STATEMENT OF INTENT
BARLOW PLAZA DEVELOPMENT PLAN REVIEW
September 26, 1989
The Barlow Plaza, owned by Mr. Richard A. Barlow, 2100 McGraw Ranch Road,
Estes Park, is a single phase redevelopment project for what is known as
the Becker and Brodie Properties on East Elkhorn Avenue (332 to 348 East
Elkhorn Avenue). These vacant properties will be redeveloped with
additional square footage for retail, restaurant, and specialty shop space.
The Barlow Plaza property is situated in a prominent location directly west
of the main entrance to Elkhorn Avenue and downtown Estes Park. The
redevelopment of the property provides an excellent opportunity to extend
EPURA's riverscape development project and more strongly integrate the
eastern fringes of the downtown area into the fully redeveloped main
downtown core. Barlow Plaza is planned to architecturally integrate a
variety of turn -of -the -century exterior facades into a contiguous plaza -
oriented shopping and restaurant experience for both the tourist, and local
communities.
Situated directly south of the main municipal parking lot and just north of
the Big Thompson River, the property has been conceived as an open plaza
design. Planters and sidewalk paving materials will lead visitors off of
the main sidewalk into the plaza area. In the plaza, restaurants with
outside seating will encourage the patron to proceed to the riverwalk area.
The preliminary concept envisions a small amphitheater surrounding a
shallow pool and performing area to further generate interest along the
riverside and draw people throughout the planned development.
Flexibility. of design will be maintained throughout the project. However,
at this point, retail areas are envisioned along East Elkhorn Avenue with
the inclusion of an ATM facility and snack bar kiosk. Exterior planters,
benches, and light fixtures will match those already used by EPURA and will
be utilized to draw visitors back to the two main restaurants which will
anchor the development and open the riverwalk to diners. The utility,
garbage disposal, and delivery requirements will be handled by an interior
court area, which will access all spaces. A loading zone is envisioned
along East Elkhorn Avenue which could be substituted in the wintertime for
three additional parking spaces.
In conclusion, the Barlow Plaza project is a vigorous attempt to redevelop
and expand an existing vacant property along East Elkhorn. To date the
planning process has included accommodations for extension of the riverwalk
along the Big Thompson River and expansion of landscape beautification
facilities along Elkhorn Avenue. Paving materials, benches, light fixtures,
and planters will be designed within the project to compliment work already
accomplished by EPURA, in an effort to make the development an integral and
vibrant part of the Estes Park Urban Renewal District.

Portions of the existing buildings will be removed and 7,143
sq. ft. will be remodeled. New construction will total
7,725 sq. ft. Redevelopment and new construction totals
14,868 sq. ft. of floor area.
A pedestrian plaza will be developed between the two
buildings. Riverfront improvements will be coordinated with
EPURA.

III. PROJECT REVIEW

Development Plan
1. Access. The sidewalk that parallels Elkhorn Avenue
makes a jog to the interior of the site. it would be
preferable to locate the sidewalk along the north side
of the snack bar building.
2. Fire. The Fire Department has commented that a fire
hydrant should be located on the northern portion of
this site. Additionally, if a fire lane is not
provided, the buildings should be provided with a
sprinkler system.
3. Utilities. The 8" water main along East Elkhorn needs
to be shown. A 10' separation between sanitary sewer
and water service lines is required. The Water
Department will review the number of fixture units and
required service line sizes.
4. Drainage. Runoff from the building roof tops and
surface areas will be extensive. During final design,
it is suggested that the developer minimize the amount
of runoff crossing pedestrian areas.
5. Other. This property, east of the Becker building, is
within the 100 year floodplain. EPURA is proposing to
re -work the channel of the Big Thompson River in this
area, which would potentially remove this property from
the 100 year floodplain. Assurance should be provided
from EPURA's engineer, that the channel re -work will,
in fact, remove this property from the floodplain.
EPURA should also provide assurance that the channel
modification work will also be performed.
Special Review
1. Suitability of the location for this proposal,
considering nearby land uses, adequacy of roads and
utilities, and environmental characteristics of the
site.

The Barlow Plaza development will have a positive
impact for East Elkhorn. Redevelopment of the
existing buildings and riverfront improvements
will generate additional re -investment.
As part of this development, an outdoor
eating/seating area is proposed. This use is
permitted through Special Review. In order to
ensure adequate pedestrian circulation, the
outdoor seating will need to be placed so as not
to encroach into the 10' river setback. This
seating area should be defined on the development
plan.
The applicant's statement of intent also indicates
development of a performing area. In the C-D
District, all uses except outdoor eating/seating
and municipal uses, must be wholly contained
within a building. Performances or entertainment
would need to occur under the auspices of a public
agency, such as EPURA now manages Riverside Plaza.
2. Building and Site Design.
Building design and site layout provides a
positive feature for East Elkhorn.
3. Economic and Community Needs.
The redevelopment of this site supports goals of
the town's Comprehensive Plan and Downtown
Redevelopment Plan.

RE: Letter of Map Revision - Big Thompson River
Wright Water Engineers has contacted the Federal Emergency
Management Agency regarding the Conditional Letter of Map Revision
and the Letter of Map Revision for the Big Thompson River adjacent
to the Phase I Riverwalk.
FEMA recommends that since construction is about to begin, EPURA
wait until construction is completed before we apply for the map
revision and go directly for the LOMR, thus saving the expense of
a conditional letter.
We have awarded a contract to Wright Water Engineers to perform the
work necessary for the LOMR and will proceed to obtain it as soon
as the physical work in the river has been completed.

