VARIANCE REQUEST
ATTENTION: Town of Estes Park Planning Department
We are applying for a variance to allow us to operate the subject property,
775 West Wonderview, Lot 2, James Subdivision, as a bed and breakfast and our
principal residence.
There are currently two bed and breakfasts in this area, the Emerald Manor
and the Cottonwood house. The subject property is more isolated from the
neighborhood, as it's access is from the highway, rather than through the
neighborhood. The paved driveway is easily accessible, with space for
holding before reentering traffic. West Wonderview is a well -traveled
access to the Rocky Mountain National Park.
This five bedroom home will be our residence as well as a bed and breakfast.
There are three bathrooms currently serving the house, and we do not plan to
add to this, as they are adequate for our purposes. The kitchen has been
reviewed by Spencer Greene of the Larimer County Health Department, and we
will be altering it to conform with new regulations, under Mr. Greene's
supervision.
This house and grounds are large, and have been used recently for second
home, with many guests coming up during the summer to ride, using the stable
for their horses, and the large parking area for horse vans and cars. We
feel that this property will be used by our guests to no larger degree than
that which is normal for this size house and grounds. Our guests will not
be bringing up horses, except in rare occasions, but the facilities are there
and approved for use if this should happen.
According to the Estes Park Chamber of Commerce, two and a half million
people visited Rocky Mountain National Park in 1989. We believe that this
number will grow, and visitors will be seeking alternatives to the tradi-
tional hotel, motel, campground facilities. As a bed and breakfast, we will
be able to encourage year round accomodations for visitors who are looking
for a get -away that offers peace, views, and all the comforts of their own
home. As bed and breakfasts continue to be established in Estes Park, we
believe that more front -range visitors will use the get -away concept, and
increase the off-season visitor count.
While we live in Loveland, our home is under contract, and we spend several
days each week in Estes Park. We look forward to living here full time,
and adding our home to the lodging opportunities of Estes Park visitors.

within the existing single family residence. Bed and
Breakfast uses are permitted by Special Review in an E-Estate
District. There are existing parking areas on the site.
III. PROJECT REVIEW
This project has been examined with respect to Special Review
criteria 17.36.030, a. through f. The following are
applicable.

1. Nearby land uses and whether they would be supported
by or damaged by having the proposed use nearby.
The site is over 5 acres in size. The lots on
either side of the property are also large lots.
The property is also screened by its physical
setting.
The existing house contains approximately 2,100 sq.
ft. of floor area.
2. Adequacy of roads, water, sewerage and drainage
facilities serving the site.
Expected traffic generation for this use could range
from 5.6 to 12 trips per day. The site has direct
access from U.S. Highway 34 By-pass.
The Public Works Department has commented that prior
to commencing this use, a fixture unit audit needs
to be performed. A maximum of 90 fixture units are
permitted on a 3/4" tap. If the fixture unit count
is increased above this, a 1" tap will be required,
at the owner's expense.
The property is served with an on -site septic
system. The Larimer County Sanitation District has
not indicated any problems with this.
Drainage is adequate per review agency comments.
b. Social, economic or community needs served by the
proposal:
This type of use would appear to serve an unmet community
need.

V. STAFF RECOMMENDATION
Approval of Special Review 90-2, Bed and Breakfast at 775 West
Wonderview, with the following conditions:
1. Add a general note to the Concept Plan which states: Bed
and Breakfast use for no more than five persons per day.

B&B FACTS
In a recent survey. of readers commissioned by Country Inns
B'ed & Breakfast magazine, a professional tolling organization
asked specific Questions about staying in a bed & breakfast
inn. 0f the random sampling of some of the 60,000 subscribers
to the magazine, more than 54 percent of those who received
the 12-page auestionnaire answered and returned it. According
to Country Inns cod -publisher 3harles Silver and Editor -in -Chief
Gail Rudder K-irif, these are some of the results of their survey:
--- Median income of the respondents, all of
whom patronize bed & breakfast inns, was $104,000 annually
- --- 90 percent attended college
79 percent were married
- -- median age was 43: most were childless married
couples in their 30s or early retirees in their late 50s-early 60s
travelling witilout children: 77 percent were between the ages
of 25 and 54 years. This group has the most discretionary income
to spend on vacation.
- -- Yost patrons of B&Bs are urban dwellers: they
spend at least 44 nights a year at bed and breakfast inns, usually
taking "long weekend" getaways veer -round including winter.
--- 35 percent of those responding were professionals:
37 percent were managerial or proprietors of their own businesses:
24 percent were on a board of directors of a company: 18 percent
owned their own companies.
-.-- many, many B&Bs charge between 880 to $150
a double per right, with a 60-70 rercent occunancv rate: in many
resort towns, especially in lalifornie, Maine, and Virginia,
thet jumps to 95 percent year-round occupancy.
- -- Country Inns estimates there are 20,000 bed Pc
breakfast and coup ry inns in the United States.
- - According to the Wordsworth Book Store in
Harvard Square, Cambridge, Mass., there are currently 125
B&B guidebooks to American bed and breakfasts and country inns
alone: this doesn't count those guidebooks for France, Great
Britain, and Italy.
--- Bed and Breakfast lodging and country inns am
believed to be the fastest-arowinar segment of th4 tourism industry,
which in turn is one of the fastest growing areas of our GNP.

