PUBLIC NOTICE IS HEREBY GIVEN that there was filed with the
County Clerk and Recorder of Larimer County, in the State of
Colorado, on Wednesday , the 30th day of June, 1982, a
REVISED SERVICE PLAN FOR THE PARK HOSPITAL DISTRICT.
A Public Hearing concerning said Revised Service Plan will
be held in the Hearing Room of the Board of County

others, were had and taken.
The Chairman announced that the public hearing on the
adequacy of the Revised Service Plan of The Park Hospital
District was held and conducted according to such rules of
procedure as had been established by the Board of County
Commissioners. A representative of the County Planning
Commission presented the County Planning Commission's
recommendations concerning the Revised Service Plan of The Park
Hospital District to the Board of County Commissioners at said
hearing. The recommendations of the County Planning Commission
were reviewed by the Board of County Commissioners.
Commissioner then moved that said Revised
Service Plan be unconditionally approved.
Commissioner seconded the motion. The
question being upon the unconditional approval of the Revised
Service Plan, the roll was called with the following result:

The presiding officer thereupon declared that a majority of
the commissioners having voted in favor thereof, the said
motion carried.
Thereupon Commissioner introduced the
following resolution, which was read in full and is as follows:
RESOLUTION OF APPROVAL
A RESOLUTION OF APPROVAL CONCERNING THE REVISED SERVICE
PLAN OF THE PARK HOSPITAL DISTRICT, IN THE COUNTY OF
LARIMER AND STATE OF COLORADO; APPROVING WITHOUT CONDITION
OR FURTHER MODIFICATION THE REVISED SERVICE PLAN FOR'SAID
DISTRICT AS SUBMITTED BY THE BOARD OF DIRECTORS OF THE
DISTRICT
WHEREAS, the County of Larimer (herein the "County"), in
the State of Colorado is a county incorporated and operating
under the laws of the State; and
WHEREAS, a Revised Service Plan for Tha Park Hospital
District, (herein the "service plan"), was filed with the
County Clerk and Recorder of the County of Larimer, State of
Colorado, on the day of , 1982, by the Board of
Directors of the District, along with a petition which
requested a public hearing on the revised service plan and a
resolution of approval for the revised service plan; and
WHEREAS, notice of the date, time and location of the
public hearing on the adequacy of the revised service plan was
published in The Estes Park Trail Gazette, a newspaper of
general circulation in the County of Larimer, once each week
for a period of three successive weeks by three publications,
i.e., on the day of , 1982, the day
of , 1982, and the day of , 1982, the
first publication being at least twenty days prior to the date
set for the hearing; and
WHEREAS, written notice of the date, time and location of
such hearing was given to the persons named on the petition and
to the governing body of all existing municipalities or special
districts which levied an ad valorem tax within the next
preceding tax year, and which had boundaries within a radius of
three miles of the proposed district; and
WHEREAS, one copy of the revised service plan submitted by
the Board of Directors, along with the written notice, was
delivered to the County Planning Commission of the County of
Larimer with the request that said County Planning Commission
study such revised service plan; and
WHEREAS, said public hearing was duly held and conducted in
accordance with Part 2, Article 1, Title 32, Colorado Revised
Statutes, 1973, as amended, and a representative of the County
Planning Commission presented that Commission's recommendations
to the Board of County Commissioners at said hearing; and
WHEREAS, pursuant to the provisions of Part 2, Article 1,
Title 32, Colorado Revised Statutes 1973, the Board of County
Commissioners constitutes the approving authority and is
required to review any revised service plan filed by the Board
of Directors of any special district; and
WHEREAS, the Board of County Commissioners of the County of
Larimer has reviewed the revised service plan, has reviewed the
recommendations of the Planning Commission, and has considered
all testimony and evidence presented at the hearing which was
considered by the Board of County Commissioners to be relevant;
and
WHEREAS, the Board of Ccunty Commissioners of the County of
Larimer has determined, and hereby determines:
1. That the revised service plan submitted by the Board
of Directors of The Park Hospital District fully complies with
the provisions and requirements of Part 2, Article 1, Title 32,
Colorado Revised Statutes 1973, as amended, and contains the
information required to be included therein.
2. That there is sufficient existing and projected need
for organized service in the area to be serviced by The Park
Hospital District.
3. That there are no existing nursing care facilities and
service in the area to be served by the district.
4. That adequate nursing care facilities or service are
not and will not be available within the boundaries of The Park
Hospital District through either municipal annexation or by
other existing municipal or quasi -municipal corporations within
either a reasonable time or on a comparable basis.
5. That The Park Hospital District is capable of
providing economic and sufficient nursing care facilities and
service to the area within its boundaries.
6. That the area included within the boundaries of The
Park Hospital District does have and will continue to have the
financial ability to discharge the proposed indebtedness on a
reasonable basis.
7. That the proposed facilities and service standards of
The Park Hospital District are compatible with the facilities
and service standards of adjacent municipalities and special
districts.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF LARIMER COUNTY, COLORADO:
Section 1. That the revised service plan submitted by the
Board of Directors of The Park Hospital District, in the County
of Larimer and State of Colorado, be, and the same hereby is,
approved without condition or further modification.
Section 2. That the officers of the County be, and they
hereby are, authorized and directed to take all action
necessary or appropriate to effectuate the provisions of this
resolution.
Section 3. That if any section, paragraph, clause or
provision of this resolution shall for any reason be held to be
invalid or unenforceable, the invalidity or unenforceability of
such section, paragraph, clause or provision shall not affect
any of the remaining provisions of this resolution.
Section 4. That this resolution, upon its adoption, shall
be made a part of the permanent records of the Board of County
Commissioners of Larimer County, Colorado.

