THE ESTES PARK LIGHT AND POWER DEPARTMENT ° Celebrating 50 Years of Scnice in 1905 Project Title Marys Lake Loop Service Project # 107483 Location Estes Park Status: Planned X Under Construction In-Service Tune 1, 1998 Total Estimate $2,804,800 Description: Provide loop service to Marys Lake Substation by upgrading the existing 69 kV line between Marys Lake and the Estes Power Plant to 115 kV, install Western's 115-69 W transformer at Marys Lake in order to maintain the 69 kV Adams Tunnel connection, and direct connect the new Marys Lake - Estes 115 kv line with the existing Estes - Pole Hill 115 kV line and bypass the Estes Power Plant. The estimated cost of this project is $3.4 million. It is estimated that Platte Rivefs participation share would be 100% of the substation and 50% of the transmission line, Western's participation share would be 25% of the transmission line, and USBR's participation share would be 25% of the transmission line. Necessity & Benefits: It is necessary to reduce the numerous outages that occur to Marys Lake Sub for faults that occur on the Marys Lake Power Plant to Estes Power Plant 115 kV transmission line. In addition, the establishment of loop service to Marys Lake would be in conformance with the PRPA Acceptable Level of Service Guideline. Alternatives: An alternative is to do nothing and accept the numerous outages that occur. Another possible alternative is relaying changes at the Marys Lake Power Plant and Estes Park Power Plant which might reduce outages to an acceptable level. Further evaluation of the problem may bring about other solutions. Project Purpose, Need, and Benefits for Marys Lake 69/115kV Transmission Line Upgrade and Marys Lake Substation Expansion Projects The primary purpose of the proposed project is to improve the reliability of electric service to the Town of Estes Park (Town). Lack of reliability has been a historical concern, and reliability will always be less than desired until physical improvements are made to the electrical facilities serving the Town of Estes Park. Between the years 1985 and 1990 (inclusive), there were seven incidents where electric service was lost to the entire Town. In addition, there were 18 incidents where electrical service was lost to half of the Town, one involving Estes Substation and 17 involving Marys Lake Substation. This was unsatisfactory to the citizens of the Town, and this dissatisfaction was clearly communicated to the Electric Department of the Town and the transmission providers, Platte River Power Authority and Western Area Power Administration. A task force of technical experts was formed in 1990 to analyze the situation and recommend solutions. Some equipment was repaired, calibrated, and tested, with the result that the reliability has been significantly improved. Since 1991, there have been three incidents where electric service was lost to half of the Town, one involving Estes Substation and two involving Marys Lake Substation. During the review conducted in 1990, it was noted that reliability could not be brought up to a standard befitting an urban area (for example, Loveland, Longmont and Ft. Collins) until facility additions were made. The fixes that were implemented did improve the situation but the reliability is stillless than desired. Marys Lake Substation, which serves the west side of the Town, is fed by one radial 3 mile line that is also the outlet for the Marys Lake Power Plant. This radial transmission line will never provide acceptable reliability to the Marys Lake Substation, and an alternate transmission source is required. The Estes Power Plant Switchyard, which is in the east part of the Town, not only serves Marys Lake Substation and Estes Substation but is also susceptible to electrical disturbances that cause the entire Town to lose electric service. The configuration of the facilities at the Estes Power Plant Switchyard should be reconfigured to minimize this risk. The electrical load of the Town has grown at a consistent rate and is now at a level that prevents the unrestricted exchange of load between the Marys Lake Substation and Estes Substation using the Town's distribution system. This has significant implications to the Town because the load served from the radial Marys Lake Substation cannot be fully restored following an unexpected outage until the faulty equipment is repaired, nor can maintenance be performed without possibly interrupting electric service. Since the distribution system within the Town is no longer capable of providing backup service to Marys Lake Substation during times of high customer usage, it is imperative that a second transmission source be provided to Marys Lake Substation. A joint study of the electrical system in the geographic area encompassing the Town of Estes Park and extending to Granby was conducted by all affected parties, and was