a 20 percent growth per year in the past 10 yea.rs, according
to the American Bed & Breakfast Association, headquartered in

A 1987 study by the Meredith Organization
found that 37 million people stayed in Bed & Breakfast inns
that year, at an average rate of $56 a night -- which means
that the B&B industry is a $2 billion annual industry growing
at a 20 percent —a —year rate.
-- The states of Michigan and Illinois currently
have legislation pending which stipulates that Bed & Breakfast
inns should be considered a viable source of economic
development and therefore eligible for state aid.
--- In Colorado, the Colorado Springs Chamber
of Commerce and the Pikes Peak Community College are teamed
with a B&B owner to offer a course called "Starting Your Own
Bed & Area'rfast Inn."

I support a zoning change for the 5 acre tract
at 775 Wonderview from E-Estate to one which
allows a 'Bed and Breakfast' business.
Paved access from Wonderview exists. The roof
is barely visible from the road. Noise, parking,
and traffic would not impact the neighborhood.
The house is on a knoll, surrounded by boulders,
with a spectacular view and lends itself well
to enjoyment by visitors.
Bed and breakfast facilities attract a quality
clientele, add balance to the types of accom-
modations offered, and should be encouraged
wherever feasible.
This particular property has been unoccupied
and unkempt for a number of years. I hope it
will soon become an asset to the community.

Dear Trustees:
We are writing to show our support for the use of the
property at 775 Wondervue by Patricia and Dean Wariner for
a Bed and Breakfast facility.
The property is accessed from a public highway and
comprises approximately five acres of treed and rocky
terrain surrounding the home, making it quite private.
We feel this type of use would not be a nuisance to the
neighborhood.
Patricia and Dean Wariner, who propose to own and run this
facility, are very sensitive to the maintenance of the
natural environment. This is evidenced by many of the
Associated Press articles Tad (Patricia) has written
concerning environmental issues.
In the nine years I (Paula) have been friends of the
Wariners, I have witnessed the creation of their present
home, the tasteful natural landscaping surrounding it and
their increasing enthusiasm for developing a bed and
breakfast facility.
We have viewed the proposed property and the house and it
couldn't be more appropriately suited for such a facility.
It is very private (non interfering with the neighbors),
has adequate parking already in place and is located far
enough off the highway to not even be seen by passing
traffic unless they make a conscious effort to view the
home.
We therefor support their request and urge your favorable
consideration.

Neither Mrs. Meyer nor I have any objection to the granting
of such variance. There are already two such operations in our
general area and they pose no problems and seem to be a very reason-
able use of property in this neighborhood.

Dear Board Members:
We were delighted to learn that Tad and Jean ,dariner hope to open a bed and
breakfast operation on ,donderview Drive, and we strongly support there in
their effort to ?rovide a quality experience for Estes rark's visitors.
Our town is fortunate to have a nice variety of such operations; addinf,
another high quality inn can only benefit the entire community. And because
of its proximity to the business district, this 13&3 would be conveniently
located within walking distance. Some years ago many accommodations were
available in or very close to the center of town. Most of these have disappeare
now, probably a cause for the decrease in pedestrian traffic downtown in the
summer evenings.
The beauty of the location suggested is that it will not have a negative
impact on the neighborhood because of its seclusion from other houses
and from the highway. This kind of operation attracts guests with considerable
disposable income which --we all hope --then trckles down to various businesses
in the area.
When we travel we always hope to find a B&B at the end of our journey for
we enjoy the charm of such surroundings and the gracious personal service
inherent in these establishments. Tad and Dean are bright creative people
who would add another pleasing dimension to Estes Park's lodgings.
We urge your consideration of the zoning change neeessary to facilitate
this new bed and breakfast.

