Meeting held in the Town Hall in said Town of Estes Park on the m 1O day ofNovember, 2U11. Be/gsten. and Recording Secretary Rebecca Bailey Absent: None Chair Blackhurst called the meeting to order at 8:00 a.m. PUBLIC COMMENT. Johanna Darden/Town citizen thanked staff for the "No Parking" signs on MacGregor Avenue. PUBLIC SAFETY. REPORTS Reports provided for informational purposes and made a part of the proceedings. 1. 2011 Halloween Road Closure Review. Chief Kufe|d reviewed the new road c|oaunaa used this year and oCsVed the plan appeared to help direct foot traffic Vo the pedestrian crossings. He thanked Public Works for their efforts inputting upand tearing down the fences. REPORTS Reports provided for informational purposes and made a part of the proceedings. 1. One Solution (Financial Software) Update. The upgrading of the Town'a financial software has been delayed duo to |8yW hardware and software issues. The implementation ofphase one consisting of the Community Development module, inanticipated for early 2O12. The second phumo. the Finance modu|o, is on schedule to be completed in 2012. Trustee Ericson requested anoutline ofthe implementation process. 2. Mutual Aid Aqnaementwith 3unnundinqElectrical Utilities. In August. Fort Collins distributed a Mutual Aid Agreement tothe Platte River Power Authority nidoa (Fort Collins, Longmont, Loveland, and Estes Park) along with Excel Enengy, United Power and Puudro Valley REA to assist the other entities during extended electrical outages. Attorney White has reviewed the agreement and has noconcerns oaitdoes not carry any legal obligations. PUBLIC WORKS. PURCHASE TRUCK -MOUNTED SNOW REMOVAL BROOM The new MacGregor Avenue pavers necessitate a truck -mounted broom for snow removal in order to avoid damaging the pavers in the snow removal process. This is a RECORD OF PROCEEDINGS Public Safety/Utilities/Public Works Committee — November 10, 2011 — Page 2 Contracts account that resulted from lower -than -expected contract costs this year that could be transferred to the Other Equipment account to cover the cost of the snow removal broom. A truck -mounted broom has been found for $5,000 below suggested purchase price. MacDonald Equipment Company, Commerce City, CO Wausau Truck -Mounted Broom $12,997.00 Staff recommends the purchase as outlined above. The Committee recommends the transfer of funds from the Maintenance Contracts account #101-3100-431-25-01 to the Other Equipment account #101-3100-431-34-98 to purchase the non -budgeted truck -mount snow removal broom from MacDonald Equipment Company, at a cost of $12,997 installed, to the Town Board consent agenda. REPORTS Reports provided for informational purposes and made a part of the proceedings. 1. Bond Park Phase II Scope Modifications. The Bond Park Stakeholders Group met to discuss the next phase of the Bond Park Master Plan and suggested modifications to Phase 11 of the plan to minimize hardscape areas while providing event tent space. It was noted that Phase I and III did accommodate 100 tents during festivals, meeting the original goal. Staff has worked with consultant to create a couple of options, which will be brought back to the public for consideration. After public input has been considered, the group can finalize a scope of work. The next phase is scheduled to begin construction for spring of 2012. Trustee Ericson stated the focus should include the enjoyment of the park outside of festivals. Johanna Darden/Town citizen voiced concern that green space is being removed with Phase II. Eric Stensland/Park Lane business owner thanked staff for the changes made to the park as this year the festivals helped his business. He encouraged the consideration of moving forward with the ice rink and fire pit to attract people during the winter. Ralph Nicholas/Town citizen stated an ice skating would not be profitable unless it is indoors. Irene Little/Town citizen requested recycling opportunities be integrated into the park design. George Hockman/Town citizen stated support for the removal of the ice rink in Bond Park because it is neither practical nor appropriate. 2. Speed Hump on Avalon Drive. A petition expressing interest in removing the speed hump installed approximately 10 years ago on Avalon Drive resulted in a neighborhood meeting that included Town representatives from Engineering and the Police Department. Discussions revealed the main complaint was the noise created by trucks crossing the hump. Staff recommends repairing and lengthening the approach tapers to improve the noise level. Trustee Koenig confirmed that Brook Drive is also an area of concern and Dir. Zurn suggested a speed study in the area. Bob Ault/Town citizen thanks staff for their efforts in working with the neighborhood on this issue. Bill Bradford/Town citizen believe that Waste Management trucks are the noisiest and they don't slow down for the speed hump. Greg Filsinger/Town citizen has concerns about the speeding on Brook Drive and suggests reviewing the speed limit in that area and posting a speed limit sign. Cindy Stapelman/Town citizen thanks staff for their efforts in reviewing this issue and asks for consideration on lower the speed limit because there are blind driveways and no sidewalks in the area 3. 2012 Budget for Street Improvements. Staff has inventoried road conditions of approximately 58 centerline miles of roadway owned by the Town. , According to the Pavement Condition Index (PCI), RECORD OF PROCEEDINGS Public Safety/Utilities/Public Works Committee — November 10, 2011 — Page 3 the system average is approximately 69 out of100.which falls inthe ^Fair" category with 75% of the roadways useful life expended. Current funding levels are expected to result in further degradation of the overall street PC| levels. The Committee recommended staff compile a list ofroadways an increased budget would bespent onand present ittothe Committee inMarch 2O12.
