Matzke Date: March 7,2000 Re: Itron DataPac Automated Meter Reading Equipment Authorize Equipment Purchase BACKGROUND: The Itron DataPac is a new product from the manufacturer of the radio frequency remote meter reading equipment we are presently using. This is a mobile, vehicle- mounted device capable of reading meters at normal driving speed with a greatly increased range over our handheld devices. Acquisition of this equipment would allow us to create a driving route to read these electric and water meters with much improved efficiency. BUDGET/COST: This purchase is not funded in the 2000 budget, however the savings realized in the purchase of the duty truck ($48,487) are more than adequate to cover the cost. Attached is a memorandum from Gary O'Connor, Senior Meter Specialist, detailing the benefits of purchasing this equipment now. RECOMMENDATION: The Light and Power Department recommends that we purchase the Itron DataPac from APPA's Home Town Connections for $24,650 and that the purchase be funded from the savings from the purchase ofthe duty truck. Accelerating the DataPac purchase (Benefits) a. Very successful implementation of the Itron handheld radio read system. b. 50 percent time savings with handhelds. c. 50 to 60 percent time savings anticipated with the DataPac over the handhelds. d. Increased safety for meter readers. 1. Ability to stay mostly on the main roads. 2. Decreased risk of vehicle damage and accidents. 3. Less chance for slip and fall injury's. e. Customer Privacy f. Meter location becomes less of a issue. g. Access/ dog problems are mitigated. h. Consistent billing periods. 1. Vacation, sick leave, training and on the job injury's are less problematic. 1-2 2. We will have approximately 5000 total, electric and water, meters that are Radio capable, out of the 13,000 in the system~ installed by mid 2001. The anticipated annual cost savings for reading, using the DataPac, is $6042 (direct cost, average of 3 meter techs salary, 7.65% FICA, 10% PERA. Matzke Date: March 8,2000 Re: Kiowa Ridge Underground Project Authorize Revised Cost Sharing Agreement BACKGROUND: In November 1999, the Town Board approved a cost sharing agreement between the Town, the Estes Valley Land Trust, and the developer ofKiowa Ridge Subdivision, to bury approximately 1900' of an existing three phase power line that crosses the proposed development. Since then, the Estes Valley Land Trust has withdrawn their offer to participate in the cost sharing agreement and the developer has offered to pay the portion of the cost that was to be funded by the Estes Valley Land Trust. BUDGET/COST: Under the terms of the original agreement approved by the Town Board, the Light and Power Department's participation in the project would not exceed $22,000. The proposed change will not increase the amount of the Light and Power Department' s participation. RECOMMENDATION: The original reasons for participating in this project are still valid. This is an opportunity to bury an existing major overhead line adjacent to a scenic highway and main gateway to Estes Park at a greatly reduced cost to the Town. The Light and Power Department recommends that we continue our participation in the cost sharing agreement on a one-third basis, not to exceed $22,000.
