Matzke 72 20- Date: February 6, 1996 Re: Replace Two Meter Department Vehicles Authorization to Purchase The Light and Power Department requested a total of $33,500 in the 1996 budget for replacement oftwo Meter Department vehicles. Truck #13 is a 1989 Jeep Cherokee with 71,000 miles of service. Truck #15 is a 1988 Jeep Wrangler with 62,000 miles of service. We originally anticipated trading in both vehicles in conjunction with purchase of the new vehicles, however, the Fire Department has expressed an interest in purchasing the Jeep Cherokee at the January 1996 NADA average trade- in value of $8,600. Fleet Manager Gary Shanafelt prepared bid specifications and received bids from two suppliers. The bids are summarized in the attached memorandum. The Light and Power Department recommends that both vehicles be purchased from Rains Motor Company at total cost of $32,555.66 including trade-in ofthe 1988 Jeep Wrangler. The Light and Power Department also recommends that the 1989 Jeep Cherokee be sold to the Fire Department for $8,600. Matzke-7€ 09- Date: February 7, 1996 Re: ETS Lease Purchase Program Modify Program to Allow Financing of Multiple Units The existing lease purchase program allows for 90% financing ofup to $1,000 per electric account toward the installed cost of electric thermal storage (ETS) heaters. Most heaters cost in the neighborhood of $1,000 excluding installation. We have had customers install several heaters in one location and who have requested additional financing. To date, no customers have defaulted on the existing program. The Light and Power Department recommends that the lease purchase program be modified to allow financing ofup to five ETS units per account at $1,000 per unit installed not to exceed 90% ofthe total installed cost. The financing period will remain at a maximum of 36 months. The Light and Power Department recommends that the interest rate offered be increased to the Town' s average return on investment plus one interest point to help offset the cost of administering the program. Matzke 722+ I)ate: February 7, 1996 Re: Proposed 1996 Electric Rate Changes The Light and Power Department would like to extend the Residential Energy and Small Commercial Time Of Day rates to year round operation. The current rates revert to the base energy rates for the respective rate class during the months of June through September. The off peak times will probably be different during the summer months. We believe that customers currently on the rates support this change. The Light and Power Department would also like to offer a charge for combined billing to customers who have multiple accounts on the Large Commercial rate. Following is a proposed timetable for implementing these changes: 2/13/96 Town Board set a public hearing date of4/23/96. 3/14/96 Present rate proposal to Light and Power committee. 3/22/96 Publish notice ofrate hearing and mail notification to affected customers. 4/23/96 Public hearing at regular Town Board meeting to consider rate changes. 5/23/96 Rate changes become effective.
