Colorado Regulation No. 8 – Part B Section III.P, clearing an asbestos abatement project “applies to areas of public access where the amount of asbestos-containing material (ACM) that will be abated exceeds the trigger levels.” 2.0 SITE DESCRIPTION AND PROJECT DETAILS The asbestos visual clearance was conducted on January 15, 2020 at the above referenced location. The building is a commercial property. AEC was responsible for consulting with the abatement representative, to ensure the abatement areas (bathroom) and materials (under trigger level sheet vinyl) removed were understood so that inspection could be properly performed. 3.0 FINAL VISUAL PROCEDURES Upon completion of asbestos removal activities, a final visual inspection of the work area is required by the applicable regulations. A certified air monitoring specialist (AMS) must visually inspect each work area to determine whether all dust and debris has been removed. If the inspector notes any such dust or debris, or any other potential asbestos containing materials (ACM) still on site, the abatement contractor is required to re-clean the work area until such time that the inspecting AMS does not observe any such materials in the work area. It was determined that the abatement contractor had properly cleaned the work area completely prior to the inspection/clearance. 4.0 FINAL VISUAL CLEARANCE Zachary Stubbs conducted the onsite visual inspection of the materials. Zachary Stubbs is a certified Colorado Department of Public Health and Environment (CDPHE) and Asbestos Hazard Emergency Response Act (AHERA) certified Air Monitoring Specialist (AMS) (Certification Number 25336). AEC is a CDPHE certified Asbestos Consulting Firm (Certification Number 20874). It was determined that the abatement contractor had properly cleaned the work area completely and the inspecting AMS required no further cleaning prior to the inspection. 5.0 COLORADO REG. NO. 8 – III.S.1 – RESILIENT FLOOR TILE & SHEET VINYL FLOORING Based on CDPHE Regulation Number 8, Part B – Emission Standards for Asbestos, Section III.S.1 and Appendix B, there are six (6) procedures that must be followed by contractors conducting asbestos abatement. These procedures are:  Never sand any resilient floor or it’s backing to remove them from the floor;  Use a vacuum equipped with a HEPA filter, disposable dust bag, and metal floor attachment (no brush):  All sheet removal must be done using detergent solution;  All tile removal must be done by wetting (misting the tile prior to removal with a garden sprayer, except when heat is being used for removal;  All felt scraping must be done wet;  Do not dry sweep;  Material removed must be placed in heavy-duty polyethylene bags at least 6-mil thick or in a closed leak-tight container, properly labeled and disposed of in an authorized landfill. It is recommended to have a third-party clearance conducted after removal of all non-regulated projects. All requirements of Clearing Abatement Projects are optional, except that if air monitoring is performed, and the area has public access, the maximum allowable asbestos level shall not be exceeded. 6.0 CONCLUSIONS AEC provided asbestos abatement visual inspection/clearance services at the above-referenced location. A visual inspection was conducted where ACM was removed. All surrounding areas were free of dust and debris; therefore, the area was properly cleaned. 7.0 LIMITATIONS This report describes the data collected and observations made by AEC during the final visual inspection/clearance sampling at the above referenced location. AEC represents that its services were performed within the limits prescribed by applicable regulations, within scope of work as approved by the EPA and the State of Colorado and in a manner consistent with the level of care and skill ordinarily exercised by other professional consultants under similar circumstances. AEC accepts no responsibility for data collected, the recommendations made or expressed to the client, and/or other commitments made by persons or firms other than AEC. No other representation is made to the client, expressed or implied, and no warranty or guarantee is included or intended.
