REM Prepared 8/19/2002 TOWN OF ESTES PARK Inter Office Memorandum August 6,2002 To: Honorable Mayor Baudek and Town Board of Trustees From : Richard Matzke, Dave Mahany iL<V~ Subject: 2002 Light & Power Department Bucket Truck Replacement (#93331) Background: The Light & Power Department has requested the replacement of a 1991 International 4x4 Bucket Truck (93331) with a new 4x4 Bucket Truck similar to the 1991 International for use in the Line Department. This trade-in vehicle is 11 years old with 78,989 miles / 9,114 hours. This vehicle is within the parameters of the vehicle replacement policy of 8,500-9,000 hours or 12 years. Budget / Costs: The following bids were received for the replacement truck: Altec Industries : Altec $171,937.00 2003 International 4x4 w/43' Altec Aerial Bucket(11'6" It 3"transport height) - $ 11.000.00 - Less Trade-in (1991 International 4x4 w/Aerial, 93331) $160,937.00 = Bid Price Teague Equipment : Telelect $168,383.00 2003 International 4x4 w/42' Telelect Aerial Bucket (12'8" transport height) -$ 11,000.00 - Less Trade-in (1991 International 4x4 w/Aerial, 93331) $157,383.00 = Bid Price (Specifications not met - transport height spec @ 12' or under, would not be able to get this truck in the L&P service building) (bid discussion continued on page 1 -2) Recommendation: The Light & Power Department requests approval for this vehicle replacement. This vehicle has experienced several costly breakdowns this year. Even though all of the bids received exceed the budget amount, the bids are similar in total cost. Staff recommends approval of the bid from Altec Industries and requests approval to purchase a new International 4x4 Truck with a Altec 43' Aerial Bucket for a cost of $160,937.00 w/trade-in of existing bucket truck 93331 from Altec Industries. 1-1 '' Lf Budget / Costs: (Continued) Versalift $173,429.00 2003 International 4x4 w/50' Versalift Aerial Bucket (11'6" transport height) -$ 11,000.00 - Less Trade-in (1991 International 4x4 w/Aerial 93331) $162,429.00 = Bid Price (Specifications not met - 50' Aerial bid, 40'- 43' Aerial Specified) The 2002 budget includes $140,000 for the replacement of this vehicle. The recommended bidder, and only bidder that met all specifications was Altec Industries with a bid of $160,937. There is adequate funding in the 2002 Light and Power Department Capital Budget to cover the $20,937 not funded for this line item. 4 1-2 TOWN OF ESTES PARK Office Memorandum To: The Honorable Mayor Baudek and Board of Trustees From: Richard E. Matzke jggA- I)ate: August 21, 2002 Re: Long Range Underground Priority List BACKGROUND: The Light and Power Department has received feedback on the Draft List of Underground Projects presented at the July 2002 Light and Power Committee meeting. The projects have been rearranged according to that input and preliminary cost estimates have been developed. The total cost of Distribution, Street Light Feeds, and Small Projects for estimates have been prepared is $1,689,000. These projects could be incorporated into the Light and Power budget over a ten-year period without a detrimental impact on Department funding, BUDGET/COST: The projects identified for 2003 total $202,000. The projects identified for 2004 total $225,000. RECOMMENDATION: The Light and Power Department recommends that the Long Range Underground Priority List be adopted as a tool for planning and budgeting underground projects. The list should be modified as needed by review of the Light and Power Committee and Town Board.
