The original and a signed copy of the application must be filed with the Town Clerk, together with a fee of $25.00. 2. The application must be filed at least twenty (20) days prior to the regular Planning Commission Meeting at which it is to be considered. 3. Insert the complete legal description of the real property as shown on the deed to the above owner(s), and the street address thereof. 4. Insert the use permitted by Special Review which is desired as provided by Chapter 17 of the Municipal Code of Estes Park, Colorado, for the zoning district in which the property is located. 5. The Legal Description should read "Lot 3, Block 4, 1st Addition to Lone Pine Acres Addition to the Town of Estes Park, Colorado." 2. The street address is 621 Lone Pine Drive 3. The zoning district is C-1 The existing buildings (see enclosed area map) contain 28 large storage units and 8 small storage units. The number of units is not shown for the new buildings. The comments listed below are concerns directed towards increasing the compatibility of the proposed use with the adjacent R-1 and R-2 residential zoning. A. Regardless of the results of this special review, the existing temporary fenced storage area on the east end of the property will be removed (see attached letters from Stan Jones and Greg White). The size of the proposed ponderosa pines should be shown. F. The number of storage units in each new building should be shown. G. A drainage study should be submitted and incorporated into this site plan. The drainage study should require the detention of the 100 year stormwater due to development and the release thereof at the historic undeveloped rate. H. The owner previously filed a special review application for self -storage warehouses on the property. 3. The site plan filed pursuant to the special review request covered the entire property of the owner. 4. The site plan did not show any improvement or reservation for the property that is bing used for storage or the fence recently constructedybye the owner. It is my opinion that Section 17.56.030 of the Munici- pal Code requires that any deviation from a site plan pre- viously filed and approved under the special review procedure requires an amendment to the site plan. Even thoughthe new use is a permitted use under the appropriate district, if said use was not shown onthe site plan,nit should not be permitted without approval of an amended plan. We look forward to Estes Park, hopefully by June 20th. I believe you are on the Planning Commission in Estes Park. I understand Mr. Richard Statham is planning to build more warehouses on his property in Lone Pine acres. Also, I have been told that he has made what appears to be a junk yard on his present property. As owners of two lots in Lone Pine Acres, close to this scene, we are greatly disturbed. It is inconceivable to me that what is developing as a fine residential area should be downgraded by these activities. I would hope the Commission's study of these problems would confirm my thoughts and that the Town of Estes Park could take appropriate action to clean up the junk yard and to prohibit additional warehouses. If a property owner could be assured of Mr. Statham's eliminating that eyesore by building more storage units, I would be in favor of such approval by the Planning Commission. As a Realtor working in Estes Park and the surrounding area, I can see a definite need for more storage units. Many individuals and families more to Estes to be greeted by not only a shortage of spacious rental housing, but most of these families require a garage for bicycles, tools, cars, and often furniture storage. I personally know of two families who commute to Estes from Longmont. They would have desired to live here locally, but needed storage space. None were available for rent at that time. (March 1982) Not only would Mr. Statham's project be more attractive than the existing truck and tire graveyard, but would provide needed storage units for an ever increasing Estes Park area population. Your first question regarding how to stop this type of development once and for all can be answered by advising you that the C- 1 Commercial zoning district permits these types of uses and that changing to a zoning district that does not permit these uses would accomplish your purpose. Please do not think that changing the zoning from commercial to residential would be an easy task. You mentioned the maintenance of the property.