SERVICE PLAN
TO THE BOARD OF COUNTY COMMISSIONERS OF THE
COUNTY OF LARIMER AND STATE OF COLORADO:
The Board of Directors of The Park Hospital District, in
the County of Larimer and State of Colorado, pursuant to the
provisions of the "Special District Control Act," Part 3,
Article 1, Title 32, Colorado Revised Statutes, 1973,
respectfully petition the Board of County Commissioners of the
County°of Larimer and State of Colorado, for a public hearing
on the Revised Service Plan for The Park Hospital District and
a resolution approving the Revised Service Plan for the said
District. In support of this petition, the Petitioners allege
and respectively show the Board of County Commissioners as
follows:
1. That The Park Hospital District was duly established
in accordance with the provisions of Article 14, Chapter 89,
Colorado Revised Statutes, 1963, by an Order of the District
Court in and for the County of Larimer, State of Colorado in
Civil Action No. 18118, in the matter of the Petition to form
The Park Hospital District, on December 2, 1968.
2. That the present Service Plan of the District was
approved by the Board of County Commissioners by a Resolution
of Approval adopted and approved on May 16, 1968, and a
modification of the Service Plan was approved by said Board of
County Commissioners on July 29, 1971.
3. That the required processing fee in the amount of One
Hundred Dollars ($100.00) is herewith submitted to the Board of
County Commissioners of the County of Larimer, being the
maximum amount as provided by law.
4. That the following existing municipalities and special
districts who have levied an ad valorem tax within the next
preceding tax year and which have boundaries within a radius of
three (3) miles of the proposed Park Hospital District, are as
follows:

5. That the Revised Service Plan is necessary because it
has been determined by the Board of Directors:
A. That to provide for the nursing care needs of the
residents of the district, the construction of a 60-bed skilled
nursing home and 16 retirement cottages is necessary and
financially feasible to meet the need as determined by the
District.
B. That the need for project proposed in the Revised
Service Plan is confirmed by the granting of a Certificate of
Public Necessity for the construction of the nursing home by
the Colorado Health Facilities Review Council and voter
approval of a two million dollar bond issue for the project.
WHEREFORE, the undersigned Petitioners pray that the Board
of County Commissioners of the County of Larimer, State of
Colorado will adopt a resolution setting a date for a public
hearing upon the attached Revised Service Plan as provided by
law, and that upon conclusion of such hearing, respectfully
requests the adoption of a resolution approving the Revised
Service Plan for The Park Hospital District.