Dear Sirs and Madam;
My wife and I understand that our friends Tad and Dean Wariner are interested
in purchasing a piece of property off Wonderview Avenue for the purposes of turn-
ing it into a Bed and Breakfast.
We recommend that they be granted the permit and we have every confidence
that it will be an attractive asset to the community. They, the Wariners, have
been most generous with their time in the community in the past, and we are sure
that they would never do anything that would be detrimental to Estes Park.
Our own experiences show that Bed and Breakfast Inns in Europe and this
country have always provided a warm homelike atmosphere, and they never require
acres of paved parking. It is delightful to find accommodations neither furn-
ished or arranged like most motel/hotel rooms.
Certainly the ones already established in Estes Park have more than proved
their value to the community. There is little to indicate that there is a busi-
ness at all, perhaps only a most discrete small sign, certainly nothing objection-
able in a residential area. There is a growing trend in this country toward more
personalized friendly service that is not furnished by other types of accommodations.
In short we heartily recommend that you grant the permit to the Wariners.

Dear Town Board,
I feel very strongly that Estes Park could benefit from a
Thriving Bed and Breakfast contingent, as it answers a
travel need that nothing else can.
Many travelers prefer Bed and Breakfast wherever they go -
because of the personal touch it brings to their home -away -
from -home. The accomodations, meals, and introduction to
the area are more authentic representations of the locale -and
many of today's travelers prefer them that way. Because of
the relatively small numbers of guests they can accomodate, B &B's
are in no way athreat to this area- or any area's hotels and
motels.
The presence of Bed and Breakfast establishments in a destination
area indicate a desire to appeal to the .ddiscerning traveler,
(as opposed to the simple tourist) who wants to plunge immediately
into the essential character of the place. Thats' what B & B's
do best- and thats' why Estes Park should welcome them!
I have known Dean and Patricia Wariner for over 6 years- both
personally and as clients. They are conscientious, dedicated

It has come to my attention that the property located at
775 Wonderview, Estes Park, CO. 80517 is to come before the
Board of Trustees on Tuesday, 8 May 1990, and I feel that a
Bed and Breakfast operation in this location would not create a
hardship. Although the area is zoned "E" Estate, there are
mixed kinds of homes in this area. A few are of Estate quality,
but others are just average homes.
I believe the planning staff and Planning Commission have
not taken any specific action to determine what aualifications
are necessary for a Bed and Breakfast operation. I feel some
guidelines should be laid down before a decision has been made
for or against this subject.
There are only three or four Bed and Breakfast units
ai,roved within the Town of Estes Park and all by special review.
To the best of my knowledge, no request for approval of this use
has been denied. The ones that are in existence have fit into
these areas very well.
Bed and Breakfast type operations have been accepted all
over the country especially in Colorado. They are most popular
in resort areas such as Estes Park. The old areas of the East
have many of them and especially in the more affluent
communities. Europe and the British Isles have had them in
existence for more than a hundred years.
A remark has been made that we have enough Bed and
Breakfast units in Estes Park and no more should be allowed.
Does this mean we should not allow any more gift shops or
restaurants because there are too many here? I think not --
I don't think the Town Board has that authority.
It is my feeling that all the previous approvals have been
spot zoned and there is no reason why this request should be
treated any differently. It is on a much larger parcel of land
than the others and I think would fit the area. There was no real
objection to approval at the Planning Commission hearing.

I am writing this letter on behalf of Tad and Dean Wariner
who desire a zoning change on the former Ernie Altick
property located at 775 West Wonder View Avenue.
I have known Mr. and Mrs. Wariner since 1981 and consider
them to be outstanding citizens. Mrs. Burgess and I hold
them in high esteem.
For the past 22 years Tad has been a regional correspodent
for Associated Press. Although the word "regional" is in
her title, in the past year A.P. has sent her to mainland
China and to Alaska to report on the problems in those
parts if the world. After the 1982 flood she wrote several
nice articles on Estes Park which were printed in newspapers
all over the United States.
Dean is the former editor of the Fairbanks Daily News Miner,
and lecturer at the University of Alaska. In line with his
devotion to public service, he is now coaching the high
school baseball team.
I do hope that you will act favorably on their request,
as they have financing available for them to purchase the
property.

We have known Dean and Tad Wariner for over 5 years. They
are honest and of upstanding character. They maintain their
current residence on Peak View Dr. in immaculate condition.
It is attractively landscaped and always well cared for.
They are concerned members of our community who have been
involved in the Music Festival, High School baseball coach,
ARD, and other civic issues.
An Addition of a well run Bed and Breakfast with minimal
impact or demands on community services would be a welcome
addition to the number of beds available to tourists in Estes
Park. The property and the house are well suited for a Bed
and Breakfast arrangement. It makes good sense to encourage
the establishment of small businesses such as this in our
community.
We would encourage the Town Board to favorably consider the
petition for a Bed and Breakfast at the above mentioned
location.
