7 TOWN OF ESTES PARK Office Memorandum To: Light and Power Committee From: Richard E. Matzke -11 29- Date: April 9, 1997 Re: Vehicle Replacements Authorization to Purchase The Light and Power Department requested the following amounts in the 1997 budget for vehicle replacements: Replace one ton truck with boom (Truck #21) 31,000 Replace Jeep Wrangler #15 14,000 Replace Jeep Comanche #14 16,500 Truck 21 is a 1980 one ton flat bed truck with approximately 42,000 miles of service. The proposed replacement is a similar vehicle with a slightly larger engine. The low bidder is Rains Motor Co. with the 2% local purchasing allowance. The bid price ($34,660) is above the budget amount but the difference is more than offset by the amount not used in the recent purchase of the aerial bucket truck. Vehicle #15 is a 1988 Jeep Wrangler with 70,000 miles of service. The proposed replacement is a half ton 4 wheel drive pickup truck which will be assigned to the Line Superintendent. The low bidder is Garnsey-Wheeler Ford at $13,148 which is within the budget amount. Vehicle 14 is a 1990 Jeep Comanche with 54,000 miles of service. The proposed replacement is a Jeep Wrangler. The low bidder is Foothill Chrysler at $15,104 which is also within the budget amount. The attached memoranda from Fleet Manager, Gary Shanafelt provide further details on the vehicle bids and specifications. The Light and Power Department recommends purchase ofthese vehicles from the low bidders as discussed above. REM 2-1
, FLEET MEMO TO: MIKE MANGELSEN FROM: GARY SHANAFELT SUBJ: LIGHT & POWER VEHICLE BIDS DATE: 3 APRIL 1997 SPECIFICATIONS WERE WRITTEN AND BIDS REQUESTED FOR A M TON 4-WHEEL DRIVE PICKUP TRUCK TO BE USED BY ED DRAGON WHICH WILL REPLACE 933.15, A 1988 JEEP WRANGLER WITH ALMOST 70,000 MILES ON IT WHICH HAS BEEN RETIRED FROM METER READING AND IS BEING USED BY THE WAREHOUSE MAN. BIDS WERE ALSO RECEIVED FOR ONE 1-TON 4-WHEEL DRIVE FLATBED TRUCK WITH CRANE TO REPLACE 933.21, A 1980 CHEVROLET CONFIGURED THE SAME AS IT'S REPLACEMENT WITH 42,100 MILES ON IT. WE ALSO RECEIVED BIDS FOR A JEEP WRANGLER TO REPLACE 933 14A, A 1990 JEEP COMANCHE WITH ALMOST 54,000 MILES ON IT WHICH IS CURRENTLY BEING USED FOR METER READING. FORD TRUCKS HAVE PROVEN TO PERFORM THE BEST IN THE LIGHT & POWER DEPARTMENT WITH A LOWER COST OF MAINTENANCE AND BETTER RELIABILITY. THE NEW FORD PICKUP TRUCKS HAVE NEW TECHNOLOGY MODULAR BUILT ENGINES AND HAVE WON NUMEROUS AWARDS RECENTLY FOR THEIR DESIGN AND FUNCTIONALITY. IT IS ALSO A GREAT ASSET TO ALL CONCERNED TO BE ABLE TO HAVE WARRANTY WORK PERFORMED AT OUR LOCAL ESTES PARK FORD DEALER IN LIEU OF TRAVELING BACK AND FORTH TO THE VALLEY FOR SERVICE. AGAIN THE DECISION WAS MADE TO SPECIFY A 1-TON FLATBED TRUCK AROUND FORD SPECIFICATIONS FOR ALL OF THE ABOVE MENTIONED REASONS PLUS FORD AND DODGE ARE THE ONLY MANUFACTURERS OFFERING A SOLID, MONOBEAM, FOUR WHEEL DRIVE FRONT AXLE WHICH HAS PROVEN TO HOLD UP THE BEST COMPARED TO THE INDEPENDENT FRONT SUSPENSION DESIGN USED BY CHEVROLET. THE JEEP WRANGLER HAS PROVEN TO BE A GOOD METER READING VEHICLE OVER ANY COMPARABLE VEHICLE WE HAVE LOOKED AT. WE HAVE USED JEEP WRANGLERS SINCE 1988 WHEN WE FIRST PURCHASED TWO OF THEM WHICH REPLACED THE ORIGINAL DESIGN FORD BRONCOS, THEY HAVE AN ULTRA TIGHT TURNING RADIUS WITH EXCELLENT 360 DEGREE VISIBILITY PROBABLY THE TWO MOST IMPORTANT REQUIREMENTS OF A METER READING VEHICLE BESIDES BEING FOUR WHEEL DRIVE. 2-2
