Matzke -~292>1 Date: February 13, 2002 Re: Estes Substation Duet Extension Approve Change Order Request BACKGROUND: The Estes Substation Duet Extension trenching and installation contract was awarded to Drake Contractors Inc in November 2001 at cost of $27,415. The job is complete and the Light and Power Department has received a change order request in the amount of $3,823.16 to cover the cost of items not included in the original contract such as additional flow fill (16 cubic yards), curb and gutter (3 lineal feet), frost removal (1200 lineal feet), and incidental conduit materials. BUDGET/COST: The original contract was within the 2001 budget amount of $180,000. The change order request will be charged against the 2002 budget. RECOMMENDATION: The additional items included in the charge order request were not included in the original contract and were necessary for completion of the work. The Light and Power Department recommends approval ofthe change order request of $3,823.16. Matzke-7â‚¬Z/2- Date: February 13, 2002 Re: Fall River Hydro Plant Bridge Approve Bridge Purchase BACKGROUND: The Town of Estes Park contracted with Van Horn Engineering in July 2001 to provide engineering design services for a pedestrian bridge at the Fall River Hydro Plant Museum. The design work is near completion and Van Horn Engineering has negotiated a proposal from Continental Bridge to furnish a 55' x5' steel bridge meeting the engineering specifications at a cost of $22,231. Continental Bridge has provided bridges for several projects in Estes Park including the Lake Estes Pedestrian Trail, the Riverwalk and Confluence Park projects. BUDGET/COST: The 2001 budget included $70,000 for installation of the Fall River Hydro Plant bridge. The total cost of engineering services ($3,950), additional site work, and the bridge itself are within the original budget amount. RECOMMENDATION: The Light and Power Department recommends approval of the bridge purchase from Continental Bridge at a cost of $22,231. Completion ofthe bridge project will require an amendment of the 2002 budget by roughly $50,000 to fund the bridge purchase and additional site work. Matzke -7tze._ I)ate: February 13, 2002 Re: Baldpate to Big Owl Three Phase Upgrade Big Thompson Three Phase Conversion Award Construction Contract BACKGROUND: Both ofthese projects were recommended in the Long Range Plan performed by Electrical Systems Consultants (ESC) and adopted by the Town Board in 1996. These projects were also included in the Town's resolution of intent to reimburse itself from proceeds of the sale of electric revenue bonds. The projects are summarized on page 1 -3. The engineering for both projects was performed by ESC. The design for the Bid Thompson Three Phase Conversion Project was performed in 1999 and the design for the Baldpate to Big Owl Three Phase upgrade was completed in 2001. Both projects were bid in January 2001 with a pre-bid meeting held on January 10 and a bid opening on January 23rd. BUDGET/COST: The Baldpate to Big Owl project was included in the 2001 budget at a level of $650,000. The Big Thompson Three Phase Conversion Project is funded in the 2002 budget for $390,000. The Light and Power Department received two qualified bids for the projects which are summarized on the following page. The lowest combined bid is $758,935.65 by Hamlin Electric. The Light and Power Department will furnish the material for these projects. The combination of the construction contract and material costs should be within the total budget amount for these projects. ($1,040,000) RECOMMENDATION: The Light and Power Department recommends that the construction contract for the Baldpate to Big Owl Three Phase Upgrade and the Big Thompson Three Phase Conversion project be awarded to Hamlin Electric at a cost of $758,935.65. Award of these contracts will require an amendment ofthe 2002 budget to include the funding for the Baldpate to Big Owl project ($650,000) which was not spent in 2001. The proceeds from the bond issue will be used to refinance a portion of Platte River's higher cost debt and to pay for a portion of the costs associated with the construction of new gas-fired generation at the Rawhide Energy Station. The refinancing portion of the bond issue will reduce Platte River's future debt service costs between 2002 through 2018, while the new money bonds were able to take advantage of today's low interest rates - locking in a true interest cost of 4.58 percent over the term of the bonds. Standard and Poors, Fitch, Inc. and Moodys Investors Service rated the Power Revenue Bonds AA-/AA-/Aai respectively. Platte River is currently one of the highest rated joint action agencies GAA) in the United States, and Moodys' Aaa rating is the highest assigned by it to any JAA. Platte River Power Authority generates and transmits electricity to its owner communities of Estes Park, Fort Collins, Longmont and Loveland for delivery to their utility customers.
