RE: Full Throttle Development Plan Approval
Dear Mr. Greenberg:
The Town of Estes Park Community Development Department has approved the Development
Plan for Full Throttle Distillery located at 231 Moraine Avenue on April 29, 2024, subject to the
following conditions:
1.The engineer/surveyor certificate on the Development Plan shall be updated to reflect
Estes Park Development Code rather than Estes Valley;
2.Applicant shall submit full-sized plans signed by the owner and engineer/surveyor prior
to issuance of building permits;
3.Sewer district comments (attached) shall be addressed with the development;
4.Construction plans for all development shall be approved prior to the issuance of
building permit;
5.Applicant shall obtain a CDOT State Highway Access Permit which must be issued prior
to beginning any work in the Moraine Ave Right-of-Way (ROW);
6.Applicant shall obtain a Town ROW permit for working in Moraine Ave based on the
CDOT Access Permit and coordinate with Public Works for constructing the drainage
chase in the Town’s ROW; and
7.Applicant shall obtain all required permits, including building permit, CDOT access
permit, Town ROW permit, and sign permit for new signage.
The scope of work depicted on the Development Plan includes:
•New underground utilities
•New sidewalk and retaining wall on west side of property (note: retaining wall subject
to building permit due to height)
•Replacing sidewalk and curb along Moraine Avenue
•Remodel west room to become kitchen and install exterior walk-in cooler/freezer
•Construct new open metal building canopy
•Construct new west bar below canopy
•Install faux grain silo (note: separate sign permit required)
•Planters and associated decorative features at east edge of site
•Installation of gas fireplace at NE corner of Site

The full extent of improvements previously shown on the southern property, 241 Moraine
Avenue, are not included in the scope of this Development Plan, are not approved at this time,
and will require submittal and approval of a separate Development Plan (new utilities shown on
this Development Plan are approved).
Please note this Development Plan approval will automatically lapse and become null and void
if the applicant fails to apply for a building permit and commence construction or operation
within three (3) years from the date approval (Estes Park Development Code § 3.8.E).

SUMMARY
The following documents were submitted in support of this revised Development Plan review:
Development Plan (Sheets 1 - 3) by Van Horn Engineering and Surveying (4/22/24)
Development Plan (Sheets 4 - 6) by Sky Pond Architectural and Engineering (4/24/24)
Response to 2nd Round Review Comments dated 3/15/24 by Van Horn Engineering (2/22/24)
Project History:
A previous Development Plan was approved by Public Works on 12/27/23 when the plan included both 231 and
241 Moraine. The current Development Plan submittal shows improvements at 231 Moraine with additional plans
for 241 to be reviewed in future.
Public Works finds that the Development Plan for 231 Moraine Ave is acceptable. Previous Public Works
Comments (3/15/24 and 3/22/24) for development of 231 Moraine remain applicable.
ANALYSIS
Documents for pedestrian easements along Moraine Ave have now been signed and recorded.
New planter boxes and a fireplace have been added to the Development Plan. The proposed grain silo is
located in the north box such that it meets setback standards.
Proposed removal of the guardrail and curb on the SW corner of the Town’s lot was not approved and is no
longer shown on the Plan.
Sidewalk and ADA Ramp previously shown on the Town’s lot has been removed from the Plan.
Coordinate with Public Works for constructing the drainage chase in the Town’s ROW, and obtain a ROW
permit for this work.
Construction plans for all development shall be approved prior to the issuance of first building permit
(Appendix D. IX. A). Once the Development Plan is signed, building permits may be approved.
A CDOT State Highway Access Permit is needed and must be issued prior to beginning any work in the
Moraine Ave ROW. Coordination with the Downtown Estes Loop construction project is required in 2024.

To Whom It May Concern,
EPSD has reviewed the development plan and have the following comments.
1) New kitchen must be plumbed to exis�ng grease interceptor.
2) New west bar must connect to sanitary sewer not grease waste line.
3) Need to schedule a walkthrough to get a fixture count for exis�ng mixing room.
4) Es�mate of system development fees can be given a�er fixture count has been done.
