Dear Ann:
I have reviewed the Bowling Center Special Review Request and
have the following comments:
1. This request is a result of comments made at
the January 17, 1984 Planning Commission
Meeting stating . . .
Mr. John ownby, Jr. ex-
plained that until the owner had plane for the property, he did
not wish to remove the existing structures. The site plan was
intended as a 'partial Bite plan" for the bowling alley only.
Public works Director Widmer stated that the site plan shows bath
pieces of property and one completion date for the project.
member Richard Wood stated that the public hearing on Special
Review Request No. 41 was conducted based on the site plan
submitted, and he had a problem with modifying the plan without
public input. Chairman Sager stated that without another Special
Review Request and public hearing, the Planning Commission would
be in error by modifying the plan. Member Duane Blair moved the
Planning Commission recommend denial of this request to the Town
Board. Member John Carmack seconded the motion and it passed
unanimously.
2. Although I was not on staff at the time, May
1983 correspondence does not speak directly
to the house removal issue.

3. In considering this request, the Planning Com-
mission needs to consider the criteria outlined
in the Code (Section 17.56.040 and 17.56.050) -
especially: "shall review the request in re-
lation to the date or dates for completion of
all improvements, character of the surrounding
neighborhood, the desirability and need for
such a use in the specific area of the com-
munity"; adverse environmental influences that
might result from its location.
4. The Planning Commission also needs to determine
whether any comments entered into the record
during the Public Hearing pertained to the
house issue.

1. The revised Special Review Site Plan excludes the
easterly portion of the property that was included in the
other site plan previously filed and accepted for the
bowling center. It is necessary that the owners and
lienholders of that portion of the property excluded from
this site plan also sign the agreement on the site plan.
This is necessary since their property was formerly a part
of another site plan that is being removed from this site
plan.
2. Appropriate easements must be obtained from the
owners of said easterly portion of the property for the
thirty foot (30') wide driveway easement and the drainage
easement as shown on the site plan. Also, recording of these
easements should be required to insure that they remain with
the property.

I have reviewed the site plan of the above referenced special
review request and have the following comments:
1. The 53 parking spaces provided appear more than
adequate for what I understand is the first
phase of eight bowling lanes and should be
adequate for the fully developed condition of
12 lanes based on a standard of 4 spaces per
lane.
2. Vehicles leaving the paved lot may tend to cut
across the east portion of the property to the
entrance of the highway south of the real estate
building. A berm or fence along the east side
of the parking lot should be constructed to
prevent this from occurring.
3. A drainage study was submitted. The drainage
details on the site plan need to be modified
to show the size of the pond, discharge flow
rates in accordance with the study, and an
emergency overflow spillway.
4. Any outside refuse areas should be shown.
5. Any proposed signs should be shown.

We have reviewed the 0wnby Special Review Request for a bowling alley, and we
have the following comments.
1. Access to this property is presently available through two existing drive-
ways on State Highway 7. According to the State Highway Access Code, no
more than one access should be allowed unless: an additional one would
not be detrimental to the highway, it is necessary for safe and efficient
use of the property, or allowing only one access would be in conflict with
local safety regulations. Since the access at the north property line
is intended to serve the new bowling alley and it aligns with Graves Avenue,
the other driveway should be abandoned. Elimination of this driveway would
improve the overall safety of access to this property by reducing potential
turning conflicts.
The addition of a bowling alley to the existing real estate and printing
offices requires the issuance of a "Permit for Access." This office is
currently reviewing an application for an access permit for this bowling
alley. With the written concurrence of the Town, this driveway may have
to be reconstructed to accommodate the anticipated increase in traffic.
A right -turn deceleration lane on S.H. 7 may be required as part of this
reconstruction.
2. We note on the site plan that some of the surface runoff from the bowling
alley portion of this property will be detained and released from a drain-
age pond. We ask that all storm water from this site be detained and
released at the appropriate historical undeveloped runoff rate so that
there will be no adverse impact on the highway right of way.

I am writing this letter to express my appreciation to you and
the Town Board for the approval of the extension of the subject project
completion date to June 30, 1984. This should allow us sufficient
time to have all paving and fence work completed after the spring
thaw.
I would like to ask for a clarification of one item on an official
basis that has only been discussed verbally up to now. This item
pertains to the timing of the demolition or removal of some of the
buildings on the lower piece of property between the bowling alley
property and the road. As you know, this is a separate piece of
property and it was our intention to demolish the "one story frame
shed" during the construction of the bowling alley, which was done.
We have no schedule at this time to move or relocate the "one story
frame house" or the "one story frame building". Our long range plan
for the development of the lower piece of property probably will
include the removal of the existing structure, but it is not our
intention to do that at this time.
If the Town has assumed that we intended to remove these two
buildings along with the construction of the "Bowling Alley", we
officially request that this be stricken from site plan.

