Matzke-7ZZ/7- Date: September 10, 1997 Re: Christmas Decorations Installation and Maintenance Request to Award Contract The Light and Power Department has received a proposal from Rocky Mountain Lawn Care to install and maintain the Town's Christmas decorations for $49,750. Rocky Mountain Lawn Care also proposes to add steel bracing to the Three Wise Men displays in order to improve their mechanical strength at a cost of $5,000. In addition, Rocky Mountain Lawn Care proposes to furnish a maximum of $4,000 worth of light bulbs and supplies for this project. The Light and Power Department recommends that we contract with Rocky Mountain Lawn Care for the above materials and services at a cost not to exceed $58,750. REM 1-1
' J TOWN OF ESTES PARK CHRISTMAS DISPLAY INSTATILATION AND MAINTENANCE - "97" - SCOPE OF SERVICES - Listed are conditions essential to the successful completion of the project. 1) PRO,TECT LOCATION: Including, but not limited to, the downtown area of Estes Park and extending outward East on Highway 34 and 36, South on Highway 7, and West on Highway 34 and 36 approximately (2) miles. 2) APPROXIMATE OUANTITIES: String twinkle lights in approximately (125) street trees in the downtown area, the trees will be marked with engineering flagging. Hang approximately (120) rigid rebar Christmas trees on Highway street light poles on Highways 34 and 36, and 7, once again the poles will be flagged. Matzke 72, ZO)·/w Date: September 10, 1997 Ile: Light and Power Department Policy and Procedure Manual Proposed Additions The Light and Power Department recommends adding the following sections to the Policy and Procedure Manual: Uncollected Bill Policy Customer Termination of Utility Service Automated Payment ofUtility Bills (ACH) Policy The complete wording for each proposed section is attached. These sections reflect current Department practice and do not involve any changes. REM 3-1
TOWN OF ESTES PARK UNCOLLECTED BILL POLICY The goal of the Town of Estes Park Utility Billing Department is to collect all of the monthly electric and water bills. Any account that is written off to uncollectible debts has the net effect of costing all customers by requiring higher rates for service. Most customers pay their bills in a timely manner; however, there are times when the Utility Billing Department must pursue the accounts that become past due. The department does follow the discontinuance policy as adopted by the Town Board (see Discontinuance for Non-Payment Policy). In the rare instances when a customer no longer has utility services in their name and still owe a balance on their account, the Town can pursue collections through a collection agency, Town . Attorney, or any other legal procedures. If a customer requests service and has a balance from a previous account, the Town shall demand that the old balance be pid or arrangements made prior to receiving service. For a customer who has more than one account, the Town can transfer the balance from the unpaid account to their current account. This also applies if the past due account is a business, with the unpaid balance transferred to their personal account. Customers can request establishment of a payment schedule for past due accounts (see Payment Plan Policy). 3-2
CUSTOMER TEMINATION OF UTILITY SERVICE When an electric or water utility customer wishes to terminate their account with the Town of Estes Park, they must notify the utility of the date they wish to terminate their service. The utility will read the meters as of that date and issue a final bill for amounts owed. If a customer's utility deposit has not been returned, the Town will deduct the final bill from the deposit and refund the balance. If the customer is moving from one location to another, the deposit will be transferred to the new account. If the customer is an owner of the property, the Town will need a new customer or responsible party to transfer the account to. If the customer is terminating service from a rental property, the account will be transferred back into the owner's name. 3-3
TOWN OF ESTES PARK AUTOMATED PAYMENT OF UTILITY BILLS (ACH) POLICY The Town of Estes Park electric and water utilities offer our customers the option of paying their utility bills electronically. This is a relatively simple procedure which allows the Town to request the amount due directly from the customer's specified bank account. The customer must complete an Automated Payment of utility Bills (ACH) form to authorize the Town to request the funds from their designated bank. The Town will mail the customer a utility bill so they will be aware of the amount of money that will be deducted from their bank account. The bill will also provide the Town's billing information in the event the customer questions or disputes the billing. The funds will be drawn from the bank on the due date of the bill. The automated payments of utility bills will continue until the customer notifies the Town to discontinue or, of course, if the billing is transferred to another customer. The ACH is a draw from the customer's bank account. If the bank does not pay due to lack of funds, the amount of the bill will be added back to the customer's account. The customer will be notified by phone or by mail if the utility cannot contact them by phone, will be assessed the $30 non-sufficient check charge in addition to their bill, and will be responsible to have the bill paid prior to the normal discontinuance process. After three refusals to pay by the financial institution in one year, the account will automatically be converted to a cash-only basis. 3-4
