Dear Planning Commission:
The Estes Valley Public Library is being proposed for construction
upon a site immediately east of the Municipal building. It will
be attached to this building on a wall common with the Public
Works Department.
We have attached a copy of the preliminary floor plan; and will
be developing elevation views in the next few weeks to supplement
this information. At this point, the plans depict a first level
area of about 11,400 square feet and second level of about 2,500
square feet. The footprint of the library will occupy an area
of about 112 feet, north -south, by 120 feet, east -west. The
main entry will be located on the east building line.
The southerly wall of the library will be about 45 feet from
the walk on Elkhorn Avenue and steps back on the west and east
sides to line up with the Municipal building. As a point of
reference, the southerly wall of the Muncipal building sets
about 70 feet from the walk along Elkhorn Avenue.
This project will impact existing employee parking that is
located immediately east of the public works department. With
some new striping and the elimination of an existing landscape
island, 13 parking spaces will be lost. This number could be
significantly reduced by a complete new striping layout north of
the new library. However, the Town staff has recommended that
a parking layout that includes all the area from Estes Park Bank
to the Municipal building needs to be accomplished. The Town's
undertaking of this design would insure the most efficient space

utilization rather than a piece -meal approach. For this reason,
we have not shown a pedestrian connection to the open space area
adjacent to Black Canyon Creek, which the Library Board feels
would be a true asset to the library youth program. Perhaps
this can be evaluated within the context of the overall parking
design.

forward to your review and suggestions.

The Estes Valley Public Library is proposing to develop a
11,198 sq. ft. library building east of and attached to the
Municipal Building. The library building will project
approximately 28' to the south of the Municipal Building.
This will require re -design of the landscaped area and new
landscaping. A portion of the building will be 30' in height.
III. PROJECT REVIEW
SPECIAL REVIEW
1. Suitability of the proposed location for this proposal,
considering the following:
a. Nearby land uses, and whether they would be
supported by or damaged by having the proposed use
nearby:

The proposed library is a complimentary activity for
the downtown area and community. The library will
provide an anchor for the downtown.
b. Uses of the site and nearby areas which would be
displaced by or pre-empted by this use:
The library building will displace approximately 18
parking spaces. Through a re -design of the two
parking areas behind and east of the Municipal
Building, some of this parking can be recovered.
A portion of the landscaped area east of the
Municipal Building will be removed. The Library
Board has agreed to reimburse EPURA for the re-
design of this area and to construct/install new
landscape improvements.
c. Adequacy of roads, water, sewerage, and drainage
facilities serving the location:
Roads, water and sewer are adequate to serve the
library. The proposed location of the water and
sanitary sewer lines need to be shown. Prior to
issuance of a building permit, a drainage report
needs to be submitted which addresses site drainage,
and drainage from the two buildings.
A utility enclosure is located near the proposed
library entrance. This enclosure will be relocated
to the north side of the library building.
d. Environmental characteristics of the site and
related areas, and the consequences of the
development as proposed for public safety and the
natural environment:
The area is in a developed state.
2. Suitability of the specific proposed development.
The development is compatible with the neighborhood and
site. It will not have an adverse impact on the
neighborhood or public facilities.
3. Building and Site Design:
a. Avoid visual, noise, or other intrusion into
adjacent premises or departure from the established
character of the vicinity.

Staff has met with the project architect and has
discussed the following areas:
o Roof materials - is a wood shingle roof
appropriate for this building?
o Entry orientation - is a south, southeast
orientation needed for Elkhorn Avenue?
o Landscaping - the Library District will be
responsible for design fees and landscaping
costs associated with the re -work of the
Elkhorn Avenue frontage.
o Openness - should larger windows be used on the
east side?
4. The social, economic, or community needs which are served
by the proposal.
The library proposal has been supported by a public
election.
5. Consistency with district objectives.
The library development is consistent with the C-D
Downtown Commercial objectives of providing commercial
services for families and visitors; providing a mixture
of land uses within a compact pedestrian environment;
building a clear identity for the Central Business
District; developing consistently with the comprehensive
plan and the urban renewal plan.
DEVELOPMENT PLAN
1. Parking. At this point, the existing parking layout will
remain. The proposed building will displace parking to
the east of the Municipal Building.
2. Surfacing. Parking areas and drives are surfaced with
asphalt.
3. Access. Vehicular access is from Elkhorn Avenue and
MacGregor Avenue. The CDOH has commented that they
should be contacted prior to any utility work occurring
in the right-of-way.
4. Fire. Comments from the EPVFD have not been received.

