Matzke-72Z,70» Date: July 12, 2000 Re: Old Estes Substation Transformers Salvage Proposal BACKGROUND: The Light and Power Department requested proposals from five vendors, in addition to a proposal received from the substation contractor that built the new Estes Substation, for purchase and removal ofthe transformers from the old Estes Substation. The request for proposal specified that the successful bidder will provide disassembly of accessories and components, removal of oil, and loading and transportation ofthe transformers. We received the following purchase prices for both units: Addison Construction $10,000 G & S Motor Equipment Co. 21,100 U. S. Transformer 25,000 BUDGET/COST: This item was not included in the 2000 revenue budget for the Light and Power Department. RECOMMENDATION: The Light and Power Department recommends that the transformers from the old Estes Substation be sold to U. S. Transformer at a cost of $25,000 for both units. REM 1-1

Matzke'-722/74 Date: July 12, 2000 Re: Wind Energy Program Participation by Town BACKGROUND: In December 1999, the Town Board approved participation in Platte River's Wind Energy project in Medicine Bow, Wyoming and agreed to purchase the output of one- fourth of a new 660 kW unit. Plane River ordered two additional units iii December 1999 and they are now both installed. To date, electric customers ofthe Town have committed to 88 blocks at 100 kWh per block each month for a one-year minimum. The largest single subscription is 20 blocks by one of our commercial customers. The Town' s commitment to Platte River amounts to 400 blocks or approximately $12,000 annually. BUDGET/COST: The 2000 budget includes $4,054,878 for purchase power. Our cost to date is 45% ofbudget with 50% ofthe year elapsed. RECOMMENDATION: The Light and Power Department recommends that we reserve 50 blocks of wind energy ($125 monthly) for use by a Town owned facility. Fifty blocks represent roughly 10% ofthe electrical requirements ofthe Municipal Building. REM 2-1