A. SERVICES TO BE FURNISHED.
1. AREA TO BE SERVED. (not revised)
The area to be served is described as follows:
All of Township 4 North, Range 72 West of the 6th
P.M.; all of Township 4 North, Range 73 West of
the 6th P.M.; That part of Township 4 North,
Range 74 West of the 6th P.M. which is a part of
Larimer County; all of Township 5 North, Range 72
West of the 6th P.M.; all of Township 5 North,
Range 73 West of the 6th P.M.; all of Township 5
North, Range 74 West of the 6th P.M.; That part
of Township 5 North, Range 75 West of the 6th
P.M. which is a part of Larimer County; all of
Township 6 North, Range 72 West of the 6th P.M.;
Sections 13, 14, 15, 16, 17, 18, 19, 20, 21, 22,
23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34,

2. FACILITIES. (revised)
A sixteen (16) bed general hospital, 16
retirement cottages and a skilled nursing facility consisting
of sixty (60) beds for skilled nursing care. The health care
facilities are to be constructed and operated according to the
standards for hospitals and nursing homes established by the
State of Colorado. The residential facilities are to be
operated in conformance with applicable laws. The number of
acute care beds and skilled nursing care beds to vary according
to the demand for such beds. It is anticipated that nursing
care beds will increase in the future to meet the demand.
3. PATIENT SERVICES. (revised)
The hospital will furnish inpatient and
outpatient service as a community short term general hospital
and a skilled nursing care facility. The foregoing services
to be rendered to the residents of the district and to visitors
within the district.
4. PROFESSIONAL SERVICES. (revised)
a. Professional Staffing.
Resident licensed practicing physicians and
surgeons within the district will serve on the staff of the
hospital and serve on twenty-four (24) hour emergency call.
Non-resident licensed physicians and surgeons specializing in
the fields of surgery, obstetrics and pathology will also serve
on the staff.
Licensed nursing personnel will furnish
twenty-four (24) hour nursing care to all patients. Additional
licensed personnel will be on call for surgical, medical or
obstetric emergencies and laboratory and x-ray services.
b. Inpatient.
Inpatient hospital and nursing care services
will be furnished as required by Colorado licensure and JCAH
standards, as applicable.
c. Outpatient.
Twenty-four (24) hour outpatient service
care will be available with nurse screening of patients in need
of medical care and definitive physician care when the need
arises. This service will be programmed to meet the demand for
such service particularly in the months from May to September
when the hospital will serve the medical needs of a large
population of visitors within the district. Emergency room,
x-ray and laboratory services will be available.
d. Radiology.
Diagnostic x-ray and fluoroscopy will be
available. X-ray therapy and radioactive isotope services will
not be available, for such services are outside the scope of
service to be rendered by the district.
e. Laboratory.
Services for hematology, bacteriology,
biochemistry urinalysis, parisitology and a blood bank will be
available for outpatient and inpatient services. Histology,
anatomic pathology, cystology, virology and unusual chemistry
services will be available through the Hospital, but performed
by various reference labs elsewhere.
f. Medicine and Surgery.
Medical care facilities for critically ill
patients such as cardiac monitoring equipment will be available
in not less than two (2) of the acute care beds.
Surgical facilities for emergency surgery
will be available and for elective surgery when practical,
considering availability of surgical specialists, availability
of hospital beds, and the scope of care required for the
surgical patient.
g. Obstetrics.
Provisions for labor, delivery and
postpartum care of mothers, and care for normal infants will be
available. Only emergency care for premature infants will be
available.
B. ESTIMATE OF POPULATION AND ASSESSED VALUATION.
1. Population. (revised)
The estimated permanent population of the
district is 6,790 persons. The estimated population during the
months from June to September is approximately 49,000 persons.
The foregoing population figures were taken from the 1980
census of homes and a census of motel beds conducted by the
Estes Park Chamber of Commerce. A sizeable number of persons
occupy camp sites but figures for the same are not presently
available.
2. Assessed Valuation. (revised)
The estimated assessed valuation of the district
is $56,622,021.00 as determined by the Larimer County
Assessor. Included within the district is a portion of Rocky
Mountain National Park which will produce no taxable valuation,
but the district is planning to obtain funds by a contract for
services or other financial assistance from the United States
of America.
C. FINANCIAL AND ARCHITECTURAL SURVEY.
1. Financial. (revised)

The services to be furnished by the district
are to be financed a combination of any two (2) or more of the
following fund sources: Donations from individuals and
foundations, grants from other governmental agencies, service
contracts with other governmental agencies, general obligation
or income bonds of the district, income from service charges to
patients, income from mill levy assessed upon the taxable real
and personal property located within the district and
investment trust income from retirement cottages.

