HomeMy WebLinkAboutMINUTES Public Safety, Utilities, and Public Works Committee 2011-02-10RECORD OF PROCEEDINGS Town of Estes Park, Larimer County, Colorado, February 10, 2011 Minutes of a Regular Meeting of the PUBLIC SAFETY/UTILITIES/PUBLIC WORKS COMMITTEE of the Town of Estes Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of Estes Park on the 10th day of February, 2011. Committee: Chair Blackhurst, Trustees Ericson and Koenig Attending: Chair Blackhurst, Trustees Ericson and Koenig Also Attending: Town Administrator Halburnt, Deputy Town Administrator Richardson, Chief Kufeld, Dir. Zurn, and Deputy Town Clerk Deats Absent: None Chair Blackhurst called the meeting to order at 8:00 a.m. PUBLIC COMMENT. Johanna Darden, Town resident, expressed opposition to the Town's plans to use Larimer County Open Space funds to renovate Bond Park. She also expressed concern about the removal of trees during renovation, and the health of the trees that may be disturbed during construction. PUBLIC SAFETY. REPORTS. Reports provided for informational purposes and made a part of the proceedings. 1. Municipal Court Annual Report — Judge Brown reported that during 2010 court activity and revenues decreased due in part to cases that were deferred to Restorative Justice, with no specific trends being identified by the court in the past year. He invited the Committee to visit the court on the first and third Wednesdays of the month to become familiar with procedures. 2. Estes Valley Victim Advocates Annual Report — Mary Mesropian, Estes Valley Victim Advocates (EWA) Executive Director, provided the Committee with a summary of the 2010 Annual Report. She said last year, the EWA served 264 men, women, and children with a total of 569 contacts. The EVVA administers four programs: the Advocate Program, Counseling Program, Safehouse Program and Latino Outreach which are designed to provide advocacy services to victims of crime and trauma, safe housing for domestic violence victims, counseling, referrals, and community education. She said in addition to monies from the Town of Estes Park, EVVA receives funding from a variety of agencies and service clubs and holds the annual Affordably Chic Fashion Show as its primary fundraising event. MISCELLANEOUS. Chief Kufeld noted that the Estes Park Police Department (EPPD) patch was featured on the back cover of the United States Department of Justice FBI monthly publication and has resulted in increased requests for the EPPD patch. UTILITIES. REPORTS. Reports provided for informational purposes and made a part of the proceedings. 1. Water Conservation Plan — Jeff Boles, Water Superintendent, reported that in 2010 the Town was awarded a grant in the amount of $34,075 from the Colorado Water Conservation Board (CWCB) to update the existing Water Conservation Plan. The grant requires contributions from the Town including 148 hours of in -kind service and matching funds in the amount of $1,374. The Plan will be submitted to the State of RECORD OF PROCEEDINGS Public Safety/Utilities/Public Works Committee — February 10, 2011 — Page 2 Colorado for approval, and to the Northern Water Conservancy District to be included as part of an Environmental Impact Statement to the US Department of Interior, Bureau of Reclamation. HDR Engineering will perform the update, as their proposal was part of the approved grant application. The Water Conservation Plan addresses situations where the Town may be unable to produce adequate supplies of water and circumstances when voluntary or mandatory water restrictions might be imposed. PUBLIC WORKS. RESOLUTION FOR GOCO GRANT FOR WILDLIFE WALK. The Tree Board is requesting a resolution of support and a commitment to budget matching funds in the amount of $8,000 from the Town Board, in order to pursue a grant from Great Outdoors Colorado (GOCO) for the planning of an interpretive wildlife walk. The proposed location of the educational nature walk would encompass the existing arboretum, the Matthews -Reeser Bird Sanctuary, and Lake Estes and would have an approximate distance of one -mile roundtrip. This area would benefit from re -vegetation and would provide an area close to downtown for visitors to learn about Estes Park's unique ecology. If received, the GOCO grant will fund the design and planning of an irrigation plan, native planting recommendations, public facilities such as picnic tables and benches, and interpretive signage content and location. Scott Roederer, Tree Board president, proposed utilizing Tree City Funds for 2011 to meet the matching funds requirement. PUBLIC COMMENT. Johanna Darden, Town resident, expressed concern related to the location of the wildlife walk. She said this area is frequented by elk during the calving and rut seasons, and is a prime elk viewing area for residents and visitors. She stated she does not want to see the wildlife chased out of this area. Chair Blackhurst said that the EPPD and Estes Valley Recreation and Parks District (EVRPD) staff monitor this area during these times of the year to enhance public safety. The Committee recommends approval of the resolution of support for the GOCO grant be included on the consent agenda at the February 22, 2011, Town Board meeting. REPORTS. Overlay and Water Main Replacement for MacGregor Avenue, Park Lane, and Virginia Drive — The Estes Park Sanitation District (EPSD) plans to replace and relocate 400 feet of sanitary sewer on Virginia Drive north of Park Lane. Water and Public Works staff recommends coordinating the replacement of 753 feet of 36-year old water main with six-inch ductile iron pipe to meet current and long-term distribution needs, with the EPSD project. The project would include overlaying upper MacGregor Avenue and Park Lane in addition to Virginia Drive and eliminate the need to cut into Virginia Drive again in the future. Taking into consideration disruption to downtown area businesses, spring would be the preferred time frame to complete the work, due to the extended fall shoulder season. EPSD Director Jim Duell and Dir. Zurn will work together during 2011 to get design and engineering work completed in order to begin construction in spring of 2012.
