Matzke 9~~ ZIK;k-' I)ate: March 13, 2002 Re: Fall River Hydro Plant Bridge Approve Contract for Additional Site Work BACKGROUND: Last month, the Town Board approved the purchase ofthe bridge for the Fall River Hydro Plant from Continental Bridge at a cost of $22,231. Van Horn Engineering has completed the design of the sidewalk approaches and bridge abutment locations (following page). The Light and Power Department has negotiated a proposal from TA Enterprises to construct the sidewalk, bridge abutments and landscaping for a cost of $7,120.75. BUDGET/COST: Last month the Town Board also agreed to amend the 2002 budget to include $35,000 for the bridge purchase and additional landscaping costs. The total cost for the bridge purchase and this contract will be 29,351.75. RECOMMENDATION: The Light and Power Department recommends that the proposal from TA Enterprises for $7,120.75 to build the sidewalk approaches, bridge abutments, and final landscaping be approved. Matzke- ,/2LZ>7~ I)ate: March 13, 2002 Re: EPURA Riverside Plaza Sculpture Lighting Request BACKGROUND: The Light and Power Department has received a request from the Estes Park Urban Renewal Authority (EPURA) to provide lighting for the cougar and eagle sculptures in Riverside Plaza. Installed costs for ground-mounted lights similar to those used to light the Samson sculpture would run $750 to $1000 each. BUDGET/COST: The total cost to light the two sculptures would be $4,000 if each sculpture could be adequately lit using two fixtures. There is adequate funding in the 2002 street lighting capital budget to accommodate this project. RECOMMENDATION: The Light and Power Department would be happy to proceed with this project subject to approval by the Town Board. REM 2-1 RESOLUTION NO. 308 A RESOLUTION OF THE ESTES PARK URBAN RENEWAL AUTHORITY ENDORSING A REQUEST TO LIGHT SCULPTURES IN RIVERSIDE PLAZA WHEREAS, a request has been received by the Estes Park Urban Renewal Authority (EPURA) from Judy Archibald to consider lighting the cougar sculpture in Riverside Plaza, the sculpture being a tribute to her late husband, Brian Archibald, and formally named Canyon Spirit Legacy; and WHEREAS, upon discussing the request, it was noted that the nearby eagle might be lighted as well, to further add a nighttime ambiance to that area of the Riverwalk; and WHEREAS, a precedent exists for lighting sculptures; namely, Samson and the Big Horn Sheep, the funding for both being provided by Light and Power. NOW, THEREFORE, BE IT RESOLVED BY THE ESTES PARK URBAN RENEWAL AUTHORITY THAT: EPIJRA endorses the request to light the cougar sculpture and further recommends that the eagle be lighted as well, in keeping with the goal that the Riverwalk be enjoyed to the fullest during both the daytime and evening hours. EPURA respectfully requests the Light and Power Committee to consider this request and assign a high funding priority to the lighting of the cougar and the eagle. Matzk€37 3-A- Date: March 13, 2002 Re: 2002 National Electric Code BACKGROUND: The Town of Estes Park traditionally adopts the current edition of the National Electric Code (NEC) issued by the National Fire Protection Association as a primary code for Electrical Regulations for Buildings and Construction. This code was adopted as a National Standard effective August 2, 2001. The State of Colorado intends to implement the 2002 NEC by July 2002. The State of Colorado performs electrical inspection services within the Town limits and unincorporated Larimer County. BUDGET/COST: There is no anticipated budget impact due to adopting the 2002 NEC. Adoption ofthe 2002 NEC does not impact the inspection fee schedule. RECOMMENDATION: The Municipal Code currently requires that commercial wiring be installed in metallic conduit except for freestanding structures served by one electric meter in the Commercial Outlying (CO) zone. We would like to revise the wording in the Municipal Code to extend the exception to freestanding structures served by one electric meter in all zoning districts except Downtown Commercial (CD). The Light and Power Department recommends that we proceed with the process to adopt the 2002 NEC: 1. At their board meeting on 3/26/2002, the Town Board will set the date for a public hearing at a regular board meeting to consider ordinance. 2. Public hearing to consider ordinance adopting 2002 NEC (4/23/2002) 3. Ordinance takes effect 30 days after publication following Board approval. Matzkd/2.50*' Date: March 13, 2002 Re: Safe Work Practice Guidelines APPA Safety Manual, 12th Edition BACKGROUND: The Light and Power Department has informally used the APPA Safety Manual as a reference for safe work practice for many years. All employees have a copy and the manual is reviewed at regular department safety meetings. The manual accurately reflects department practice in most cases. There are two exceptions that should be noted prior to formally adopting the APPA Safety Manual: 1. Care and use of rubber gloves *96) The manual calls for employees to put on high voltage gloves prior to climbing a pole or lifting the bucket from the cradle. This practice causes unnecessary wear and tear to personal protective equipment without providing additional protection for the employee. Instead we want employees to put on high voltage gloves prior to approaching an ungrounded primary conductor within six feet. Also we want to clari fy wording that requires use o f high voltage gloves when using approved switch sticks or live line tools during inclement weather. 2. Pole Hauling and Temporary Storage (1)110) The manual states that poles loaded on a truck or trailer shall be securely fastened every ten feet. Instead poles should be secured at the front and back of the trailer as called for in the manufacturer's specifications. Any other deviations from the APPA Safety Manual must be approved in advance by either the Department Safety Officer, Crew Chief, or Line Superintendent. BUDGET/COST: There is no anticipated budget impact due to adopting the APPA Safety Manual RECOMMENDATION: The Light and Power Department recommends that the APPA Safety Manual, 12th Edition, be formally adopted (as modified above) as the Department's guideline for safe work practice. Future modifications will be recommended to the Light and Power Committee for approval. Matzke /7 €220- Date: March 13, 2002 Re: WindcliffUnderground Upgrade Project Authorize Trenching Contractor Invoice BACKGROUND: The Light and Power Department hired Aztec Cable and Communication in December 2001 to install 320' of 3" conduit using directional boring equipment at a cost of $5,600. This project was anticipated to involve 200' ofnormal soil conditions and 120' of rock. The contractor was hired to allow completion of an underground cable replacement proj ect in developed lot with a minimum disruption to the homeowner. During the course of the project, the soil conditions turned out to be 100% rock and a portion of the line had to be rerouted. As a result, the cost of the job elevated significantly. The Light and Power Department has received an invoice from Aztec Cable and Communication for 451' of directional boring in solid rock at a total cost of $20,895. BUDGET/COST: This project was not funded in the 2002 budget, but $5,600 was carried over to 2002 from the 2001 purchase order. There is sufficient funding in the 2002 capital budget to accommodate the additional $15,295. RECOMMENDATION: The Light and Power Department recommends that the invoice from Aztec Cable and Communication be approved.
