Codes relating to the Town of Estes Park Business License requirement for Building Contractors.

Section 5.20.020: There is imposed a business license fee for engaging in any business,
profession or occupation within the Town, whose primary business is the physical construction of
structures and their appurtenances, including but not limited to:

(1) the owner or general contractor shall provide the Town with an affidavit listing all
contractors who provided labor for construction, repair, and/or remodeling, and (2) all
contractors listed on this Affidavit shall obtain a Business License.

ASSUNPTIONS
Design Information
Frost line 30 inches below grade; wind speed 90 MPH; 40 lb.
live load on roofs; 60 lb. live load on balconies; 40 lb. live
load for residential floor systems.
Approved Numbers or Addresses
Be provided for all new buildings in such a position as to be
plainly visible and legible from the street or road fronting
the property. Section 502 UBC.
General

1. Submit fully dimensioned plot plan including utilities
and property line setbacks.
2. Give name of firm/person responsible for plans.
Foundations
3. Provide footing with a minimum depth below finish natural
grade of 30 inches. Table No. 18-1-D UBC.
4. Specify garage foundations to meet requirements as for a
one-story building.
Bolt foundation plates and sills to the foundation with
bolts spaced not more 4'0" apart. Embed bolts at least
7" in concrete or reinforced masonry (use 1/2" x 10" sill
bolts - Estes Park is in a 90 MPH wind speed area).
Appendix: 2365.5.3 UBC,
6. Plates, sills and sleepers which rest on concrete or
masonry shall be treated wood or No. 2 foundation redwood
or better. Section 2317.4 UBC.
7. The minimum thickness of concrete floor slabs supported
directly on the ground shall not be less than 3 1/2
inches. Section 1924 UC.
Damp proof foundation walls enclosing a basernent below
finished grade. Section 1402.4 UBC.

9. Provide wood species and grade for all lumber, plywood,
particle board, glued -laminated timber, and provide
manufactured joist -truss information. Section 2305 UBC.
10. Provide a structural section which shows typical framing
conditions for this project. Scale 3/8" = 1'0" for
clarity.
11. Roof rafters over -spanned. (Live load 40 lbs per sq. ft.
in Estes Park).
12. Specify roof covering materials and application in areas
subject to wind -driven snow or ice build up. Chapter 15
UBC.
13. Provide rafter ties where ceiling joists and rafters are
not parallel. Section 2326.12.6 UBC.
14. Show double top plates at top of stud walls. Section
2326.11.2 UBC.
Provide 22" x 30" (or 30" x 30" for mechanical equipment)
minimum access to attic. Section 1506.1 UBC; Section 305
UMC.
16. Specify ceiling joist spans to comply with Table No. 23-
I-V-J-3 UBC.
17. Provide size of header for openings over 4'0" wide. A
header table may be, used for this purpose.
18. Specify floor joist spans to conform with Table No. 23-1-
V-J-1 UBC.
19. Provide double joist under parallel bearing partitions.

20. Provide 18" x 24" (or 30" x 30" for mechanical equipment)
under floor access opening. Section 2317.3 UBC; Section
320.1 UMC.

Provide under -floor clearance as specified in Section
2317.3 UBC.
Provide under -floor ventilation equal to one, square foot
for each 150 square feet of under -floor area. Operable
louvers may be, used. Section 2317.7 UBC.
LIFE SAFETY
23. Stairways: Maximum rise 8 inches and a 9 inch minimum
run. Minimum headroom 6 feet 8 inches. Width 36 inches.
Section 1006 UBC.
24. The top of handrails shall be placed not less than 34
inches, or more than 38 inches above the nosing. Ends
shall be returned or shall telminate in newel post or
safety terminals. Section 1006.9 UBC.
25.easements in dwellings and every sleeping room below the
fourth story shall have at least one operable window or
door approved for emergency escape or rescue. Section
310.4 UBC.
26. Smoke detectors shall receive their primary power frorn
the building wiring and shall be equipped with battery
backup in new construction. Section 310.9 UBC.
27. A smoke detector shall be installed in each sleeping
room, corridor, or area living access. A detector shall
be installed on each story and in the basement. Section
310.9 UBC.
MECHANICAL
Where mechanical ventilating system in bathrooms is used,
provide five air changes per hour directly to the
outside. The point of discharge of exhaust air shall be
at least 3 feet from any openings into the building.
Section 1203.3 UBC.
29. Provide every dwelling with approved heating facilities.
Section 310.11 UBC.
30. Show water heater location. Section 509.0 UPC.
Show how water heater and furnace will be. provided with
outside combustion air. Chapter 7 UMC.
(2) Provide complete details, make model and listing of
fireplaces.
GARAGE
33. Do not show openings from garages directly into a room
used for sleeping. Section 312.4 UBC.
34. On the garage side, install materials approved for one
hour fire resistive construction. Specify self -closing,
tight -fitting solid wood door 1 3/8 inches in thickness,
or a self -closing, tight -fitting door having a fire
protection rating of not less than 20 minutes. Section
302-4 Exception #3 UBC.
