On April 20,2011,National Inspection Services®completed a limited asbestos survey which included the collection of three samples of fibrous insulatkfri material applied to the interior of a concrete masonry unit perimeter basement wall.The wall is situated along the northwest perimeter of the basement and 4nsists of approximately 176 square feet.Samples were submitted to Reservoirs Environmental,Inc.analytical laboratory in Denver,Colorado who is acàedited by the National Voluntary Laboratory Accreditation Program (NVLAP). •‘ The State of Colorado,Department of Public Health and Environment (CDPHE) considers a regulated asbestos-containing material as having at least 1%asbestos Asbestos Survey -950 Black Canyon Drive.Estes Park,Colorado 80517 Apr-26-11 08:30A National Inspection 970 482 3388 P.02 content Regulated asbestos-containing materials consist of the following (a)friable asbestos-containing material,(b)Category I non friable ACM that h become friable,(cJ Category I non friable ACM that will be or has been subjected tu sanding. grinding,cutting,or abrading or (d)Category II non friable ACM that has a high probability of becoming or has become crumbled,pulverized,or reduced to powder by the forces expected to act on the material in the course of denolition or renovation operations.Friable materials containing trace (less than 1%) concentrations of asbestos content must be further analyzed by point-couflt analysis to provide a quantitative result. The percent of asbestos contained in drywall and its associated materia1 including mud and tape,may be determined based on a representative composit sampling program.Drywall finishing mud and joint compound frequently has beep found to contain a significant amount of asbestos (i.e.greater than 1%),while the libstrate it is applied over may or may not contain any asbestos.A demolition/novation project may impact the mud alone,such as could be the case duringa sanding operation or the demolition/renovation project may impact the composit material (the mud and the substrate drywall it is applied over),such as would be e case in the demolition of the drywall.In the first case,if the mud contains greatfr than 1% asbestos,the project must be handled as an asbestos abatement project,subject to all the applicable requirements of the Air Pollution Control Division.in the second case,the project is considered to be an asbestos abatement project if thepercent of asbestos in the combined mud/drywaLl composite material is greater thait 1%.1f,on the other hand,the mud contains 1%or less of asbestos,the mateLial is not considered to be an asbestos-containing material for purposes of the Air i*gulations and is not subject to the asbestos abatement requirements.Similaly,if the composite analysis indicates an asbestos content of 1%or less,even thou the mud itself may be greater than 1%,the material is not considered to be an asbestos containing material and does not fall under the asbestos abatement requitments of the Air regulations.In both of these cases,the removed materials may b disposed of as construction and demolition debris.Adequate documentation must’be kept to demonstrate the determination regarding the concentration of asbesiDs in the materials being disposed. Based on the results of this asbestos survey,no concentration of asbestos containing material was identified in the fibrous insulation material. I?itl’’!‘:L1;::!/:. Removal or management of regulated asbestos-containing materials i required only if the material can be damaged or disturbed during remodeling,denLition,or burning activities.If the amount of asbestos-containing material to be disturbed exceeds the following trigger levels,then an asbestos permit will be required and an Asbestos Survey -950 Block Canyon Drive,Estes Park Colorado 80517 Apv-26-11 08:30A National Inspection 970 482 3388 P.03 abatement contractor must remove the material. •With regard to single-family residential dwellings,the trigger lekels are 50 linear feet on pipes,32 square feet on other surfaces,or the volume equivalent of a 55-gallon drum. •With regard to all areas other than single-family residential dwllings,the trigger levels are 260 linear feet on pipes,160 square feet on othdr surfaces, or the volume equivalent of a 55-gallon drum. A certified removal contractor (General Abatement Contractor)mut remove asbestos-containing materials that are regulated or may become regukted before they are disturbed by renovation or demolition activities.A written notitication to CDPHE,payment of a notification fee,and ten (10)working day waiting period is required before the removal (abatement)of regulated asbestos icontaining materials. According to the CDPHE,certain types of non-friable asbestos-containin materials (tar-impregnated roofing,floor tiles,etc.)may not be required to be removed prior to demolition.However,according to the CDPHE Hazardous Materials nd Waste Management Division’s Asbestos-Contaminated Soil Guidance Documen4 asbestos- containing materials are prohibited to impact soils.Any asbestos-containing materials left in-place during demolition activities must be removed with rio residual debris. CDPHE requires a demolition permit for all demolition activities (including burning),even if a building does not contain asbestos.CDPHE also frequires a demolition permit for remodeling activities that involve the destruction r removal of a load-supporting structural member.CDPHE requires ten (10)business days to process the form and grant permission to begin demolition activities.A dupy of the CDPHE Demolition Permit Application is included in the enclosures secton of this letter report J?Fr’’T(3:\ Based on the results of this survey,further materials testing or abatement activities for asbestos-containing materials is not recommended at this time.The CDPHE Demolition Permit Application is included in the enclosures section of this report and can be prepared for the anticipated demolition of the basement wall.