5. Utilities. Proposed utilities and sewer service need to
be shown. Mountain Bell has commented that an
underground phone line in the area of the east entry will
need to be relocated. An alternate location for the
telephone booths might be examined.
6. Drainage. A detailed drainage plan needs to be submitted
prior to issuance of a building permit.
7. Landscaping. The Elkhorn Avenue frontage will be re -
landscaped.
8. Other. The signature block for the owner's should
specify the Town of Estes Park and the Estes Valley
Library District.
IV. COMMENTS OF REFERRAL AGENCIES
See attached correspondence.
V. STAFF RECOMMENDATION
The Planning Commission and Board of Trustees are required to
make a determination that the library's benefits to the town
will outweigh any adverse effects for the town and vicinity.
Approval should include the following:
1. Proposed water and sanitary sewer service lines be shown
on the development plan.
2. A detailed drainage plan be submitted to the town prior
to issuance of a building permit.
3. Signature block for owners specify the Town of Estes Park
and the Estes Valley Library District.
4. Phone lines be relocated, per Mountain Bell.
5. As applicable in other correspondence.

RE: Flood Plain - Estes Park Library Building
Dear Mr. Linane:
The development plan for the new library building included a
condition for approval that required the submittal of a drainage
report. Our previous discussions concluded that the content of
the report should focus upon the selection of a finish floor
elevation relative to the flood plain as mapped by FEMA.
The elevations shown upon the development plan are based upon
those utilized for the flood plain mapping. Flood plain map
panel 2 of 3 indicates the Black Canyon Creek 100 year flood
exists the defined channel way and crosses parking area north
and east of the municipal building. The depth of flow is about
2 feet above the channel bottom. An examination was made of
the channel at the approximate location where the map shows the
100 year flood tops the banks. The channel is at least 2 feet
deep in this area. Because the 100 year and 500 year floods
coincide in elevation in this area, we must assume: 1) the
accuracy of the mapping is in a range of 6" to 12" in elevation,
and 2) the 100 year flood depth across the parking area must
be very shallow.
We completed an extensive topographic survey of the parking
area north of the proposed library and found a ridge about
6 inches to 8 inches high located 90 feet from the new building.
Undoubtedly, this detailed elevation information was not available
to those preparing the floodplain map. This ridge would serve
to further reduce the flood plain impact upon the library building.
The analysis and information mentioned above have led us to
conclude that the utilization of the floodplain map in determining
an appropriate finish floor elevation is a very conservative
approach with an adequate factor of safety.

In conclusion, we determined the 100 year flood level at the
north wall of the proposed library by scaling the horizontal
location of the limit shown on the flood plain map. With
this horizontal location, we then field -determined the eleva-
tion at this point to be 7518.3. The Town Municipal Code
requires a building floor elevation to be at least 12 inches
above the flood plain, or above 7519.3.

SUBJECT: Proposed Library Sign
We have been requested to advise the Library Board of the
following:
1. It will be necessary for the Board of Trustees to adopt
a special purpose ordinance to allow for placement of a
freestanding sign for the library.
The Urban Renewal Authority has the responsibility for
approving the re -design of the library front yard,
including signage.
3. The sign should become an integral part of the front yard
landscaping.
4. The freestanding sign needs to have an 8' setback from
the Elkhorn Avenue property line.
5. It is administrative opinion that the proposed 6' x 14'
sign is too large and not in scale with the location or
building.
6. It is administrative opinion that the sign should have
a maximum height of 4' and a maximum length of 4' to 6'.
7. Instead of internal illumination, it would be preferable
to illuminate the sign with indirect illumination, (e.g.
ground mounted shielded light source).

