($336,000) Install 1.4 miles ofthree phase 4/0 AL underground cable ftom Highway 7 and Fish Creek along Cheley Camp Road toward the Baldpate Inn. (203,000) Install 1.75miles ofthree phase 4/0 Aluminum Conductor Steel Reinforced(ACSR) overhead line from end point ofunderground on Cheley Camp Road to the Wind River Ranch. ($350,000) Install 5 miles of three phase 4/0 AL underground cable from the Wind River Ranch along Highway 7 to Meeker Park. ($195,000-this work included in 1996 budget and scheduled to be completed later this year) Miscellaneous Install 4 capacitor banks. ($24,000) Install 11 reclosers. ($70,000) 1-3 TOWN OF ESTES PARK Office Memorandum To: Light and Power Committee From: Richard E. Matzke7222-, Date: June 12, 1996 Re: Electrical Systems Consultants, Inc. Request to Expand Scope of Services At the October 1995 meeting, the Light and Power Committee agreed to hire Electrical Systems Consultants (ESC) of Fort Collins to perform the Long Range System Plan, Coordination Study, and Mapping services for a not to exceed cost of $24,500. Not included in the original scope of services was a presentation of the draft plan to staff and trustees on April 23, 1996. We have a request from ESC to bill an additional $1,500 to cover the cost ofthis meeting and additional mapping and data gathering which was not anticipated at the time the proposal was prepared. ESC has also offered to prepare a series of 11" X 17" truck maps based on the circuit diagram which was developed by ESC as part of the study. There is ample funding in the 1996 budget for Engineering Services to cover these costs and the Light and Power Department recommends that they be approved. - -REM - -- 2-1 TOWN OF ESTES PARK Office Memorandum To: Light and Power Committee From: Richard E. Matzke 72.-g·p- Date: June 12, 1996 Re: Fall River Hydro Plant On June 3, 1996, the Federal Energy Regulatory Commission (FERC) issued an Order on Rehearing in which they upheld the July 13, 1995 order that held that FERC has no jurisdiction over the Town's Fall River Hydroelectric Station Project. We have discussed the FERC order with Town Attorney White and believe that the Town is now free to proceed with the restoration of the Plant. We have also advised Eric Jacobson, who assisted the Town in preparation of the Declaration ofIntent, ofFERC's order. We will probably have a proposal from Mr. Jacobson to restore and operate the Fall River Hydro Plant to present to the committee in the near future. In the interim, the Light and Power Department requests authorization to spend up to $2,500 toward making minor repairs to the building to provide easier access and improve lighting within the building. -- - -REM= - - - - - -=- - - -- - -- - - ===-=r -- - 3-1 TOWN OF ESTES PARK Office Memorandum To: Light and Power Committee From: Richard E. Matzke 72 Z/»-- Date: June 12, 1996 Re: Bow Hunting Policy Fish Hatchery Property On September 27, 1994, the Town Board adopted an interim hunting policy for the Fish Hatchery Property which required hunters meet the following conditions: 1. Comply with all applicable state laws. 2. Comply with all Rocky Mountain National Park requirements. 3. Hunt only in designated area (area south of Fall River and Fish Hatchery Road). Vehicle to be parked in designated area (entrance gate to the property) 4. Permits will only be issued to Larimer County residents. 5. Hunting will be limited to deer and elk. 6. The Interim Policy is to remain in effect throughout the 1994-95 hunting season. The policy was extended by the Town Board for the 1995-96 hunting season on July 25, 1995 and was modifiedto issue permits_to Estes Park-Light: and.Power:customers.on~.=We:have=I--~~~ already received a number of requests to hunt on the property during the 1996· £ eason. We have also received requests to hunt mountain lion and bear on the property. We contacted the Division of Wildlife and learned that they issued a very limited number of permits for this area and rarely is the hunter successful. The Division of Wildlife expressed no concerns regarding allowing hunting of these animals as well. The Light and Power Department recommends that the Town establish an ongoing bow hunting only policy for the Fish Hatchery Property with the following conditions: 1. Comply with all applicable state laws. 2. Comply with all Rocky Mountain National Park requirements. 3. Hunt only in designated area (area south of Fall River and Fish Hatchery Road). Vehicle to be parked in designated area (entrance gate to the property) 4. Permits will only be issued to Estes Park Light and Power Department customers. 5. Bow hunting will be allowed for valid permits issued by the Division of Wildlife. 6. The Policy is to remain in effect until amended or revoked by the Town Board.