The Estes Park Bowling Center is now complete except for the paving
of the parking lot. We have been advised by the excavating contractor
and the paving contractor that the excavation and fill around the bowling
facility would result in settling, making the paving of the parking
lot at this time pointless. They have suggested we wait through the winter
and let the ground settle and pack and then pave in the spring.
The parking lot has been graded and a layer of road base put down so
the condition of the lot, while not paved, is good. The deceleration
lane and road to the parking lot have been paved. We are therefore
requesting an extension of time to complete the paving of the parking
lot until next spring. We appreciate your consideration of this request.

volume calculation. On September 23, 1983, we observed the
construction pond and noted that the pond had been cut to
grade in accordance with our construction stakes. The berm
on the East and South side had been raised to grade as
required.

I. SCOPE
This report is a drainage analysis of a storm -water
system to be constructed in conjunction with the
development of Lot 37, White Meadow View Place Addition,
and Lot 6, Manford Addition. Included herein is an
overall drainage analysis providing the following
detail:
A. Identification of overall drainage patterns in
the basin.
B. Peak runoff rates for the historic and developed
100-year frequency storms at locations in and
around the project site.
C. Estimate of the volume of storm -water that would
represent the difference in runoff between the
historic and developed conditions on the project
site.
The specific details of the system required for the
proper development of this site are included on the
site plan attached hereto.
II. PROJECT DESCRIPTION
The site is located on the west side of the South Saint
Vrain Highway at about the Graves Avenue intersection.
More particularly, the site is a portion of Lot 37,
White Meadow View Place Addition, and a portion of
Lot 6, Manford Addition, in Section 30, TSN, R72W of
the 6th P.M., Larimer County, Colorado.
The westerly portion of the site is proposed to be
developed as a 75'x 160' commercial building with
adjacent hard -surface parking area. A roadway along
the north property line will be developed to provide
access to the new facility.
III. BASIN DESCRIPTION
The overall drainage area that contributes to runoff
through and from this site totals about 14 acres with
2.24 acres of this total being onsite area. The
offsite area is characterized by 1/2-acre to 1-acre
single-family lots, average slope of 10%, good ground
cover with native grasses and shrubs and moderate tree
cover. The onsite area has shallow topsoil, fair
ground cover and sparse tree cover. Of the four
existing structures on the site, one is proposed to
be removed as part of this project. Existing drives
and parking areas affect considerably the existing
runoff quality and quantity.
The primary purpose of this report is to size the
needed detention volume and outlet in order to main-
tain historic runoff rates from the site. The site
was divided into two drainage areas to reflect the
routing of runoff after the new facility is constructed.
Basin A is comprised of 1.34 acres onsite and about
1.7 acres offsite. Most of basin A will be covered
by asphalt, half of the new building's roof and two
existing structures (one existing structure in basin A
is proposed to be removed). The discharge point for
runoff from this basin is at the north end of the
existing drive culvert. Basin B constitutes the
remainder of the overall drainage area totaling 9.75
acres offsite and about .90 acres onsite. Half of the
new building, a small portion of proposed parking area
and one existing structure will constitute the impervious
area of this basin.

IV. DESIGN METHODS A N D
ASSUMPTIONS
The method of analysis used for determining peak
runoff rates was the Rational Method as follows:

VII. RECOMMENDATI ONS
The aforementioned calculations indicate the maximum
desireable discharge rate of 3 c.f.s. from basin A
and 2 c.f.s. from basin B. The detention volumes that
represent the increased flow from an undeveloped to a
developed condition are 1900 cubic feet for basin A
and 1600 cubic feet for basin B. Both the peak runoff
rate and detention calculations represent the site as
totally developed in a fashion similar to that shown
on the site plan. The proposed provisions for detention
of storm -water runoff should be constructed at the same
time as the development of the new building and parking
area.
The existing grade in the proposed parking area is
already at 10%. Ideally, the new detention facility
would be placed in the proposed parking area. However,
with grades already at 10%, the provision for detention
in the parking area becomes unreasonable. The new
building will be placed about 25 feet from the south
property line. This leaves a good area for placing
a small detention pond that could be large enough to
provide the total volume needed for both basins. This
location is also on the runoff route of the larger
offsite contributary area and outlets in an area that
does not adversely affect the future development of
the remainder of the site. The proposed detention pond
would have an average surface area of 1100 square feet
and an average depth of 3.5 feet for a maximum capacity
of 3850 cubic feet. The outlet structure shall be a
rectangular notch weir (6"x l'-6") on a concrete box
with an 18" diameter outlet pipe to an open swale.
The swale will be constructed along the south property
line to the barrow ditch adjacent to the South Saint
Vrain Highway.

VIII. SUMMARY
It is my opinion that the information contained
herein represents an acceptable approach to storm -
water management in and around the previously de-
scribed site. The analysis and sizing of recommended
components provides the framework for a desireable
system that can serve to better and/or maintain
water quality within the basin. The construction
requirements for each component must be carefully
detailed to satisfactorily complete the last task
and arrive at the ultimate goal.
The information contained within this report represents
standard and accepted engineering practice. No other
warranty is either expressed or implied.
