Based on the information that you provided with your letter dated May 6, these two lots were combined for tax purposes in August 1991. This action does not prevent the two lots from being considered as two separate legal lots of record if that was their status before August 1991. This means that these lots may be sold separately and the lot that is now vacant may be used for construction of one new single family residence.
