Matzkd~'C 2)7h- Date: February 11, 1998 Re: 1998 Long Range Projects Approve Scope of Services for Engineering Attached is a proposed scope of services for engineering related to the Meadowdale Hills three phase conversion and Retreat three phase conversion projects from Electrical Systems Consultants, Inc. (ESC) in Fort Collins. ESC did the Long Range System Plan for the Light and Power Department in 1996. The Light and Power Department requests authorization to execute a contract with ESC to perform the engineering services for these projects as described for an amount estimated to be $45,000. REM 1-1

Box 1200 Estes Park, CO 80517 SUBJECT: Scope of Services and Cost Estimate For Line Design and Bid Document Services Dear Mr. Matzke: We are pleased to offer our services for the design, preparation of construction contract bid documents and construction coordination for two major distribution line improvement projects for the Town of Estes Park. These two projects are single-phase #6 copper to three-phase 1/0 ACSR line conversions of 1.6 miles of line beyond Glen Haven and 3.0 miles of line into the Meadowdale Subdivision. You, Ed Dragon and 1 made a quick review of these needed line improvement projects in the field yesterday. 1 expect that careful coordination with property owners will be necessary and that special efforl will be needed to coordinate pole and anchor placement and trimming required to three-phase these lines, yet create lines which will provide reliable service for several years. The services we propose to provide include: - General review with the eledric department staff of the routing and type of construction used for each line section of the conversion projects to coordinate with unique or special requirements of major land owners, highway department, aesthetics, etc. • Scope and schedule the work · Prepare Making sheets for the overhead line conversion projects with possibly some underground segments e Prepare material list of major items · Prepare bid notices to contractors • Prepare construction contract bid documents · Conduct bid opening · Assist Town with the award of contract • Obtain insurance certificates · Issue field construdion documents to successful bidder • Provide construction coordination services during construction • Assist Town with field changes and questions during construction • Provide sag-tension stringing charts · Prepare final cleanup list • Perform final inspection of line work • Review final invoice from contrador to dose-out job 1-2

February 11, 1998 Page 2 The cost to provide the engineering and technical services is $45,000, assuming no significant redesign work is necessary due to right-of-way, environmental or other problems beyond the control of the engineer. We estimate that 90 days will be required to design and prepare the bid documents for the two line conversion projects (assuming no significant delay is caused by right-of-way procurement or special requirements), 30 days to request bids and award the contract, and 90 days to do the construction work. If you have any questions with this proposal for engineering services please do not hesitate to call. Matzke~KZOFL Date: February 11, 1998 Re: 1998 Long Range Projects Authorization to Request Bids The Light and Power Department requested $240,000 in the 1998 budget for construction of the Retreat three phase conversion project and $225,000 for the Meadowdale Hills three phase conversion project. Both projects were recommended in the Long Range Plan prepared by Electrical Systems Consultants, Inc. (ESC) of Fort Collins and adopted by the Town Board in June of 1996. The Meadowdale Hills project consists of replacing approximately 3 miles of existing single phase line with 1/0 AWG aluminum conductor from Mall Road to the Meadowdale Hills Subdivision. The Retreat project involves replacing approximately 1.6 miles of existing single phase line from Glenhaven to the entrance to the Retreat. Attached is the narrative supporting these projects which was provided with the Long Range Plan prepared by ESC. The Light and Power Department requests authorization to solicit bids for construction ofthese two projects in conjunction with the engineering services to be provided by ESC. We anticipate presenting a bid recommendation at the May meeting of the Light and Power Committee. REM 2-1
Meadowdale Hills Three Phase Conversion The computer calculations indicate that the long single-phase tap which parallels U.S. Highway 36 will experience excessive voltage drop and voltage imbalance. Without improvements, it is anticipated that the voltage drop will reach 14.5 volts which is due primarily to the extremely heavy loading on this single-phase tap. During January of 1996, an ampere meter was attached to this line and it showed a maximum current of 49 amps during cold but nonpeak loading conditions. The loading on this tap is expected to reach 95 amps during the winter of the year 2000. The load increase is due to a combination of the area's high growth rate and the possibility of extreme weather. To alleviate the voltage drop, it is proposed to convert three miles of single phase #4 Copper line between node numbers SH162 and SH170 to three phase 1/0 ACSR. Although this line is located mostly cross country, it is straight and vehicle access is possible. The cost per mile of this improvement is, therefore, $75,000 or $225,000 for the entire project. The Retreat Three Phase Conversion fhe Retreat area located east of the community of Glen Haven is projected to grow at a rate substantially greater than the system average during the next five years as this popular area continues to develop. The amp loading on the single phase tap serving this area will grow at a correspondingly high rate and is anticipated to reach 83 amps at the end of the five year transition period. The heavy loading on this single phase tap not only results in excessively low voltage levels but also results in extreme voltage imbalance on the three phase line serving the area. Currently, a single phase voltage regulator is located on this line, but it will not be able to maintain adequate voltage levels during the first transition of this planning report. To address these problems, it will be necessary to convert the 1.6 miles of single phase #6 Copper line located between node numbers BT178 and BT186 to three phase 1/0 ACSR. This conversion project reduces the loading per phase and voltage imbalances to acceptable levels. The terrain which this line section traverses - - is both extremely confined by the canyon and heavily wooded. These factors combine to significantly raise the construction costs of this project to $150,000 per mile. It may be necessary to use tree or spacer cable for this section of line conversion. 2-2