Staff has reviewed the proposed Library Building site plan and
associated information for compliance with the Estes Park Downtown
Redevelopment Program (Plan).
Background
The proposed library site was acquired by the Authority and
incorporated into the Transit Center. Subsequently, this property
was deeded to the Town of Estes Park for public use. The Town
entered into a long-term lease with the Estes Valley Library
District for its use as the library location. These actions are
allowed under the following Colorado Revised Statutes (CRS):
31-25-106 C.R.S. Disposal of property in urban renewal area. (1)
An Authority may sell, lease or otherwise transfer real property
or any interest therein acquired by it as part of an urban renewal
project for residential, recreational, commercial, industrial, or
other uses or for.public use in accordance with the urban renewal
plan,
(3) An Authority may temporarily operate and maintain real
property acquired in an urban renewal area, pending the disposition
of the property for redevelopment without regard to the provisions
of subsection (1) of this section for such uses and purposes as may
be deemed desirable, even though not in conformity with the urban
renewal plan.
(4) Anything in subsection (1) of this section to the contrary
and, notwithstanding, project real property may be set aside,
dedicated and devoted by the Authority to public use which are in
accordance with the urban renewal plan or set aside, dedicated and
transferred by the Authority to the municipality or to any other
appropriate public body for public uses which are in accordance
with such urban renewal plan . . . .
Comment: A portion of the proposed library building is situated
on property acquired by the Authority. The property was deeded to
the Town of Estes Park who has entered into a long-term (50-year)
lease with the Estes Valley Library District.

All actions involved in acquisition and property disposal are
within the state statutes and within the intent of the Plan as
described below.
31-25-112 G.R.S. Cooperation by public bodies with urban renewal
authorities. (1) Any public body, within its powers, purposes,
and functions and for the purpose of aiding an authority in or in
connection with the planning or undertaking pursuant to this part
1 of any plans, projects, programs, works, operations, or
activities of such authority whose area of operation is situated
in whole or in part within the area in which such public body is
authorized to act, upon such terms as such public body shall
determine, may:
(e) Cause public buildings and public facilities, including
parks, playgrounds, recreational, community, educational, water,
garbage disposal, sewer, sewage, sewerage, or drainage facilities,
or any other public works, improvements facilities, or utilities
which such public body is otherwise empowered to undertake, to be
furnished within the area in which such public body is authorized
to act, . . .
Comment: The Town or Library District may cause a public building
to be built in cooperation with the Authority.
Plan
The area in which the a library project is proposed to be built is
defined in Figure 8 (p. 33) as "Redevelopment Project F" which is
defined on page 9 as follows:
"Joint Development Project F encompasses the area immediately
south of the Municipal Building including the two service stations
and parking lot area to the east of the Municipal Building. Within
this area, facilities which require easy auto access to the
community resident should be developed. These alternative uses
could include the post office, a transit center, and new retail
shops and office development.
Comment: The alternative uses cited as examples include a public
use (post office), a quasi -public function (transit center) as well
as private uses of new retail and office development.
The Plan's inclusion of a public use is significant because the
designation of a post office demonstrates the intent of the Plan
that this area can be used for public purposes. The public uses
referred to in the Plan are for illustrative purposes only and not
to be limited to those so specified. The criteria relates to a
public or quasi -public use with easy auto access for residents.
A public library is comparable with such criteria. However,
Development Area "F" is not suitable for a postal facility, for it