completed in July 1994. Participants in the study were the Town of Estes Park, Platte River Power Authority, Western Area Power Administration, United States Bureau of Reclamation, Northern Colorado Water Conservancy District and Tri-State Generation and Transmission. The objective of this study was to determine the short- and long-term transmission requirements. Thirty-two alternatives were evaluated. The proposed project is the recommended alternative from this study. The proposed project will provide a second transmission source to the Marys Lake Substation and will modify the configuration at the Estes Power Plant Switchyard. The reliability will be equivalent to that provided to the other urban areas served at wholesale by Platte River Power Authority, and reflects a significant improvement. The primary benefit of this project is reliability, and the objective is to raise it to a level normally expected by customers in an urban area. If the proposed project were not done, reliability would continue to be a problem. 06/07/95 4 , Project Description Marys Lake 69/115kV Transmission Line Upgrade and Marys Lake Substation Expansion Projects Upgrading the existing 69,000 volt transmission line between the Marys Lake Substation and the Estes Power Plant Switchyard to 115,000 volts and expanding the Marys Lake Substation was identified as the most effective way in which to improve electric service to Estes Park. The proposed project involves: Removing a 115,000 to 69,000 volt transformer at the Estes Power Plant Switchyard and performing other associated work as required to allow upgrading the three-mile transmission line from 69,000 volts to 115,000 volts; and Begin operating at 115,000 volts a one mile section of the existing 69,000 volt transmission line between the Estes Power Plant Switchyard and the East Portal of the Adams Tunnel. This existing transmission line has been in place since 1951 on steel-lattice towers, and is already insulated for operation at 115,000 volts; Removing two miles of existing 69,000 volt transmission line on wood H-frame structures between the Estes Power Plant Switchyard and the Marys Lake Substation, and rebuilding this section to operate at 115,000 volts utilizing wood H-frame construction and connecting this line at Marys Lake Substation; Installing a 115,000 to 69,000 volt transformer at the Marys Lake Substation and performing other associated work to maintain a 69,000 volt connection to the East Portal of the Adams Tunnel. Matzke-72.Z/7- SUBJECT: Light and Power Service Building Interior Wall Addition Request to Award Contract The Light and Power Department included $9,000 in the 1995 budget for construction of a meter warehouse partition in the Light and Power Service Building. This wall would complete the enclosure separating the upper floor of the service building. The purpose of installing the wall is insulate the meter office and lab areas from the garage area below in order to reduce the noise level and truck fumes in the meter areas. The Light and Power Department has paid Thorp & Associates $750 for architectural service to design the wall. Two contractors picked up bid packages and bids are due today. We anticipate recommending the lowest qualified bidder at Thursday's meeting and expect the total project to be within budget. I have enclosed the notification we are sending to our customers in Estes Park to inform them of these changes. Our customers will receive this announcement approximately June 1 st. First, we are very pleased to announce the expansion of the system's channel line-up with the addition of two new services, Turner Classic Movies and The History Channel. We have had requests for these two services and are confident that our subscribers will enjoy these new channels. As a result ofthe increasing costs oflabor, materials and the programming fees we pay, we are also adjusting the rates ofbasic cable service to $21.95. We will also be lowering the rate we currently charge for monthly converter box rental from $1.17 to $1.15. Our goal is to provide Estes Park with the best value in cable television entertainment and information. We are pleased to be making the additions in the service we offer our customers. We know you will agree that these new services will be welcomed and will enhance our subscribers' enjoyment of their cable service. I would also like to inform you of an upcoming name change that we will be making in the near future. We are renaming all of our systems along the Front Range in Colorado to INTERMOUNTAIN CABLECOMM. This change in name symbolizes our focus on a continuing commitment to provide your community the best value in quality cable television entertainment, news and information. We will announce this new name change to our customers in the next month and will provide you with a copy of this communication once it is prepared.
