PROJECT DESCRIPTION Ronald E. Cotten 1.01 Acres (43.995 sq. ft.) Single Family Residence E-Estate Town of Estes Park EPSD Big Horn Drive Applicant is requesting approval for a Bed and Breakfast use within the existing single family residence. Bed and Breakfast uses are permitted by Special Review in an E- Estate District. The only site modification includes provision of four additional parking spaces north of the house. III. PROJECT REVIEW This project has been examined with respect to Special Review criteria 17.36.030, a. through f. The following are applicable. a. Suitability of the proposed location for this proposal taking into consideration the following: 1. Nearby land uses and whether they would be supported by or damaged by having the proposed use nearby. re. The closest existing residences are approximately 140' to the south and 130' to the east. The existing house contains approximately 2,500 sq. ft. of floor area. The only physical changes to the site involve construction of four parking spaces, representing approximately 800 sq. ft. of site work. As an accessory use with an occupancy of no more than 5 persons per day, impacts should be minimal. 2. Adequacy of roads, water, sewerage and drainage facilities serving the site. Expected traffic generation for this use could range from 5.6 to 12 trips per day. Highway access approximately 1,170' away. The road system should be adequate. Water, sewer and drainage are adequate per review agency comments. b. Social, economic or community needs served by the proposal. This type of use would appear to serve an unmet community need. There are two existing bed and breakfast operations of this type in the immediate Estes Park vicinity (phone book listings). An additional bed and breakfast was recently approved in the neighborhood. IV. COMMENTS OF REFERRAL AGENCIES See attached correspondence. V . STAFF RECOMMENDATION Approval of Special Review 87-6, Bed and Breakfast at 540 Big Horn Drive, with the following conditions. 1. DAVIS OF COUNSEL Pursuant to your memorandum of May 29, 1987, I have reviewed the Special Review #87-6 for Bed and Breakfast, I have the following comment: Since it appears that Lots 113 and 114 of Al Fresco Place are subdivided lots, it is necessary to provide adequate assuances, such as covenants or an easement, to allow parking spaces to exist on Lot 113 when the residence is located on Lot 114. This is to insure that those parking spaces will be available in case of transfer of ownership of Lot 113. Also, it will be necessary to grant easement across Lot 113 for that portion of the driveway which runs across that property. Subject to the above I have not further comments.