D. NURSING HOME AND RETIREMENT COTTAGE NEEDS OF SERVICE
AREA. (new)
1. Determination of Need.
Estes Park is said to have two "industries,"
tourists and retirees. Tourism flourishes from May through
September with an increasing patronage during the winter ski
season. Retirees are largely year-round residents and settle
in the area because of the scenery, climate and the community.
The Central -Northeast Colorado Health Systems
Agency estimates that 14,494, or 9.7% of Larimer County's 1980
population of 149,184 are 65 years old or older. Early in
1980, Mountain Park Villa conducted a survey in which 1,243
Estes Park area people age 65 and over were registered. 'At
that time, it was estimated that over 200 had been missed in
the registration. The 1,243 are 18.3% of the area's 1980
census population of 6,790. The 1970 median age for the Estes
Park census division was 38.7 years compared to 26.2 years for
the State of Colorado.
The 1,243 Estes Park area people age 65 and over
registered by Mountain Park Villa in 1980 are 18% of the 1980
area census of 6,790. This figure is almost double the CNCHSA
1979 estimate of 9.7% age 65 and over in Larimer County, and
indicates the degree of concentration of retirees in Estes Park.
In estimating bed need, the national average of
5.0% of people over age 65 has been used rather than the 5.9%
in Larimer County in 1979. These projections show a need for
73 beds in the area by the time the nursing home is opened in
1983. Note that this estimate is based only on people aged 65
and over. Seventeen percent of Larimer County's 1979 nursing
home population is under age 65.
The Colorado Division of Planning, Department of
Local Affairs, reports per capita annual income in Estes Park
increased from $4,278 in 1969 to $8,132 in 1977, compared to
$2,856 and $5,574, respectively, for Larimer County and $3,106
and $6,118 for the state of Colorado. This above -average
income ties in with the expressed ability to pay and
willingness to pay current Larimer County nursing home rates,
as determined in a survey conducted by the Elizabeth Guild.
The Elizabeth. Guild has been active as the
Hospital Auxiliary to the Elizabeth Knutsson Memorial Hospital
even before the hospital was built and opened in 1975. The 144
members are almost entirely retired people 55 years old and
older, 70% women and 30% men.
In March of 1981, the Save Our Medical
Systems (SOMS) Committee requested Guild cooperation in
determining the names and locations of Estes Park people
currently in nursing homes, and in listing the names of present
residents who might be interested in nursing home or retirement
apartment accommodations within the next two years.
Twenty-nine Estes Park people were in nursing homes in the
"Valley."
Of the 104 interviews completed and recapped, 21
either planned future care outside Estes Park or had no
immediate plan for other accommodations, but stated a desire to
remain in the community. Of the 83 remaining interviews, 40
felt that their needs would be best met through a nursing home,
28 felt that a rented apartment was their choice, and 15
indicated an interest in a purchased apartment. These are the
people known to the survey team at the time of the
interviewing. It is anticipated that there are others in the
service area in need of nursing home services who were not
contacted at this time.
Of those interested in a nursing home, 11 stated
that their financing depended upon the sale of property here.
There was clear indication that rates for this type of service
were pretty well known, and that the clients are prepared to
meet the expenses realistically. A copy of the Pre -Development
Certificate of Public Necessity is attached as Appendix A.
2. FUTURE NEEDS AND EXPANSION.
The 1980 census puts the population of Larimer
County at 149,184, up 66% from the 1970 figure of 89,900. The
Colorado Department of Health projects Larimer County's
population in 1990 to be 214,700, up 44% from 1980, or
two-thirds the 1970-80 rate of increase. According to the 1980
census, the Estes Park area's population is 6,790, up 91% from
the 1970 figure of 3,554. Assuming the local population
increase will be in the same proportion as that for Larimer
County, that is, at two-thirds the 1970-80 rate, Estes Park
area's population will increase by 60% to almost 11,000 in 1990.
While future needs can only be estimated, the
population trend is indicative of the attractiveness of the
Estes Park area and if the need for additional nursing care
facilities in the future which would warrant expansion of
planned capacity of 60 beds. The district will continue to
monitor the needs of its service area in order to be able to
provide additional capacity as the need warrants.
E. EFFECT ON EXISTING SERVICE PLAN. (new)
To the extent they have not been revised, modified or
replaced by the provisions of this Revised Service Plan, the
district's original service plan as modified shall remain in
full force and effect.

