Matzke"76&97'U Date: May 12, 1999 Re: 1999 Electric Rate Study Approve Scope of Services Authorize Agreement to Engage Rate Consultant BACKGROUND: The last electric rate study for the Light and Power Department was done in 1993. The rates recommended in that study remain in effect with some minor changes that have been implemented over time. In 1995 a partial rate study was done to design the Rocky Mountain National Park administrative rates. Attached is a proposed list of issues to be addressed in the 1999 Electric Rate Study. The main issue that needs to be addressed is the possible need to increase electric revenues to support our capital improvement program. Max Kiburz (M.E. Kuburz and Associates) has performed all ofthe department's rate work since 1991 and most recently completed the Long Range Financial plan which was adopted by the Town Board in January 1998. Max has always done a thorough, professional job. The hourly rate quoted in the subject proposal is $73 compared with $60 in 1991. BUDGET/COST: The Light and Power Department requested $15,000 in the 1999 budget for an electric rate study. The proposal from M.E. Kiburz and Associates is to perform the scope of services for $12,500. RECOMMENDATION: The Light and Power Department recommends that the attached scope of services be approved and that M.E. Kiburz and Associates be engaged to perform the 1999 Electric Rate Study at an estimated cost of $12,500. REM 2-1 Town ofEstes Park 1999 Electric Rate Study Scope /1. Revenue requirements for capital improvements (including bond repayment). Determine if electric revenues must be increased to fund capital improvements. 4 2. Allocate current Platte River rate to individual rate classes. Determine wholesale power costs for each rate class so that Plane River costs could be itemized on customer's electric bills. 3. Raise annual cap on residential rate to 25,000 kWh for electric heat customers. 4. New energy time of day rate. Narrow on peak period with high rate. Offpeak rate closer to residential rate. This would be an electric heat rate offered as an alternate to the demand rate 5. Establish a maximum effective cost per kWh (i.e. 12 to 15 cents) for residential demand rate to protect customers that might have low consumption in a billing period but high demand. Determine if seasonal demand charge is still appropriate. 6. Eliminate residential demand time of day rate. 7. Add Christmas Eve to offpeak days. Eliminate 25,000 kWh cap for on peak energy consumption for the Residential Energy Time of Day Rate. 8 KVA demand charge for Large Commercial class. This would provide a positive incentive to Large Commercial customers to maintain a high power factor when Platte River implements the power factor penalty on the Town's wholesale bill. 9. Matzke72257.- Date: May 12, 1999 Re: Joint Use Poles Audit Authorize Agreement with Consultant BACKGROUND: The Light and Power Department has joint agreements with U.S. West and cable television for one utility to attach facilities to poles owned by the other utility. Currently, we bill U.S. West for attachment to approximately 5700 Town owned poles. We bill cable television for approximately 1800 attachments. These numbers have not been verified in recent history. The Light and Power Department has received a proposal from DCP Consulting to perform a pole audit for all joint use poles at a cost of $8.25 per pole. The proposed audit would include a complete audit ofboth cable television and telephone attachments to Town owned poles, an updated set of maps with pole locations, and detailed summary sheets ofthe audit maps. The project would also include a complete audit of measured and non-measured violations. Measured violations are clearance problems over streets, driveways, and private property. Non- measured violations include illegal attachments to anchors, missing anchors, repairs needed, etc. DCP Consulting is currently doing pole audit work for Public Service of Colorado and Southwestern Public Service. They have also done pole audits for several rural electric cooperatives. They have been very successful in identifying unbilled pole attachments and violations. The proposed audit could benefit the department by increased pole rental revenues and identifying hazards that need to be corrected. BUDGET/COST: The Light and Power Department requested $60,000 in the 1999 budget to perform the joint use pole audit. At $8.25 per pole, this would cover 7,272 poles. RECOMMENDATION: The Light and Power Department recommends that DCP Consulting be hired to perform the joint use pole audit at a cost of $8.25 per joint use pole, up to the budget amount of $60,000.
