equipment, but not less than 30 inches by 22 inches (762 mrn by 559 mat); 2. An unobstructed passageway which: 2.1 Is large enough to remove the largest piece of equipment but not less than 30 inches (762 rum) high and 30 inches (762 .mm) wide, 2.2 Is no more than 20 feet (6096 trim) in length when measured along the center line of the passageway from the access opening to the equipment, and 2.3 Has continuous solid flooring not less that 24 inches (610 mi.) wide throughout its length; and 3. A level service space at least 30 inches (762 nn) deep and 30 inches (762 mm) wide located at the front or service side of the equipnient. EXCEPTION: The passageway and level service space may be omitted if the equipment can be serviced and removed through the access opening, 307.4 Equipment under Floors. Underfloor spaces containing equipment requiring access shall he provided with the following: An access opening large enough to remove the largest piece of equipment, but not less than 30 inches by 22 inches (762 min by 559 mm); 2. An unobstructed passageway which: 2.1 Is large enough to remove the largest piece of equipment but not less than 30 inches (762 nun) high and 30 inches (762 rnm) wide, and 2,2 is no Imre than 20 feet (6096 rnm) in length when measured along the center line of the passageway from the access opening to the equipment; 3. EXCEPTION: The passageway may be omitted if the level service space is present with the access open and the equipment can he serviced and removed through the access opening. 307.5 Equipment on Roofs or Elevated Structures. Roofs or elevated structures containing equipment requiring access shall be provided with the .following: I. An approved means of permanent access, the extent of which shall be from grade or floor level to the equipment and its level service space. Such access shall not require climbing over obstructions greater than 30 inches (762 .mm) high or walking on roofs having a slope greater than 4 units vertical in 12 units hori- zontal (33% slope), EXCEPTIONS: 1. Equipment may be accessed hy a portable lad- der on the single -story portion of a Group R Occupancy or a Group U, Division 1 garage or carport. 2. Equipment may be accessed by portable ladder on the single : - story portion of an existing building that does not exceed 16 feet (4880 mni) in height. 2, A level service platform at least. 30 inches (762 mm) deep and 30 inches (762 mm) wide located at the front or service side of the equipment.