ties Review Council on December 3, 1981 with the following findings:
A. The closest inpatient facilities providing services of the type proposed
are in Loveland over 30 miles away at an average travel time of 45 min-
utes. It is neither efficient nor appropriate to transport patients
that distance for long-term care.
B. The capital and operating costs associated with the proposal are appro-
priate and efficient and will not have an adverse impact on patient charges.
C. This proposal contains several alternatives to institutional long-term
care which include retirement apartments, meals on wheels, well -oldster
clinic, and outpatient physical therapy services.
D. Sharing arrangements have been considered and will be implemented with
the new construction to the maximum extent possible.
E. Patients will experience serious problems in terms of availability and
accessibility in obtaining long-term care of the type proposed in the
absence of this project.
F. The relationship of the addition of skilled nursing beds to the plans
of other agencies of the state responsible for providing and financing
long-term care, including home health care have been considered.
G. A significant overcapacity for long-term care beds within the state
planning and management region will not exist at the time of completion
of the proposed service.
H. The project is compatible with applicable standards, plans and criteria
adopted by the HSA, SHPDA and the HFRC.
I. The proposed capital expenditure is economically feasible and will not
cause an unreasonable increase to the patient charge structure.

I have reviewed the site plan for the above referenced special
review and have the following comments:
1. The existing hospital has about 42 parking spaces.
The nursing home construction will reduce this to
about 26 spaces. I question whether this will be
adequate unless joint use of the nursing home spaces
(31 for 60 beds) is anticipated. Standards for hos-
pitals indicate that 17 spaces would be adequate.
However, the seasonal usage of the hospital may re-
quire different standards.
2. I have attached a map which depicts the neighbor-
hood and which shows a proposed new street connecting
Stanley Circle Drive and Prospect Avenue. Since this
street is a proposed access for the nursing home, you
may wish to consider requiring the nursing home/hos-
pital to participate in the cost of this street.
3. No loading areas or service and refuse areas are
shown on the site plan.
4. I would like to suggest that the entire facility's
signage requirements be reviewed with the building
inspector and details shown on the site plan.

5. The dates of proposed completion for the various
structures and improvements are not shown.
6. The Owner's Agreement is not on the site plan.
7. No landscaping plans are indicated on the site
plan.
8. It should be emphasized that this special review
is for the nursing home only. The future duplexes
and 30-unit apartment building shown are for drain-
age and general information only. If and when the
zoning is changed to allow these uses on this pro-
perty, a site development plan will have to be sub-
mitted in accordance with Chapter 16.44 of the
Municipal Code.
9. An excellent drainage study has been submitted for
the entire project. It proposes stormwater deten-
tion in the nursing home parking lot and in an area
northeast of the helipad. I believe the pond north-
east of the helipad should be constructed at the
same time as the nursing home and that construction
details of both the pond and the parking lot deten-
tion be submitted with the building plans for the
nursing home. I would also request that the pond
outlet be sized to release the historic rate for
the 10-year storm as well as the 100-year.

2. Since the existing zoning does not permit the pro-

I do not view the above comments as major roadblocks in any

I understand that you designed the retention pond which is

500-year-flood waters.
The Board of Directors, myself, the apartment dwellers and
owners of the apartments at 408 Prospect and 401 Elm are
all quite concerned that the retention pond's outlet is
aimed directly at the 408 apartment building that the waters
from the outlet could flood 401 Elm and the home below it,
as well.
I would appreciate hearing you from you as soon as possible as
to how you propose to divert potential runoff waters away
from these buildings.

I have reviewed the problem described in your letter of
April 25, 1985 and have several comments.
1. Aerial photos from 1979 and earlier indicate that
this seepage problem has existed for many years (see
enclosure).
2. Although the requirement for not increasing the
runoff from your site was the Town's (and also state law),
the location of the detention pond on your site was
entirely your decision and was, if memory serves me,
predicated upon future development plans for the northeast
corner of your property.
3. If a culvert were to be required across your
drive, it would normally be the hospital's responsibility
to fund and install.
However, the future is not entirely bleak. The Town has
budgeted $125,000 in 1985 for a drainage master plan,
design drawings, and first phase construction of a storm
sewer to serve this area. It is too early to tell how soon
a storm sewer would be constructed up as far as the
hospital, but it will be part of the master plan.

the detention pond on an almost continuous basis in winter.
As you can imagine, as the temperature drops, this water turns
to slick ice. I am concerned for everyone who uses that
road, as it can be treacherous coming around the corner.
Since it was the Town's requirement that a detention pond be
devised, I really consider this problem to be a Town concern.
I would strongly recommend your staff review the problem and
request that consideration be given to placing a culvert
from the pond across the Clinic entrance street, allowing
water to drain onto the adjacent field.
