Matzke•-7tz..0,0- Date: August 8,2001 Re: Decorative Christmas Trees on Highway Lighting Poles BACKGROUND: At the January Light and Power Committee meeting staffreported that the cost to retrofit poles along Moraine Avenue to allow installation of rebar trees during the Christmas lighting season would be approximately $500 each. There are 22 poles on Moraine Avenue between the Donut Haus and Marys Lake Road that do not have switched outlets. In addition, there may be a dozen highway light poles in various locations around town that have not been traditionally decorated. If the Town of Estes Park wishes to extend the rebar trees along Moraine Avenue, then we should probably establish a policy to decorate all highway light poles within the city limits. BUDGET/COST: There is adequate funding in the 2001 Street Lighting budget to cover the retrofit expense and we have adequate rebar trees to decorate the highway lighting poles along Moraine Avenue. We are in the process of seeking bids for the 2001-2002 Christmas Decoration Installation contract, but the cost last year was roughly $50 per pole to install and maintain the rebar trees. RECOMMENDATION: The Light and Power Department recommends that the Town of Estes Park establish a policy of installing decorative trees on all highway lighting poles within the city limits and that all future highway lighting poles be purchased equipped with switched outlets. For this year, the Light and Power Department recommends that we proceed with retrofitting the poles along Moraine Avenue and continue with any remaining highway light poles within the city limits subject to the availability of rebar trees. REM 2-1 TOWN OF ESTES PARK Office Memorandum To: The Honorable Mayor Baudek and Board of Trustees From: Richard E. Matzke-PEZA- Date: August 8, 2001 Re: Highway 7 Three Phase Upgrade Award Contract for Engineering Services BACKGROUND: This project involves replacing approximately 20,000' of existing #2 CU overhead primary with 1/0 AL tree cable from the Baldpate Inn south to Big Owl Road. This is one of the capital improvement projects identified by Electrical Systems Consultants (ESC) in the Long Range Plan approved in 1996. This is also one of the projects that the Town of Estes Park identified for reimbursement from bond proceeds. The Light and Power Department has received a proposal from ESC to perform the line design and construction management for an estimated cost of $46,000. The engineering estimate for the total project now stands at $380,000. ESC has performed the engineering services for all of the overhead projects recommended by the Long Range Plan. BUDGET/COST: The 2001 budget includes $650,000 funding for this project. RECOMMENDATION: The Light and Power Department recommends that the contract for engineering services for the Highway 7 Three Phase upgrade be awarded to ESC at an estimated cost of $46,000. Matzke 722- Date: August 8,2001 Re: Decorative Street Light Replacement Program BACKGROUND: Since the mid 1980s, the Light and Power Department has continued a program of replacing highway and street lights within the city limits with the goal of reducing stray light, improving energy efficiency, and improving light quality. All highway lighting has been replaced with cut off style fixtures using higher efficiency lighting technology. Since the establishment of the Estes Park Urban Renewal Authority (EPURA), roughly 300 decorative lights have been installed in the EPURA area. These lights produce significant stray light, have no photometrics' for efficient light distribution, and have become increasingly expensive. The mounting height of the light fixtures makes them susceptible to being struck by trucks and recreational vehicles. Finally, locating replacement parts for these fixtures continues to be difficult. The Light and Power Department identified a replacement light that utilizes a similar design to the existing decorative lights, but has a higher mounting height to reduce the likelihood of vehicle damage and uses optical refractors to distribute light efficiently and reduce stray light. A sample light has been installed in front of the Municipal Building since November 2000. The question has been raised whether we should consider alternate designs in this process. We will probably reach the point within six months that we must order replacement fixtures to continue maintenance of the installed lights. Also the Walkway Westward project will require a significant number of new light fixtures. A proposed work plan is attached to address the task of upgrading the downtown light fixtures. BUDGET/COST: The 2001 budget includes $25,000 for this project. RECOMMENDATION: The Light and Power Department recommends that the attached work plan be adopted and that several alternate lights be purchased for a demonstration installation. REM 4-1 Decorative Light Work Plan August 2001 Establish Study Team-Appoint Team consisting of Town staff, EPURA Director, Downtown business representative. Develop Group of Alternate Designs User Survey-Develop survey to mail with utility bills Illumination Study-Compare illumination levels in downtown shopping areas Order lights for demonstration October 2001 Adopt specifications-i.e. Lighting technology, lamp size, mounting height, etc. Determine if Design Change Desirable-Existing light design vs. alternate. Use input from user survey and illumination study.