Dear Mr. Stamey:
Bob Joseph called me concerning the proposed renovation of the property and buildings
located at 334 and 348 East Elkhorn Avenue. He asked me to discuss the present situation
and how the work currently being done by Wright Water Engineers would affect the project.
This letter addresses the current physical situation with regards to these buildings, the
current stormwater management regulations pertaining to these buildings, and the future
changes in water surface elevations based on the work being done by Wright Water
Engineers (WWE).
Present Buildings and Floodplain
The present buildings are located at 334 and 348 East Elkhorn Avenue. Based on
information received from Bob Joseph, these two buildings have no basements and are
scheduled for major renovation. The present finished floor elevations of these buildings
are as follows: the north half of the building at 334 East Elkhorn Avenue is at 7516.00 and
the south half is at 7515.19; the north half of the building at 348 East Elkhorn Avenue is
at 7514.00 and the south half is at 7514.13.
The current Flood Insurance Study (FIS) by the Federal Emergency Management Agency
(FEMA) shows that these two buildings are located within the 100-year floodplain of the
Big Thompson River. The building at 348 East Elkhorn Avenue is located at River Station
780, while the building at 334 East Elkhorn Avenue is located at River Station 940. The
100-year water surface elevations from the FEMA FIS report are 7513.8 at Station 740
and 7515.4 at Station 940.
Current Regulations
Chapter 17.28 of the Municipal Code contain the Floodplain Regulations for Estes Park.
Section 17.28.110B. states that "the lowest floor of any structure shall be no lower than the

regulatory flood protection elevation." The regulatory flood protection elevation is defined
as one foot above the 100-year water surface elevation.
Therefore, to comply with current regulations, the finished floor elevation of the building
located at 348 East Elkhorn Avenue should be no lower than 7514.8. The finished floor
elevation of the building located at 334 East Elkhorn Avenue should be no lower than
7516.4.
Based on the existing finished floor elevations given to me by Bob Joseph, both buildings
would not be in compliance with the current regulations.
Work By WWE
The current work being done by Wright Water Engineers will affect the two buildings at
334 and 348 East Elkhorn Avenue. One effect of this work, when constructed, will be to
lower the 100-year water surface elevations in this reach of the Big Thompson River.
The proposed WWE 100-year water surface elevations are 7512.6 at Station 780 and 7513.8
at Station 940. Both of these elevations are below the top of bank elevations at these
locations. Therefore, after construction of the proposed improvements is completed, both
of the buildings would be located outside of the floodplain.
However, these lower water surface elevations are only "elevations on paper" until such time
as a Letter of Map Revision (LOMR) has been approved by FEMA. One other option is
to obtain a Conditional Letter of Map Revision (CLOMR) from FEMA. The CLOMR can
be obtained upon presentation of construction plans, HEC-2 computer runs, and a report
which accompanies the application for a CLOMR.
Summary
The buildings located at 334 and 348 East Elkhorn Drive are located within the FEMA
designated floodplain. The finished floor elevations of the buildings are below the
elevations called for under the current regulations of the City of Estes Park.
Work presently being done by WWE would remove these buildings from the floodplain.
However, until such time as a CLOMR and LOMR are obtained, these buildings would not
be in compliance with current regulations.

To Whom It May Concern,
After review of the site plan, it is the recommendation
of the Estes Park Volunteer Fire Department that if
unobstructed access can not be accommodated for emergency
vehicles, that both buildings be sprinkled.
We also recommend that a fire hydrant be installed in
the area of the loading zone. We do not suggest moving the
existing plug from across the street, but rather the in-
stallation of a new plug.

RE: River Corridor Construction
The Estes Park Urban Renewal Authority anticipates the start of
construction in the Big Thompson River channel in Early December.
The Corps of Engineers 404 Permit has been through the thirty day
comment period, so we expect it to be issued soon.
The first phase of the program involves the lowering of the river
bottom for a distance of 900 feet from the East Riverside bridge
to increase the 100 year flood capacity. The effect of this action
is detailed in a letter from Dr. Ronald Rossmiller of Wright Water
Engineers to Mr. John Liou of FEMA, a copy of which we have
provided you. The Barlow property is within this 900 foot section.
Wright Water Engineers will utilize the hydraulic models developed
in this project to submit a conditional letter of map revision to
FEMA. EPURA will pay for this, as well as obtain the letter of map
revision upon completion of the project.

We have reviewed the Barlow Plaza Special Review/Final Plat, and we
have the following comments.
1. The Estes Park Comprehensive Plan identifies State Highway 34 along
this property as a Minor Arterial with a 100-foot recommended right
of way width. Since the existing highway right of way is 60 feet, 30
feet south of the centerline, an additional 20 feet would need to be
provided to achieve half of the proposed 100-foot width along this prop-
erty. We note that this would conflict with the existing and proposed
buildings.
2. Our review of the Site Plan and Final Plat finds that this development
will not have vehicular access to State Highway 34. A design showing
closure of the two existing driveways and details of the "Loading Zone"
area will need to be provided for our approval. We ask that a note
be added to the Final Plat restricting vehicular access to State High-
way 34 for all three proposed lots.
Modification of the highway frontage along this property will require
authorization from this office. Following approval of the design plans,
written permission to do the necessary construction work can be obtained.
An Access Permit may be required for the "Loading Zone" depending on
its relationship to the southern highway right of way line.
3. The Site Plan shows some proposed trees adjacent to the highway
right of way east and west of the loading area. We have no objection
to trees and/or other improvements along State Highway 34 provided that
they do not impair the sight distance of drivers using the loading area,
and are maintained by the private property owner.
