II.PROJECT DESCRIPTION
Applicant is proposing to install S trampolines on a portion
of the Fun City site.The proposed use is a commercial
amusement and permitted by special review.
II.REVIEW CRITERIA
A.Suitability of the location for this proposal,considering:
1.Nearby land uses.
The entire site is devoted to commercial recreation
uses.The proposed development,due to its scale,would
not significantly increase activity on this site.

3.Adequacy of roads,water,sewerage and drainage.
Various utilities will not be affected.
Traffic generation for this proposal is not expected to
be significant.Based on traffic generation rates for
amusements and the area occupied by the trampolines,an
average of 15 trips per day could be expected.
Access onto Crag’s Drive should be improved byinstallingbumperblocksonallspaceswhichfrontontothisstreet.
Parking demand is estimated at 5 spaces (1 space/4
persons capacity,plus 1 space for employees,assuming
a capacity of 2 persons/trampoline).The concept of
shared parking is valid.However,the existing parking
(36 spaces)does not meet the minimum recommended
standard for miniature golf courses.Parking standards
for miniature golf suggest there should be 1.5
spaces/hole,plus 1 space per employee.Thus,a 36 hole
course would generate a parking demand of 54 spaces.
Five additional spaces should be provided.The existing
parking lot layout could be evaluated for modification
which could increase the number of spaces.
4.Environmental characteristics of the site and
consequences for development.
The trampolines are proposed to be placed on a raised
wood deck 40”above ground level.This structure is
subject to building setback requirements.The required
setback is 30’from the bank of the Big Thompson River.
The proposal would have to be modified by reducing the
height of the deck or relocating it on the site.
B.Suitability of the development relative to other uses
allowed on the site.
The site is suitable for the proposed development.

V.STAFF RECOMMENDATION
Approval of Special Review 86—5,with the following
conditions:
1.Trampoline deck structure be reduced in height to less than
30”,or building setback regulations complied with.
2.Five additional parking spaces be provided.
3.Bumper blocks be installed for all parking spaces whichfrontonCrag’s Drive.
4.Show parking layout and curb cuts on concept plan.
5.Trampoline structure must be flood proofed in accordance
with flood plain regulations.
6.Delete note #14 from Statement of Intent.
7.As Fun City has maximum allowable signage,any additional
signage would have to be placed so as not to be visible
from the public right-of-way.

Pursuant to your memorandum of May 30,1986,regardingSpecialReview#86-5,I have the following comments:
1.The plan shows Trampoline structures which all have araisedwooddeckof40inches.According to the provisions ofSection17.36.040 (B)(1),there is a 30—foot building setback fromthehighwaterlineoftheBigThompsonRiver.None of theraisedplatformswouldbeallowedwithinsaidriversetback.
2.The reference to “suitable insurance coverage”should
be omitted from the development plan.Insurance coverage is not
a requirement nor a review item under the Town’s zoning code.

I have reviewed the above entitled plan and have the
following comments:
1.Based on Section 17.36.040 2.River Setbacks and
supporting definitions,number 14.“Building”and number
74.“Structure”in Sec.17.08.030,it would seem athirtyfootsetbackshouldberequiredfromthehigh
water mark (top of the existing concrete wall)
2.Statement of Intent:
a.Because the trampoline area will be greater thanthirtyinchesabovesurroundinggrade,at least inpart,a building permit is required.Rather than thethreefootrailingspecified,a forty—two inchrailingwithmaximumsixinchopeningisrequired.
b.Fun City has the maximum signage allowed now,soadditionalsignagemustbeplacedsoasnottobevisiblefromapublicright—of—way.
c.Stairs to the trampoline area must have handrails
and maximum seven inch rise and eleven inch treads.
