Dear Estes Park Planning Commission,
Upon review of the Development Plan for the above mentioned property by the board of
directors of the Estes Park Sanitation District,the directors have the following comments:
1.If the Larimer County Health Department is going to require a commercial
kitchen to be installed at the property,then the District will require a grease
trap to be installed.
2.User fees will change from residential in nature to comercial.

Bed and Breakfast at 663 Chapin Lane
Overview:It is proposed that the existing residence located at 663 Chapin
Lane be also used as a bed &Breakfast.Two of the existing
bedrooms will be used as guest facilities.No addition to the
residence is anticipated.Also,it will not be necessary to
change the exterior usage of the property as parking alreadyexistsfortwoguestvehicles.The following information is in
support of this project and specifically in answer to questions
posed within the Special Review portion of the Municipal Code:
1.Suitability of the proposed location for this proposal
taking into consideration the following;
Nearby land uses and whether they would be supported
by or damaged by having the proposed use nearby.
a.The site is approximately .67 acres or 29,200 sq.ft.
The site is surrounded by street frontage on two sides.
The closest existing residences are 150 feet to the
west,225 feet to the east,and 90 feet to the north.
The existing house contains approximately 2,700 sq.ft.
of floor area.Two of the five bedrooms would be usedforguests.
Neighbors within 100 ft.of the property have been
contacted and all but one have signed a statement of
approval.One party was not available.
b.Environmental characteristics of the site and related
areas.No improvements are needed on the site.Thereisexistingparkingavailablefortwoguestvehicles.
A privacy fence could be erected to shelter parking
from the street,if deemed necessary.Existing trees
and landscaping are undisturbed by these parking
spaces.

2.The building and site design,and how well they:
a.Avoid visual,noise,or other intrusion into adjacent
premises or departure from the established character of
the vicinity.All adjacent residences face away from
the entrance to 663 Chapin Lane;therefore,the visual
or traffic impact would not vary much from what
already exists for a family of five.
b.Avoid unnecessary damage to the natural environment
through design adaptations.No design adaptations are
planned.
3.The social,economic,or community needs which are served bytheproposal.
Since there are only two existing bed and breakfastoperationsofthistypeinthisimmediateEstesParkvicinity,this facility would serve an unmet community
need.
4.Consistency with district objectives as stated in this title:
This proposal is consistent with the E Estate Districtobjectiveofreservinglowdensitydevelopmentof
single—family homes plus a very limited set of
accessory or ancillary activities.This bed andbreakfastwillofferonlytwoexistingbedrooms to a
maximum of five persons.
5.Suitability of the specific proposed development relative toareascontaininghistoricresourcestominimizedamagetothose
resources for future use.
