General Background &Description of Project
Since 1936,the Estes Park Bank has operated an outside chime clock which has furnished the
public with the time and played the Westminster Chimes every quarter hour from 7 a.m.-9 p.m.daily.
In 1995,due to mechanical problems,it was retrofitted with electronic time and chimes.This upgrade
has provided us with the ability to play various tunes in addition to the quarter hour ringing of the
chimes between those hours.
We are now seeking permission to play music over the carillon at various times of the day.We
propose to play popular standards and show tunes (list attached)after the hour strikes four times a
day:8 a.m.,12 noon,5 p.m.and 9 p.m.We intend to change the music as appropriate to emphasize
various activities and seasons of the year:e.g.,Celtic tunes during Scottish Festival,Christmas and
holiday favorites between Thanksgiving and New Years.It is our intent to play the music and chimes
on a minimum volume setting.
Suitabililty of the proposed location for this proposal (Section 17.36.030.F.1.)
This proposal is a continuation and expansion of an historic heritage.
Building &site design (Section 17.36.030.F.2.)
There is no visual intrusion into adjacent premises and the vast majority of nearby businesses
and homes support the proposal (see list provided with application for Special Review).There is no
impact on the natural environment as there are no physical design adaptations required on the site.
Social,economic or community needs (Section 17.36.030.F.3.)
It is our feeling that this project will add much to the ambience at the east end of Elkhorn much
as the Water Tower chimes add to the character of the west end of Elkhorn.The addition of music to
the area will erthance the experience for visitors and residents alike.
Consistency with district objectives (Section 17.36.030.F.4.)
The project is consistent with district objectives.
Historic Suitability (Section 17.36.030.F.5)
Because this is an extension of an existing historic heritage,it will add to the character of the
town without requiring physical and visual development of the site.It will enhance the experience of
those visitors using the expanded park areas along the creek adjacent to the municipal parking lot
(currently under redevelopment).

The Applicant should provide information about the distance theaudiblemusicisexpectedtotravelsothatnearbyLanduseswhich
may be affected can be identified.Residential areas may viewmusicasanunwelcomeintrusion.
The Applicant should also provide information about the duration ofplayoftheindividualpieces.It is Staff’s opinion that there is
a direct relationship between the frequency and duration of playanddeparturefromtheestablishedcharacterofthevicinity,which
may at some point become unacceptable.
Staff is concerned about the following:
•Precedence —approval of this request could lead to aproliferationofsimilarrequests.
•Potential for proliferation of outside noise generation.
•Competing noise.
•Potentialproperties adverse impacts on nearby residential
STAFF RECOMMENDAT ION
A motion for approval or denial should specifically address theapplicablecriteriafoundunderSection17.36.030.Staffrecommendsthatamotionforapprovalshouldsetlimitsonthevolume,frequency and duration of play.

Since about 1936 The Estes Park Bank has had and operated an outside