cannot physically support the post office parking requirements.
Public use as a library requires less designated short-term parking
because of a lower parking turnover rate. The library use is in
harmony and complements public uses of the attached Municipal
Building. Under the heading LAND UTILIZATION, (p. 54), "the need
to carefully and efficiently use downtown land" is expressed.
Building of the library adjacent to the Municipal Building
encourages shared parking which allows downtown land to be used
more efficiently and have less of an impact than use as a post
office. The proposed library location, which will be a resident
and visitor destination, fits the other requirement of designated
development - "Within this area, facilities which require easy auto
access to the community resident should be developed".
The proposed library building location also allows redevelopment
of Bond Park back as open space. The Design Recommendation by
District states that the Library Square (p. 113) should have "new
landscaping around the library to provide better integration with
Bond Park. Provide new landscaping at the northern corner of Bond
Park to visually terminate the public open space. Develop a strong
landscape and visual connection between Bond Park and the
confluence area". Moving of the library will allow these goals to
be achieved. Redevelopment of Bond Park will allow the view to
Long's Peak, Continental Divide, and Lumpy Ridge to be enhanced.
The new library site will have these vistas and, in fact, is
designed to focus on Long's Peak.
The library Board had evaluated relocation of the facility to
outside the Estes core area and decided to remain in the downtown
area. The intent of the Plan is to retain and encourage year -
around uses and destinations within the Urban Renewal Area (p. 5).
Relocation of the library to this location supports the Plan's
intent to have downtown activity and reasons for residents and
visitors to come into and stay in the downtown area. Retention of
the library within the central downtown core fulfills the Plan's
intent.
The library presently exists in a small, deteriorating structure,
approximately one-half (1/2) block to the west of the proposed
location. The new library will be physically attached to the
existing municipal complex and be a part of the complex.
The Plan criticizes the general appearance of the downtown (p. 52):
"The general character and condition of downtown Estes Park
is of an area that has passed its prime and is declining".
This new structure, in a highly visible location, will enhance
downtown's image. With a new library, the public sector can match
some of the renovations and improvements of the private sector to
enhance downtown.

The "built" environment of Estes Park has been criticized; however,
this new library building (though it makes its own design
statement), is in design harmony with its purpose and surrounding
buildings.
In the public hearings held to develop the Plan, the participants
desired Plan goals that developed a sense of community identity
through physical design (p. 67). This proposed design helps reach
that Plan goal.
Another Plan purpose is (p. 1, #4) to insure that development and
redevelopment will be sensitive to and protect surrounding areas.
This structure has been placed to minimize impact on the natural
beauty of the Estes Valley, while developing an activity which
augments commercial development or consumer needs within the
downtown (p. 1, #5).
The proposed footprint of the library provides architectural
interest to the North side of East Elkhorn which has been dominated
by the presence of a large municipal parking lot. This building
will reinforce to the visitor that they are in the downtown area.
The Downtown Building Design Guidelines are found on page 103:
Guideline 4: FACADE MATERIALS. Use materials appearing
indigenous to the area; i.e. rough or naturally finished
wood siding, large timbers and area stone.
Comment: This building complies with this guideline.
Guideline 5: FACADE RELATIONSHIP. Relate the primary
architectural elements of adjacent buildings to each
other.
Comment: This building was designed to give the
appearance of a freestanding building. The adjacent
municipal building has no architectural design elements.
Guideline 6: BUILDING SIGNAGE.
Comment: A free-standing sign oriented to the street
will be used.
Guideline 7: ROOFS. Use hip roofs for new construction
with wood, composition or masonry type shingles.
Comment: This building complies with this guideline.
Guideline 8: ENTRIES TO COMMERCIAL COMPLEXES.
Distinguish entries to commercial complexes by
developing entry plazas.

Comment: This building is a public facility; however, the
design should have incorporated an area that could have
been a gathering/socializing entry area. The building
does not respond to this guideline.
Guideline 9: BUILDING COMPLEXES. N/A
Guideline 10: BUILDING HEIGHTS AND LOCATIONS. Keep
building in scale with the natural river valley and
existing development.
Comment: This building complies with this guideline.

Summary and Recommendation
The Plan refers to the development of this space for public
purpose. The library is being constructed on Town property
adjoining and connected to the Municipal Complex. This proposed
use supports the intent and stated purposes of the Estes Park
Downtown Redevelopment Program (Plan).
